Lead Agency: City of Spokane Valley Community. and Economic Development Department Determination: Pursuant to Title 21 (Envi- ronmental Controls) of the Spokane Valley Municipal Code (SVMC), the lead agency has determined that this proposal does not have a probable significant adverse impact on the environment. An Environmental Im- pact Statement (EIS) is not required under ROW 42.21 C.030(2)(c).
