PERMIT REVIEW PARTICIPANTS: Tom Davis, Building and Safety Bob McCann, Engineer's Office John Pederson, Planning Department Tom Postlewait, Building and 5afety Julie Shatto, Building and Safety Daryl Way, Health District APPLIGANTS: Wam Enterprises, Owner, West 601 Riverside Avenue, #1920, Spokane Andy Mahaffey, Contact Person, West 601 Riverside Avenue, #1920, Spokane, 838-8888 SCOP$/PROJECT DBSCRIPTION: I. General Overview - The applicant is proposing to construct a 31,217 square foot, two (2) story, office building. This is the fourth building of a six (6) building unit which will eventually be called the Argonne Corporate Center. II. Construction Schedule - The applicant would like to start construction on January 1, 1988. SiIMIlKARY OF DEPARTMZNTAL REQIIIREMENTS : I. Planning Department (456-2205) A. Discussion/Requirements 1. The site is subject to the zone change ZE-12-87 and is zoned UR-22. 2. The applicant has a copy of the zone change (ZE-12-87) conditions. Some of the conditions are as follows: a) A landscape plan with an estimate from a nursery and promissory lettez is required. - 1 - t ~ w ► r ~ b) The ASA (Aquifer Sensitive Area Overlay Zone) "Notice to the Public" needs to be filed. c) Only one access tv Boone Avenue is allowed. d) 25 percent of the parking stalls required may be compact. e) No parking stalls can be located more than 60 f eet f rom the, landscape f eature and such f eatures shall not be less than 32 square feet in area. f) A lot line adjustment to accommodate the proposal on a sinqle parcel of land is needed. g) 20 feet of Type III Landscaping is required adjacent to Argonne. h) Bicycle racks are required with a 1:10 ratio (one (1) bicycle space per ten (10) parking stalls). i) The sight-obscuring fencinq needs ta continue along the west line as the future phase develops. Landscaping on the west line between the undeveloped land and the parking lot needs to be done. j) Signage needs to be in compliance with the UR-22 standards. A separate permit will be issued for this conditian. B. Pernit Release Requirements 1. The above conditions need to be completed before the release of the building permit. II. Engineering (456-3600) A. Discussion/Requirements 1. Comments, relating to the right-of-way deed, road and drainage plans for street improvements- including improvements to Boone Avenue, and approach permits, were given to the applicant and Buildinq and Safety by the Enqineer's Department, Bob McCanri. 2. Corrections need to be made on the drainage check print and returned to Engineer's Department, Gary Nelson. 3. Tbe applicant requested that he be granted permission to delay the improvements to Boone Avenue until Phase II construction. The applicant was informed that a design deviation request may be filed with the Engineer's Office for consideration. Bob McCann will provide the applicant with the necessary forms. - 2 - r ~ ~ 4. Bob McCann had some concerns on the conditions relating to the "conditions of approval" in the zone change (ZE-12-87). He stated that within 30 (thirty) days after signing the Findings and Order that the applicant must record a"Notice to the Public" with the Spokane County Auditor. The applicant was unsure if this action had been completed. If a design deviation is granted, then it might be beneficial to include this action with the lot line adjustment and the ASA Notice together so that the correct parcel numbers are ref lected . 5. The contact person for the Engineer's Department is Gary Nelson. B. Permit Release Requirements 1. Road improvements to Boone Avenue need to be done with this phase or a design deviation approved. Also, a dedication of right-of-way, as specified in the "conditions of approval" of the zone change (ZE-12-87), needs to be completed. 2. All other comments given to the applicant by the Engineer's Department needs to be completed prior to the release of the permit. III. Health District (456-6040) A. Discussion/Requirements 1. It was stated that there are numerous pa=cels on this site that shall be combined and then divided into to two (2) lots (parcel A and 8). The sewage wiil be qenerated on parcel A and will be disposed of on parcel B. An easement will be needed from the owner prior to the issuance of the Health Department's sewage system permit. 2. The plan calls for an occupant load of 312 people in an office setting. The loading is rated at 15 gallons per occupant, per shift. Using this calculation there will be 4,680 gallons of sewage generated. The Health Department needs to be notified if there is going to be any other use other than office use. Anything that generates a large volume of waste water needs to be identif ied. 3. Depending on the soil conditions, a 3,900 square foot leach bed will be required if the occupant load is 312. Fiowever, the applicant has stated that the occupant load will not exceed 213. - 11 - ~ t . ~ Based on the reduced occupancy, the amount of area . needed for the leach bed is calculated to be 2660 square feet. The applicant stated that an enqineer has designed a system and is ready to be submitted to the Health District for review and approval. . 4. Since there will bq generation of less than 3,500 gallons af sewage per day, a review and approval from DSHS will not be required. B. Permit Release Requirements 1. A sewage system permit needs to be obtained. IV. Utilities Department (456-3604) A. Discussion/Requirements 1. The Utilities Department was not present. However, comments were given to Tom Davis prior to the conference. B. Permit Release Requirements 1. A ULID statement is required for this proposal. (The form can be obtained from the Health Department) 2. Sewer plans must be submitted for review and approval. (Dry sewer) V. Building and Safety (456-3675) A. Diseussion/Requirements 1. Review has been completed on the site plan only. 2. The south exterior wall is required to be 1 hour rated. 3. The f loor area is 15,320 square feet per floor. 4. In determining the size of a future building, sideyards may be a factor in determining the final size of the buildinq per USC Chapter 5. 5. Clyde Weisnor, with Fire District No. 9, requires the new hydrant thats indicated on the plans to be installed prior to occupancy. Also, in the next phase an additional hydrant will be required. (Applicant can discuss the additional hydrant with Clyde Weisnor, 928-2462.) - 4 - ~ • ~ w ~ ♦ 6. Handicap signs are required for each handicap parking stall and also handicap access entrance signs are required. 7. Based on the total parking shown on the site plan, three (3) handicap parkinq stalls are required. 8. It was stated that there are railroad ties shown as steps on the site plan. The applicant has a proposal that he wants reviewed by Building and Safety. 9. The other drawings on the proposal were received and plan review will be completed within the next couple of days. B. Permit Release Requirements 1. A revised set of plans needs to be submitted for review and approval. APPLICANT' S COrMENTS/ACLK : The applicant acknowledqed that all comments/requirements were understood. The applicant stated that he would like the cooperation from all the departments in getting the permit issued by the end of December. The Building and Safety Department needs to complete the plan review (1 week, then applicant needs to reply back). The Health Department stated that if the review on the sewage system is required by DSHS due to size, it may take additional time. If the size does not come under the jurisdiction of DSHS, Health has only to review the sewage plans and issue the permit. The Engineer's Department stated that the approval of the design deviation time varies (get the deviation to the Engineer's as soon as possible). If the applicant is turned down for the design deviation, engineered construction plans for the road improvements are required (bonding for engineerinq and improvements is difficult, Engineer's will explore possible methods of bonding). The Planninq Department needs all of the conditions that were stated to be completed. CORRECTIONS: To tainutes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes. To plans as required by any or all of the above-listed departments shall be submitted in sets of 7 to Building and Safety who will then distribute accordingly to each department. ~ o ~ r . ~ ADJO : There being no further business, Tom Davis thanked the applicant and the departments for their participation and reminded all that he should be contacted if there are any unforeseen problems which may arise.
