CALL TO ORDER: The meeting was called to order at approximately
11:00 a.m. by Building and Safety's Code Cornpliance Coordinator

SCOPE/PitOJECT DESCRIPTION:
I. General Overview - The applicant is proposing the interior
remodel of a 400 seat theater. The remodel will consist of
leveling the floor, adding suspended ceilings in some portions of
the building and moving the entrance.
It was noted that the correct parcel number for this proposal is
19541-9128.
II. Construction Schedule - The applicant would like to cornplete
construction within 30 days of permit issuance.
SUIMMARY OF DEPARTMENTAL REQUIREMENTS :
I. Planning Department (456-2205)
A. Discussion/Requirements
1. It was noted that this project is located within a
commercial zone.
2. The Planning department indicated that since no
alterations to buildinq size were being done, the
setbacks were adequate.

3. It was stated that there is an existing one unit
apartment located in the building.
B. Permit Release Requirements
1. Square footaqes for the following uses are
required to be submitted in order to calculate parking
requirements:
a. retail book store
b. snack bar
c. customer service area
d. of f ice space
e. dance f loor
f. preview rooms
g. arcade
h. sound booths
2. The site plan shfluld indicate whether proposed the
canopy is pro]ected from the building or supported.
Jahn Pederson will check the setback requirements for
both types of canopy.
II. Engineering (456-3600)
A. Discussion/Requirements
1. A copy of conunents was given to the applicant and
Building and Safety by Bob McCann.
2. Your contact person at the Engineer's Office will
be Jerry Sims.
B. Permit Release Requirements
1. Should any additions of parkinq stalls be required
a complete drainage plan including calculations is
required to be submitted to the Engineer's Office for
review and approval for the expanded parking only.
2. Approach permits are required to be obtained for
any new approaches Constructed on First Avenue.
. An RID/CRP agreement "Notice to Public No. 6" on
' t Avenue must be recorded. A copy of the recorded
property deed must be submitted in order to prepare the
RID/CRP aqreement and/or a riqht of way deed.

III. Health District (456-6040)
A. Discussion/Requirements
1. It was noted that this pro]ect is not connected to
public sewer at this time.
2. There are several options for connection to public
sewer.
3. It was noted that all construction debris should
be deposited in a licensed landfill.
4. This facility will not serve liquor. Soft drinks,
coffee and ]uices along with sandwiches will be served.
This proposal will not utilize any gills, fryers of
broilers.
5. It is required, should the applicant abandon the
current on-site sewer system the tank must be pumped
out and either removed or filled.
6. The proposed ice machine and ice chest must be
pumped to the sewer by indirect waste, rather than
direct.
B. Permit Release Requirements
1. Should the applicant choose to continue using the
current on-site system the Health District requires
that a survey of water usaqe be dane using another
facility of the same size and capacity, in order to
determine the adequacy of the system. The current
system size will use a maximum of 384 gallons per day.
iV. Utilities Department (456-3604)
A. Discussion/RequirEments
1. The possibility of connection to public sewer was
discussed.
2. The available hook up points are as follows:
a. Sargent and First Avenue
b. Dale Road and Second Avenue
c. Dishman-Mica and Second Avenue
It was stated that the best hook up point for
this location would be Dale Road and Second
Avenue.

, This decision was based upon the financial aspects
of hook-up and the possible down time the owner
would experience when Utilities expands sewer
lines in the future.
3. Should the applicant choose to hook-up to public
sewer the following will be required:
a. A sewer service agreement with the Utilities
Department.
b. Road obstruction and excavation permits are
required.
c. An indemnifying agreement for being out of
service when the new service is installed.
B. Permit Release Requirements
1. Should the applicant choose to remain with the
current system, double plumbing is required to be shown
on the plans.
2. A plan indicating how the applicant will reach the
man-hole and hook-up to sewer is required prior to
permit issuance should the applicant choose to hook-up
to public sewer.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. The Department of Building and Safety had several
comments regarding occupancy requirements that did not
pertain the the other permit participants, therefore,
the other departments were excused from the meeting at
this time.
2. Comments as contained in the department's plan
review letter dated March 11, 1988 were discussed in
detail with the applicant.
3. Since the remodeling of the building exceeds 60%
of the assessed valuation, the Washi.ngtan State Rules
and Regulations for Barrier-Free design are applicable.
B. Permit Release Requirements
1. Two complete sets of revised plans and/or addendum
to the current plans which address items discussed in
the plan review letter, are required to be submitted
for review and approval prior to permit issuance by
Building and Safety.

APPLICANT' S COMMENTS/ACKNOWLSDGBMENT:
The applicant acknowledged that all cornments/requirements were
understood. The applicant had no further questions at this time
regarding permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should
be notif ied within one day of yflur receipt of these minutes.
To plans as required by any or all of the above-listed
departments shall be submitted in sets of 7 to Building and
Safety who will then distribute accordinqly to each department.
ADJO : There being na further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there are any
unforeseen problems which may arise.
The meeting was adjourned at approximately 11:30 a.m., with
exception of Buildi.ng and Safety requirements which were
discussed at length upon dismissal of the other permit review
participants.
