Gentlemen:
In response to your request for infarmation on the
structural design criteria of the exterior cantilever
retaining walls bordering the south side of the
parking lot I have the following comments.
The walls were designed for an equivalent fluid
pressure of 35 pcf for the active case (yielding wall)
as recommended in Shannon & Wilson, Inc. geotechnical
study and report. Three inch diameter pipe weep
holes with 3~2- yards of gravel at six feet on center
at the base of the walls are specified. The typical
valley sand and gravel backfill will be porous enough
so that rain water runoff from the parking lot does
not build up a pressure greater than that designed for.
However, during construction, the back filling opera-
tion should be monitored to verify that no impervious
material is placed directly behind the wall for a
distance of 24 to 30 inches.

Gentlemen:
We are in the planning and design phase of an addition/remodel
project for the Valley Branch of ~Pe Spokane County Library
District. The project is locatede'the southeast corner of Main
Avenue and Perrine Road. It is otr understanding that the
County will require the Library District to build out both
acijacent streets to current county standards, including
widening, additional paving, curbing and sidewalxs.
To accomplish this, we would propose to dedicate to the County
a 5' wide strip, and a 5' wide easement that would allow the
required improvements and benefit the Library in its site
design. The proposed design deviation is documented on the
attached form. A site plan is also included for your review.
We would like to get a determination of this issue before
proceeding much further into the design phase. You may note on
the attached plan that we also request a vacation of Robie
Road, which will be applied for separately in tbe near future.
