Attachment A summarizes our proposed scope of work which is based on our earlier conversations. Overall, the aim of the updated Traffic Impact Analysis Guidelines is to ensure the methods and procedures of the Guidelines are consistent with the updated Spokane Valley Comprehensive Plan. We plan on completing a draft of the updated Traffic Impact Analysis Guidelines within eight weeks of receiving written notice to proceed. This schedule will allow for time to review our interim options, discuss the options with City staff and address any concerns before finalizing a preferred alternative. Final Guidelines will be completed within two weeks of receiving a final set of comments from City staff. Our budget to complete the update is shown in Attachment A, following the scope of work. I have greatly enjoyed working with you both and the rest of the Spokane Valley staff over the last several years, and I hope that we will be able to continue working together on this project. Please do not hesitate to call me if you have any questions. Additionally, we will provide some guidance on how both the City and the consulting community can keep the traffic counts along the Congested Arterial Corridors up-to-date so that those calculations can be repeated without a large amount of additional data collection costs. Task 1: Develop Trip Thresholds and Study Requirements for SEPA Infill Exemption Areas This task will define when a project in one of the defined SEPA Infill exemption areas needs to prepare a traffic study and what the typical scope of work would look like.We will work with the City staff to identify the specific requirements, which could include a trip generation and distribution analysis, site access and circulation analysis, and a queuing/safety analysis at any intersection of an arterial/collector or arterial/arterial that are within 0.5 miles of the proposed development site. For this task we propose developing several options and holding up to two conference calls to discuss the options and settle on a preferred approach. Task 2:Define the Study Methodology for Projects on or Impacting the Congested Arterial Corridors The corridor LOS concept introduced as part of the Comprehensive Plan Update requires definition about the following: • How to calculate corridor LOS (envisioned as either a volume-weighted or simple average of key signalized intersection LOS on the corridor) • What the"key intersections"are that constitute the corridor LOS • How to determine if a corridor LOS analysis is required (for projects that are not immediately on a corridor) • Data collection requirements—for example, it might be required to a count at an intersection along the corridor, even if it is not adjacent to the project, if adjacent intersections have more recent counts • Recommended guidelines to mitigate a LOS impact along a corridor • Other non-LOS impacts that need to be evaluated and potentially mitigated (e.g., turn lane overflows, poor approach LOS, etc.) This task would develop an initial approach and then work collaboratively with City staff to refine the details and address likely concerns/issues that would be raised by developers or traffic consultants. Similar to the task above,we anticipate developing several options and holding up to two conference calls to discuss and identify a preferred approach. December 1,2016 FEHRt PEERS Page 3 of 3 Task 3: Test Updated Guidelines on Development Applications An important part of developing a successful TIA guideline is to ensure that it can be applied on development applications without unintended consequences or unexpected costs/complexities for potential developers. This task would apply the updated guidelines on up to two typical examples —one in a SEPA infill area and the other in an area adjacent to a congested corridor. We will work with City staff to identify either actual or prototypical development applications and work through applying the updated guidelines. We will share our findings with City staff and update the guidelines if anything unexpected is found. Task 4: Develop a Draft and Final Chapter 3 of the Street Standards Code After completing the tasks above,we will update the text of Chapter 3 of the Street Standards Code to reflect the revised TIA Guideline methodology. This task includes one teleconference. We will submit a draft for review and comment by Spokane Valley staff. One round of revisions is assumed to develop the final text. Optional Task 5: Meeting If it is beneficial for the project,we have identified an optional task for in-person meeting attendance. Meetings could be to go over options in-person or to attend a City Council/Planning Commission meeting. The budget estimate below identifies a cost per meeting attendance, but for now, no in-person meetings are assumed.
