Drainage Regort for Park Middle School Expansion
Project Description:
Park Middle Schoal Expansion consists of approximately
42,200 square feet of new building and associsted roofing, a
370 foot by 20 foot road and a 70' x 140 foot parking area.
The additional roof over the new expansion areas and a por-
tion of the existing roofing are being piped to a new 208
area. This area ie shown as Basin A. The remainder of the
existing roof drainage is piped to 3 existing drywells, on
the south and north sides of the building, as it always hae
been.
The new road and parking area are also drained by overland
flow to new 208 areas as discussed in the follawing paqes.
Methodolow :
The procedures used are as outlined in Guidelines for
Stormwater Manaaement published bp Spokane County En-
gineers. Soils are described in Soil Survey Spokane County
WashinQton, 1968.
SQils:
In accordance with Soil Survey* SDOkane County Waehincttonf
1968 the soil is identif ied and categorized as :

GgA - Garrison Gravelly loam, classified as gravelly, medium
- textured, somewhat excessively drained soils formed
in gravelly glacial deposits.

ToDoctranh.i. c Data :
The existing site slopea to the northwest at about a 1$
overall grade. The new building will be built on fill and
will slope down to meet the existinq ground.

Democrraphic Data :
Park Middle School currently has a population of about 400.
The future expansion is sized for an ultimate populatian of
800.
Ra,inf al l Data :
Data used is in accordance with Figure 2, page 6-3 of the
Guidelines for Stormwater Management, by Spokane County En-
gineers. A 10 year return frequency event is used.
Methods of Runoff Control:
Control is by overland flow off the new parking lot and
roofing into a new 208 area and drywell. The new road is
crose sloped to a ditch on the north side which runs to a
, 208 area. New asphalt play areas and sidewalk on the north
side of the building flow by overland flow to the football
f ield which is considered a large 208 area. The existing
roofing and parking area drains directly into existing
drywells. The new grass percolation area will be sodded for
erosion control. See Park Middle School Road & Drainage
P lan.
Methods of DisDOSal:
Disposal will be by single or double depth drywell. They
shall be Spokane County Standard Type A and Type B, as
called out on the Parking and Drainage Plan with Type 3
grate. Inlet capacity calculations are shown on sheet 11.
Peak Flaw, Volume, and Disoosal Calculations:
a. Hydrology Computations:
The grassed percolation (208) areas were sized to ac-
commodate 1/2 inch of runoff from the impervious new
surfaces. The existing surfaces, drain as they always
have, to existing drywells.
Drywelle were sized to handle the total runoff flow
generated by new improvements. The Bowstring method
was used to analyze the runoff, with a worst case time
of concentration of 5 minutes. See calculations on
sheets 5 through 10.

b. Inlet Capacities:
A Spokane County Stand'ard Type 3 inlet will be used.
Inlet Capacities are calculated to be 1.6 CFS for a
flow depth of .2 feet. See calculatione on sheet 11.
c. Detention/Retention Storage Capacities:
Grass percolation areas were calculated to hold the
first 1/2" runoff generated by the new impervious sur-
faced areas. The Bowstring Method is used to analyze
the storage area for drywell disposal.
d. Pipe System Capacities:
Pipe diaineter for the roof drain is calculated by tbe
Rational Method and Mannings Formula to be 15 inches
for the generated runoff of 3.4 cfs. See sheets 12 for
calculations.
REMARKS:
The above described system of etormwater control will
provide the necessary quantity and quality controls, as out-
lined in the Spokane County Stormwater Management Guide for
Park Middle School Expansion.

stormwater runoff and provide neceasary landscaping for runoff.

shall comply with RCw 56-17 and the Spokane County Platting
Ordlnances prior to issuance of building penaits. ,
11. That the provisions of SEPA's NOTICE OF ACTION pursuant to ~
Chapter 43.21C.080 RCW and the Board of Spokane County Cadmi ssi oners Resol uti on #71-1392 be i ni ti ated by the project
applicant within thlrty (30) days of final disposition of this application, and prior to any on-site improvements.
12. Nursuant to the provisions of Chapter 43.21C RCW. the SEPA '
Guidelines (wAC 197-10) and the Spokane County Environmental
Ordinance (SCEO), a proposed declaretlon of non-significence has
been lssued at least fifteen (15) days prior to this date; the

b) COUNTY ENGINEERING DEPARTMENT
Prior To The Issuance Of ABuilding Permit:
1. Access permits for approaches to the County Road System shall be
obtalned from the Spokane County Engineer.
2. Applfcant shal] lmprove Nutchlnson Road in a manner consistent
with Spokane County TYPICAL roadway section No. 1 minimum paving
width Access Standard.
3. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District e detailed
combined on-site sewage system plan and surface water disposal
pl an for the enti re projec t pri or to the i ssuance of aqy
building permit on the property.
4. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Englneer prlor to the
issuance of a building permit on the property. The design,
location, and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving
or surfacing ds approved by the County Engineer. will be
required for any portion of the project which is to De occupied
or traveled by vehicles.
5. The word "appllcant" shall include the owner or owners of the
property, his heirs, assigns, and successors.
6. 7o construct the road improvements stated herein, the applicant
may, wlth the approval of the County Englneer. Join in and be a
willing participant tn any petitton or resolutlon which purpose
i s the formatf on of a Road Improvement 01 strict (RID) for sai d
improvement pursuant to RCW 36.88, as amended. Spokane County
wili not participate 1n the cost of these improvements.
7. As an alternative method of constructing the road improvement
stated herein, the applicant may, wfth the approval of the
County Eng1 rteer. accompl i sh the roed imprrovements stated herei n
by Joining and particlpating in a County Road Project (CRP) to
the extent of the requi red road improvement. Spokane County
will not participate 1n the cost of these improvements.
8. The construction of the road lmprovements stated herein shall be
accomplished as approved by the Spokane County Engineer.

C) COUNTY UTILITIES DEPARTMENT

authorized. This authorizatlon is conditioned on comp1lance
aith all rules and regulatlons of the Spokane County Health
Distric t and is further conditioned end subject to spec9flc
application approval and lssuance of penaits by the Neelth
District.
2. The owner(s) or Successor(s) in interest agree to authorite the
County to pl ace thel r name (s) on a peti ti on for the formatl on of
a ULID by petition method pursuant to RCa 36.94 which the
peti ti on i ncl udes the Owner ( s) p`roperty and further not to

3. A water plan showing location, size, etc. will be required for
approval. The hydrants shall be installed prior to the building
permit and construction of the complex. Each hydrant shall be
capable of flowing a minimum of 1,500 g. p.m. at 20 p.s.i.
resl dual when any two (2) Iydrants are fl owi ng s1mu1 taneously.
These hydrants shall be placed so that no portion of the
building is more than 175 feet from the tUrdrant. Each building
constructed shall be accessible to fire department apparatus by
way of access roadways wi th al l-weather dri vi ng surface of not
less than 20 feet of unobstructed width wlth adequate roadway
turning radius (20 feet and a minimum of 45 feet outside)
capable of supporting the imposed loads of fire appdratus and
having a minlmum of 13 feet, 6 inches of vertlcal clearances.
All roadwdy grades are required to be approved by the Fire
District prior to release of building permits.
4. Approved numbers or addresses shall be placed on all new and
existing bulldings in such e position as to be plainly visible
and legible from the street or road fronting the property. Said
numbers shall contrast with their background.
5. lrash enclosures shall not be located adjacent to combustible
construction or underneath windows or nonprotected eaves.
f} WATER PURYEYOR
1. Water Purveyor is Hutchinson Irrigation District #16, and they
will supply the site with adequate water for danestic, fire and
irrigation uses.
g) COUNTY AIR POLLUTION CONTRUL AUTHORITIf
1. Air pollution regulattons require that dust emissions during
demolition, excavation and construction projects be tontrolled.
This may require use of water sprays, tarps, sprinklers, or
suspenston of activity during certain weather conditions. Haul
roads should be treated and emissions f rom the transfer of
earthen material must be controlled as Mrell as emissions from
al l other construction rel ate0 acti vi ties.
2. Measures must be taken to avold the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills acur on paved surfeces, measures must be taken
immediately to clean these surfeces.
