SCOPE/PROJSCT DSSCRIPTION:
I. General Overview - Proposed is the removal of an existing
lodge, house and dirt road, and in its place, the construction of a
lodge, restroom facility, and interpretive area and trail at Camp
Caro, a resort facility for boy and girl scouts. There will be a
full-time caretaker living in a mobile home at the site.
In place of installing a septic tank and drainfield area, the
project (and the mobile home) will be connected to Valley sewer.
There will be a nT" going in for a sewer line at Second Avenue and
Sarqent. The plumbing in the log structure will be independent of
the building.
The site will be resodded, irrigated and fenced. The parcel
is part of a pit-type area and drainage flows into the landscaped
area from all directions.

The water purveyor for the property is Dishman Water Company.
II. Construction Schedule - Would like to beqin construction as
soon as the permit can be issued.
SIIMMRY OF DEPARTMENTAL REQIIIPMUNTB :
I. Planning Department (456-2205)
A. Discussion/Requirements
l. The Planning Department was not present, but
submitted comYaents comments prior to the meetinq that 28
parkinq stalls will be required. The site plan shows 26
spaces. (The applicant noted that the parking stalls are
currently at 10 feet, and could make two additional stalls if
revised to 9 feet instead of 10 feet.)
II. Engineering (456-3600)
A. Discussion/Requirements
1. The drainage plan was reviewed and drainage
requirements have been satisfied to date.
B. Penait Release Requirements
1. Should there be any changes to the site plan due to
other departmental requirements, a copy will need to be
reviewed by the Enqineer's Office prior to release of the
permit.
III. Health District (456-6040)
A. Permit Release Requirements
1. As the project will be connected to the Valley sewer
service, the Healfi.h District had no requirements and released
their portion of the permit at the meeting.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department were not present and had no
comments for the meeting.

V. Buildinq and Safety (456-3675)
A. Discussion/Requirements
1. The initial set of plans have been reviewed with a
plan review letter given to and discussed with the applicants
durinq the meeting.
2. Fire protection for the site needs to be addressed.
Fire flow for the site is 1,250 g.p.m. (The applicant stated
that Dishman Water does not have the capacity to provide that
amount of water to the site. That if there are no
alternatives to that requirement, the proposal will not be
built.) Ken Jeffrey recommended the applicant work with Clyde
Wisenor of Fire District No. 1(at 928-1700) on this matter.
3. Another requirement of Fire District No. 1 is that
there be fire apparatus access to the upper portion of the
property. (The applicant expressed concerns relative to Fire
District No. 1 submitting requirements for the project, and
indicated that should any fires occur, the DepartYnent of
Natural Resources would be the one responding to the fire, not
Fire District No. 1.) Again, Ken Jeffrey and Tom Davis
referred the applicant to Clyde Wisenor to work out any
conflicts.
4. One of the 28 parking stalls needs to be handicap
parking.
5. Other items needing correcting, as stated in the
plan review letter, include: a) siqnage of parking stalls; b)
ramp slopes and sidewalks to the structure; and c} handrails
need to be provided. (The applicant, in reading the "Exits"
portion of the plan review letter, stated that there will be
no "fixed seats.")
6. It was recommended that the architect pick up the
depth of the foundation around the fireplace. In addition,
should the fireplace be designed for Seismic Zone 2, rebar
will need to be wrapped around and tied off, if designed for
Seismic Zone 1, the fireplace can be freestanding.
B. Permit Release Requirements
l. A revised set of plans addressing the items in the
plan review letter needs to be submitted for review and
approval pzior to release of the permit.

CORRBCTIONB:

To plans as required by any or all of the above-listed departments
shall be submitted in sets of 7 to Building and Safety who will
then dist=ibute accordingly to each department.
ADJOIIRNMBNT: There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there any unforeseen
problems which may arise.
The meeting was adjourned at approximately 10:30 a.m.
