CALL TO ORDER: The meeting was called to order at agproximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator

APPLICANT:

SCOPE/PROJECT DESCRIPTION:
The applicant is proposing a 4,008 square foot addition to the
existing chapel for the purpose of classrooms and office space.
Part of the addition will be two stories. Classes will be
conducted on Sunday mornings and are not intended for academic
use.
Currently the congregation consists of approximately 800 members.
SUMMARY OF DEPARTNMUAL REQUIRF.MENTS:
1. Building and Safety (456-3675)

A. Discussion/Requirements
1. Buiiding and Saf^ t-v had comoleted the plan revievi
for this project and comments were mailed to the
applicant prior zio the meeting
2. Plan review for UBC Compliance was made on the
basis that the classroom usage was for Sunday
school and not for academic purposes.
3. The applicant submitted an addendum at the meetinq
to Building and Safety addressing comments.

4. A SEPA Checklist was completed previously for the
church which identified that future additions were
being planned. Therefore a checklist for this
project is not required.
B. Permit Release Requirements
1. Upon completion of the review of the addendum
submitted, Building and Safety will be ready to
sign off the permit
2. Verif ication of the location of f ire hydrants f rom
Fire District No. 1 regarding fire f low is
required.
2. Engineers Off ice (456-3600)
A. Discussion/Requirements
l. The Engineer's Off ice has signed off the permit.
3. Health District (456-6040)
A. Discussion/Requirements
1. No academic classes are taking place at this time.
Daryl Way gave the applicant a copy of the
regulations for academic teaching facilities regarding sewage systems, should the church decide
to do teaching of an academic nature at a future
date.
2. The Health District's f iles contain on-site sewage
permits for the original facility constructed in
1967 and several additional sewage permits were
issued in 1969, 1972 and 1984 for expansion of the
church complex. In 1972, a gymnasium and
classrooms were constructed involving the
relocation of the sewage system installed in 1969,
however, the Health District has no record
indicating the new location of the system.
3. The Health District will need to make a
determination based on occupant load on whether
the capacity of the present system is sufficient
to accommodate the proposed addition.
B. Permit Release Requirements
1. An "as built" on-site utility 'plan for the
property is to be provided to the Health District
in oru~r to clarify the locatior:s of the current
sewage systems.

2. The occupant load is required to be submitted.
Depending on the occupant load versus the capacity ~
of the existing sewage systems, expansion of the
system may be required.
4. Planning Department (456-2205)
A. Discussion/Requirements
1. This property is zoned agricultural, 65 percent
of the lot is to be open space in this type of
zone.
2. A determination on the number of parking spaces
required needs to be made based on the number of
seats in the assembly room (1 stall for every 5
seats), as well as number of classrooms and
teaching stations.
B. Permit Release Requirements
l. A lot line adjustment is required in order to ~
bring the two parcels into one parcel.
2. Illustrate the required parking stalls as
determined by Planning on the site plan. (A copy
of the site plan submitted for the building permit
for the church in 1984 was given to Planning to
assist in determining parking requirements).
3. The number of classrooms/teaching stations needs
to
be provided.
4. Identify set backs on the site plan.

RE: Building Permit 84A-1732 - Church
Gentlemen:
In the process of reviewing your building permit application for
an addition to the existing chapel, we find that our records do
not indicate that a final certif icate of occupancy was issued for
the church. However, a temporary certificate of occupancy was
issued on November 260 1984 for a period of six months only.
According to the conditions placed on your building permit for
the church (permit number 84A-1732), the required parking areas
were designed and shown on the site development plan to include
stormwater drainage swales.
From an on-site review, the parking area located off of Desmet
was installed in a different manner than what was submitted on
the original site plan. Also, the drainaqe swales have not been
completed.
In order to clarify this matter, a revised drainaqe plan showing
the redesiqned and constructed facilities, along with the
drainage calculations, will need to be submitted to the County
Engineer's Office for review and approval. Your contact person
in the Engineer's Office is Gary Nelson (456-3600).
The intent of this letter is to advise you of the situation in
order that a final certificate of occupancy may be issued for the
church. In no way will this matter affect nor cause any delay in
the issuance of your permit for the addition currently beinq
processed.
