CALL TO ORDSR: The meeting was called to order at approximately
10:00 a.m. by Buildinq and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOP$IPROJSCT DESCRIPTION:,
The existi.ng buflding, first used by Bear Creek Mining and then
occupied by an R.V. dealership was purchased by Tom Price for use
as a GMC dealership.
A new 40 x 60 building will be added onto the existing building
at the west for wheel alignments and engine tune-ups. It is
believed there will be no engine overhauling, body work or major
repair work. Some solvents, oils, and anti-freeze will be used,
however there are no f loor drains planned.
After discussion with Clyde Wisenor of Fire District No. 1, it
was determined that the 4,500 g.p.m. fire flow requirements
mentioned in the plan review letter will not be required for
protection, as a two hour fire wall will be constructed between
the main buildinq and the addition.
Also occupying the property was an older building and two septic
systems and drainfields. The buildinq and one of the septic
systems have been removed and the disposal system which is being
used has been cleaned out. _
The owners are anxious to qet the permit as they would like to
start construction as early as possible.

SUIMMARY OI' DBPARTMENTAL REQtJI :
I. Buildsng and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and comments sent
to the applicant by Marty Robinson.
2. Brake f luids, oils, solvents, and anti-freeze,
etc., are all considered as critical materials
requiring the filing of a critical materials
listing.
B. Permit Release Requirements
1. The owner or applicant needs to fill out the
critical materials list and return it to this
office. The list should also indicate where the
materials are to be stored, how they will be
disposed, and a description of the double
containment.
2. Compliance with the plan review letter is
required.
II. Engineering (456-3600)
A. Discussion/Requirements
1. A copy of comments were given to Buildinq and
Safety by Bob McCann.
2. A drainage plan is required for the disposal of
stormwater runoff and must show finished grade
elevations of the buildiag and the site. (It was
stated the applicant might be able to put in a
drywell depending on the how the qrade is
situated. This will require the applicant to
submit calculations.) These requirements are for
the new portion only.
3. There are no requirements for 208 drainage.
8. Permit Release Requirements
1. A drainage plan, including calculations, is
required.

III. Health Dittrict (456-3600)
A. Discussion/Requirements
1. The septic tank and drainfield is located to the
north of the property and was installed in 1965.
It consists of 150 linear feet of drainfield and
has a maximum capacity of 20 person/employee
shifts per day. If the restrooms will be open for
public use, the number of persons will need to be
included as part of the 20 person/employee count.
The applicant needs to let the District know the
employee and shift(s) count and whether or not the
restrooms will be used by customers.
2. In order to avoid abuse of the on site sewaqe
disposal system, it was strongly recommended that
a barricade be installed around the system.
3. The applicant shall inform the Health District of
the critical materials used. If it is below the
"trigger amount mechanism," then there will be no
problem. However if it is above and/or need ta
alter the on-site system then it will be required
to be brought up to current codes, which doesn't
allow on-site disposal of waste from a building
which uses critical materials.
IV. Planning Department (456-2205)
A. Discussion/Requirements
1. The property is zoned Restricted Industrial.
2. A new site plan needs to be submitted showing the
uses of the areas in the building in order to
determine parking.
3. Based on the addition, 6 new parking stalls may be
required.
4. The property was segreqated in 1985 and is under 5
'acres. There is no record indicating that a short
plat was filed. That perhaps the property may
have been segregated prior to March, 1978, and
therefore would be exempt from the short plat
process. The applicant needs to get in contact

with the original owner of the property in order
to prove the parcel was created prior to March,
1978. Otherwise the owners will need to go
through the short plat process.
B. Permit Release Requirements
1. Submit inforrnation to Planninq reqarding
segregation history of property.
2. Submit a revised plan indicating existing floor
usage of the existinq building and existing
parking spaces. The parking spaces shall be
scaled to show 9' x 20' dimensions.
V. Utilities (456-3604)
A. Discussion/Requirements
1. If the applicant is not going to or required to
expand their on-site system, the department is
ready to sign off. Should the system be increased
for any reason, a ULID statement is required to be
signed.
2. Double plumbing is not required.
REQUIRED ACTIONS (County):
1. John Pederson, Planning Department, to check with the
Assessar's Office regarding any information they have
concerning the 1985 segregation and get back with the
applicant.
ADJO : There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there any unforeseen
problems which may arise. Also, should there be any changes from
what appears in the minutes, we should be notified within ane day
of your receipt of these minutes. The meeting was adjourned at
approximately 10:30 a.m.

CALL TO ORD$R: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator

SCOPE/PROJBCT DESCRIPTION:
The applicant is propasing the remodel of an existing building at
Spraque and Park Road which was farmerly occupied by Morrison
Seed Company. This project involves converting aportion of the
existing building into a car dealership with a maximum of 12
employees. A new on-site sewer system will be installed and
critical materials will be handled on the site.
The property was short platted into three parcels, however, this
project will occupy one parcel and 83 feet of the adjacent
parcel.
SUIMIl+1ARY OF D$PARTMENTAL RBQUIR$N~l'PS :
1. Building and Safety (456-3675)
A. Comments
1.- Plan review for this project has not been
completed. However Building and Safety has been
in discussions with the applicant regarding plan
revisions. A complete plan review letter will be
submitted to the applicant by Marty Robinson
within the next few days.

2. Fire District No. 1 will not require additional
fire hydrants.
3. The address for this project has been reassigned
from East 7509 Sprague Avenue to East 7503 Sprague
Avenue.
B. Required actions
1. All requirements noted in the forthcoming plan
review letter will need to be satisfied.
2. Engineers Off ice (456-3600)
A. Comments
1. A copy of comments was given to the applicant and
Building and Safety by Bob McCann.
2. A drainage plan has not yet been submitted for
review.
3. The applicant has been in contact with railroad
personnel regarding the use of their property for
the 208 drainage swales. If they obtain approval
an amendment to the drainage plan would be
submitted for review. Until approval is granted
the applicant will show drainage to be on-site.
4. Parking in County Road Right-of-Way is not
permitted as depicted on the site plan.
Permission to utilize right-of-way is subject to
the granting of permission by Spokane County. The
applicant may apply for permission to park in the
right-of-way or extend the parking back from the
right-of -way 2 f eet .
5. Your contact person to discuss the possibility of
using the County riqht-of-way is Verril Smale or
Jack Finney may also be contacted for assistance
in this matter.
6. Contact person at Engineering is Gary Nelson.

B. Required actions
1. A drainage plan is required to be submitted in
order for Engineering to proceed with their
review. The drainage plan must include the
following:
a. This plan must be prepared in compliance with
Spokane County Drainage Standards.
a. Include drainage calculations for the site.
b. Take into consideration the impervious
surfaces associated with the development.
c. A typical cross section for the 208 swales
and finished grade elevations of the
building, the 208 swales and parking areas.
d. Indicate the right-of-way an the plans.
2. Parking shall be shawn on the site plan to confarm
to the Engineer's requirements for right-of-way
usage.
3. Agproach permits are required.
3. Health District (456-6040)
A. Comments
1. The Health District has not received a plan ar
application for the on site sewage disposal system
at this time.
2. Conditions for this system will be the following:
a. Vehicular barriers to protect the drainfield
will be required.
b. No trees be planted in the drainfield area.
8. Required actions
1. A plan and application for on site sewage system
is required to be submitted.

4. Planning Department (456-2205)
A. Comments
l. This property is a portion of short plat
SP-84-305, the proposal is to occupy tract A and
the west 83 feet of tract B. The Planning
Department's records show there has not been a lot
line adjustment for tracts A and B.
2. Signaqe is not specified at this time. A separate
permit will be required for signage.
B. Required actions
1. A lot line adjustment, which is an administrative
action, is required in order to amend the plat
boundaries shifting the lot line 83 feet to the
east.
2. A specification of the various uses Yn the
existing building such as, of€ice area, showrvom
area, and parts needs to be described in arder to
caleulate the parking requirements. The actual
sguare footages of usage needs to be show on the
plan.
3. The required setbacks must be illustrated on the
site plan.
5. Utilities (456-3604)
A. Comments
1. ULID statement is part of the short plat
therefore, the ULID condition has been satisfied.
2. Double plumbing is a requirement of the short plat
and will be noted on the plans. This will be
approved through the Health District's review.

1. Marty Robinson is to submit a plan review letter to the
applicant within the next few days.
