PRE-CONSTRUCTION CONFERENCE
WAREHOUSE ADDITION - EA.ST 7815 VALLEYWAY
January 26, 1987
CALL TO ORDER: The meeting was called to order at approximately
10:45 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOPE/PROJECT DESCRIPTION:
Applicant is proposing a 50' x 75' warehouse addition to an
existing building. The intended use of the addition is for
taking new bulk motor and lube oils from 10,000 gallon storage
tanks outside and putting the product into 55 gallon drums inside
the building for storage and distribution. A 50' x 50' concrete
dike area for the two 10,000 gallon storage tanks will be
provided with a concrete slab sloped back toward the sump in case
of a spill. Property currently being leased by Eljay Oil
consists of a parcel approximately 200' x 200' in area. With the
proposed addition, the leased area will be increased to a size of
280' x 3001, which is the total area of the property.
Employee parking will be moved to the back side of the building
on a graveled area. Existing baseboard heating will be replaced with a heating and
air conditioning system.

SUNIlKARY OF DEPARTMENTAL REQUIRII4ENTS :
1. Building and Safety (456-3675)
a. Double containment for thestor-age tanks is required.
b. Critical materials information has been satisfied.
Plan Review correction letter has been received by the
applicant and referred to his designer. Project plans have
been reviewed with corrections noted and are being forwarded
to the applicant.
2. Engineering (456-3600)
a. Written comments were submitted to the contractor and
Building and Safety by Bob McCann.
b. Drainage plans for the building •and the slab are
required.
c. Since the project is located over the Aquifer Sensitive
Area, concerns were raised regarding the containment area,
which would accommodate spills, and as to what would be done
with the storm water that will be generated. Suggested
having the architect contact the Engineer's Office regarding
this matter. (In the past, other applicants have been
required to enclose the tanks, within a structure, so there
is no mixing of the stormwater with any spilled materials.)
Enclosure could either be a total enclosure or a roof
structure with open sides. It could be acceptable to pump
the stormwater, but was suggested that it may be costly.
c. Section 3(c) of the July, 1986 Critical Materials
Handbook requires some form of secondary containment for
tanks.
d. Any further questions should be directed to Gary
Nelson.
3. Health District (456-6040)
a. Existing on-site sewage disposal system consists of a
1,000 gallon septic tank and 150 feet of drainfield located
at the southeast corner of the building. System is limited
to approximately 350 qallons per day. With a 15 gallon per
man per shift, employee capacity is for 23-24 man shifts per
day. Building plans show an occupant load of 33 with an
actual employee figure of 8. No problems are anticipated.

b. Replacement of the failing sewage disposal system,
underpaving, will be allowed, but will not allow an
expansion of the system underpaving if used strictly for
expansion purposes. ' •
4. Planning Department (456-2205)
a. Lot line adjustment, requiring a Certificate of
Exemption must be obtained. There is a$15.00 fee and is
processed administratively by Planning.
b. Number of parking stalls is correct. The plans show 9'
x 20' which is a smaller than required but will be okay.
c. Amended description of entire parcel shall be provided.
d. Zoning requires that all storage be.indoors or within a
six foot sight-obscuring fence. Fence must meet minimum
setbacks. (Tanks are approximately 6' to 8' in height and
approximately 15' in length.)
5. Utilities (456-3604)
a. Not present at meeting.
Required Actions:
l. Designer to be in contact with Randy Vissia, Building and
Safety, regarding plan design and double containment.
ADJOURNMENT: There being no further business, Tom Davis thanked
the applicant and the departments for their participation and ~
reminded all that he should be contacted if there are any
unforeseen problems which may arise.
The meeting was adjourned at approximately 11:10 a.m.

(1) A drainage plan which incorporates the provisions of the Water Quality
Management Plan (208) must be submitted to the Spokane County Engineer for
review and approval.
(2) The drainage plan must be prepared for all new impervious surfaces which
are a part of this application.
(3) Special drainage considerations will be necessary for the concrete slab
contained within the proposed dike area. Any system which provides for the
. mixing of stormwater runoff and spilled oil from the bulk storage tanks
will not be permitted because of the potential for groundwater (Spokane
Aquifer) contamination.
