APPLICANT:
Dwight Hume, Agent for Super America Company
SCOPE/PROJECT DESCRIPTION:
The Super America Company is planning to build several
convenience stores in the Spokane vicinity. All will be the same
plans and type of construction, the only variations beinq the
zoning and the sites themselves. The convenience stores are
similar in nature to other stores of the same nature, but are
substantially larger, requiring about one acre of property, and
have been built throughout the east coast.
The store proposed at this time is located at the northwest
corner of Valleyway and Pines Road. The property will have to be
segregated to allow construction to proceed. There was a zvne
change on the property allowing this type of use.

A. Discussion/Requireinents
1. Plan review has been completed and a review letter
was qiven to the applicant at the meeting. Most
of tbe comments are minor in nature.

B. Permit Release Requirements
1. An addendum addressing the comments stated in the
~ plan review letter needs to be submitted.
II. Engineering (456-3600)
A. Discussion/Requirements
1. A copy of comments were given to the applicant and
Building and Safety by Bob McCann.
~2. Your contact person will be Gary Nelson.

Basins must be identified on the site drainage
plans.
4 An approach permit must be obtained through the
Washington State Department of Transportation for
Pines Road.
5. An approach permit for Valleyway must be obtain
through the County Enqineer's Office. The zone
change required the dedication of 10 feet of
' right-of-way for Valleyway Avenue and the
onstruction of roadway improvements along
.(The applicant has already applied for
the valleyway approach permit. )
6. A bond for road improvements will be accepted.
Should a bond not be taken out for the road
improvements, the improvements will need to be
~ completed by the time of occupancy. A bond
carries f or two years. f
7. Comment 17 on the plans needs to be clarified to
read that "Supez America is responsible for new
streets, curbs aad gutters of sidewalk and
driveway apgroaches and construction on Valleyway
north of the centerline," instead of being the
"contractor's" responsibility.
B. Permit Release Requirements
1. Items 3, 4, and 6 need to be completed prior to
release of the permit.

2. Roadway improvement plans must be submitted for
approval. Plan preparation must be done by a

11. The following are additional findings of fact cansidered by the Hearing
Examiner Committee:
a) That the project is of such siie and location that the Hearing Examiner
Commfttee feels the project should be developed utilizing a design
appearance which would be consistent throughout the project For the
commercial site.
D. CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
a) COUNTY PLANNIMG DEPARTMENT
1. All current standards of the Commercial and Multiple Family Suburban
Zones, as amended, shall be complied with in the development of this
site.
2. Landscapjng shali be provided for this site, in conformance with
Standards as identified in Section 4.47A.120 Landscaping.
3. Applicant shall comply with '208' recommendations concerning storm-
water runoff and provrde necessary landscaping for runoff.
4 The applicant shall compiy with RCW 58-17 and the Spokane County
' Platting Ordinances prior to issuance of building permits.
5. That the provisions of SEPA's NOTICE OF ACTION pursuant to
Chapter 43.21C.080 RCW and the 6vard of Spokane County Commis-
sioners Resolution #77-1392 be initiated by the project applicant within
thirty (30) days of final disposition of this appJication, and prior to
any on-site improvements, or file appropriate documents to the effect
that the NOTICE OF ACTIQN js waived in accordance with Spokane
County Commissioners' Resolution #82-0458 dated May 4, 1982.
6. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA Guide-
lines (WAC 197-10) and the Spokane County Environmental Ordinance
(SCEO), a proposed declaration of non-significance has been issued at
(east fifteen (15) days prior to this date; the official file, written
comments and/or public testimony contain infarmation regarding assess-
~ ment of tfie proposal's adverse impacts fio the physical environment; a
~ frnding is hereby made that no potentlally significant adverse impacts
upon the physical environment are anticipated as a resuit of the zone
, change; and a final dectaratton of non-significance is hereby to be
issued.
' 7. Detailed site plan review shall be in a public hearing before the
Hearing Examrner Committee which shall include the proposed use,
design, orientation, landscaping, lightirlg, parking location, points of
access and elevation of the proposed buildings.
8. Site plan review shall consist of either the entire proposal or
the two use parcels individually Piecemeal review, in respect
to the commercial property, will not be allowed.

1. Applicant shall dedicate 10 feet on Alki 4ipd Valley Way for right-
of-way prior to any use bt the property.
~ 2. Applicant shall dedicate a 20 foot radius on Alki and Pines Road/
Valley Way and Pines Road prior to any use of the property.
3. Access permits for approaches to the County Road System shail be
obtained from the Spokane County Engineer.
4. Access permits and improvements to Pines Road must be apprvved by
the Washington Departrnent of Transportation.
5. Applicant shall improve Alki Avenue in a manner consistent with
' Spokane County TYPICAL roadway section No. 1 minimum paving width
Access Standard.
6. Applicant shali improve Vatley Way in a manner consrstent with
, Spokane TYPtCAL roadway section No. 1 minimum paving width
Access Standard.
7. Applicant shall submit for approval by the Spokane County Engineer
road, drainage, and access plans prior to the issuance of a building
~ permit on the property.
8. The appticant shall submit for approval by the Spokane County
Engrneer and the Spokane County Health District a detailed com-
bined on-site sewage system plan and surface water disposal plan
for the entire project prror to the issuance of any building permrt
on the property.
, 9. A parking plan and traffic circulation plan shall be submitted and
approved by the Spokane County Engineer prior to the issuance vf
' a building permit on the property. The design, location, and
arrangement of parking stalis shall be In accordance with standard
traffic engineering practices. Paving or surfacing as approved by
the County Engfneer, will be required for any portion of the
, project which is to be occupied or traveled by vehicles.

c) COUNTY UTILITIES DEPARTMENT
1. Pursuant to Board of County Commissioners Resolution No. 80-0418,
the use of on-site sewer disposal systems is hereby authorized. This
authorization is condittoned on compliance with all rules and regulatrons
of the Spokane County Health District and is further conditioned and
subject to specific application approval and issuance of permits by the
Heaith District.
2. The owner, his heirs or successors shall join and participate in any
petition or resolution which purpose is the formation of a utility local
improvement district (ULID) pursuant to RCW, Chapter 36.94, as
amended. The owner, his heirs and successors shall further agree not
to oppose or protest any legal assessments for any utility local
improvement district (ULID) established pursuant to RCW Chapter
36 . 94, as amended.
3. Any water service for this prvject shall be provided in accordance with
the Coordinated Water System Plan for Spokane County.
4. Each unit shall be double plumbed for connection to future area-
wide collection system.
d) COUNTY HEALTH DISTRICT
1. A combined surface water and sewage disposal detailed plan shall be
approved by the County Engineer and the Health District prior to the
issuance of any building permit Por this project.
2. Sewage disposai method shall be as authorized by the Director of
Utilities, Spokane County.
3. Subject to specific application approval and issuance of permits by the

Guidelines indicate that a Cdunty Type A(single depth) drywell
can di spose of 0.3 cfs. and Type B (double depth) drwyel l can

this property, and drainage ariginating on-site can be

will be graded in half, North and South. Runoff will flow
toward the gutters along the periphery, and thence westerly
through sod channel s to the 208 pond.

CALL TO ORD►ER: The meeting was called to order at approximately
10:30 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

APPLICANT:
Dwight Hume, Agent for Super America Company
SCOPE/PROJEGT DESCRIPTZON:
The Super America Company is planning to build several
convenienee stores in the Spokane vicinity. Al1 will be the same
plans and type of construction, the only variations being the
zoning and the sites themselves. The coavenience stores are
similar in nature to other stores of the same nature, but are
substantially larger, requiring about one acre of property, and
have been built throughout the east coast.
The store proposed at this time is located at the northwest
corner of Valleyway and Pines Road. The property will have to be
segregated to allow construction to proceed. There was a zoae
change on the property allowing this type of use.
SUIblqARY OF DEPARTMBNTAL REQUIREMENTS:
I. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and a review letter
was given to the applicant at the meetinq. Most
of the comments are minor in nature.

B. Permit Release Requirements
1. An addendum addressing the comments stated in the
plan review letter needs to be submitted.
II. Engineering (456-3600)
A. Discussion/RequiremEnts
1. A copy of comments were given to the applicant and
Building and Safety by Bob McCann.
2. Your contact person will be Gary Nelson.
3. Basins must be identified on the site drainage
glans.
4. An approach permit must be obtained through the
Washington State Department of Transportation for
Pines Road.
5. An approach permit for Valleyway must be obtain
through the County Enqineer's Office. The zone
change required the dedication of 10 feet of
riqht-of-way for Valleyway Avenue and the
construction of raadway improvements along
Broadway. (The applicant has already applied for
the Valleyway approach permit.)
6. A bond for road improvements will be accepted.
Should a boad not be taken out for the road
improvements, the improvements will need to be
completed by the time of occupancy. A bond
carries for two years.
7. Comment 17 on the plans needs to be clarified to
read that "Super America is responsible for new
streets, curbs and gutters of sidewalk and
driveway approaches and construction on Valleyway
north of the centerline," instead of being the
"contractor's" responsibility.
B. Permit Release 8equirements
1. Items 3, 4, and 6 need to be completed prior to
release of the permit.
2. Roadway improvement plans must be submitted for
appraval. Plan preparation must be done by a

civil engzneer licensed in the State oi
washington.
III. Health District (456-3600)
A. Discussion/Requirements
1. The ASA Overlay Zone requires non-ground disposal
for waste generated from a facility handling
critical materials. The owners, however, are
proposing connection to the valley sewer system so
there should be no problems.
2. A copy of the interior completion plans have been
subrnitted for the food service portion of the
building. It is unknown whether there are any
comments on the plans as the person reviewing the
plans was not available for comment prior to the
meeting.
3. As there are several Super America stores being
constructed within the eounty, the applicant will
only need to submit the site plan for each
project, and indicate at the time of application
that it will have the same "interior development
plan" as the others.
IV. Planning Department (456-2205)
A. Discussion/Requirements
1. The project is zoned Cammercial. Any reference to
the B-3 Zone should be changed to Commercial.
2. A minimum of 27 parking spaces is required. The
applicant is proposing 29 spaces.
3. Ten feet of landscaping will be required along the
west property line. A six foot fence along the
west will also be required unless the applicant
can show that the west properties will be
developed commercially.
4. The sign shown does not comply with local business
standards. Sign dimensions should be as follows:
a. Size allowed: 40 sq.ft.
b. Height allowed: 20 ft.
c. Setbacks : A total of 33 f t. f rom the f ront
property line.

The illuminated trim of the canopy is nat
considered as a sign.
H. Permit Release Requirements
1. A revised site plan should be submitted showing
the deli portion of the food service area.
2. The applicant will have to aggregate the property
and obtain a Certificate of Exemption.
3. The owners must comply with the ASA Notice to the
Public and must also complete a waiver regarding
the SEPA for Notice of Action.
4. The applicant must show the method of travel of
the f ue 1 truck and location f or the unl.oading of
the fuel, plus time of delivery since it may
affect 5 parking spaces.
5. An estimate of cost and either a promissory note
or bond for the landscaping is required.
V. Utilities (456-3604)
A. Discussion/Requirements
1. The sewer hook up is approximately one-half block
down Valleyway.
2. A permit for the conriection to the sewer needs to
be obtained from the Engineer's Office. The fee
is $10.00.
B. Permit Release Requirements
1. The Utilities Department is ready to release the
permit.

compliance with Chapter 4.16A (Aquifer Sensitive Area Overlay
Zone) of the Spokane County Zoning Ordinance. Accordingly, as a
condition of approval, the sponsor/applicant shall be required
to file with the Spokane County Auditor, within thirty (30) days
of the signing of Findings and Order of the final decision in
this matter, a"Notice to the Public" which shall provide in
material as follows:
PRIOR TO THE ISSUANCE OF ANY 6UILDING PERMIT OR
CERTIFICATE OF OCCUPANCY FOR ANY BUILOING OR ANY USE
ON THE PROPERTY DESCRIBED HEREINAFTER, THE APPLICANT

OF SPOKANE COUNTY ZONING ORDINANCE CHAPTER 4.16A

10. Signs for this pro3ect shall conform to standards as set forth
in Section 4.09.125 Signs.
11. Applicant shall comply with '208' recommendations concerning
stormwater runoff and provide necessary landscapinq for runoff.

shall comply with RCW 58-17 and the Spokane County Platting

Conmi ssi oners Resol ution #77-1392 be ini tiated by the project
applicant within thirty (30) days of final disposition of this
application, and prior to any on-site improvements, or file
appropriate documents to the effect that the NOTICE OF ACTION is

e) COUNTY BUILOING ANO SAFETY OEPARTMENT (continued)
6. Fire hydrants which meet the fire flow are required to be
installed prior to any construction. These hydrants shall be
placed so that no portion of the building exterior is more than
175 feet from the hydrant. The bottom of the lowest outlet of
the hydrant shall be no less than 18 inches above grade. A
water plan showing each fire hydrant (specifytng the gallons per
minute for each fire hydrant) and meeting the requirements in
Chapter 10.04 of the Uniform Fire Code is required prior to
construction of the water service. All required fire protection
facilities shall be installed and made serviceable prior to and
during the time of construction.
CONU+4ENTS: The proposed car wash and mini-storage structures must
meet afT requirements of Chapter 4.16 of the Spokane County Zoning
Ordinance for storage and discharge of effluent; (i.e., waste oil,
grease interceptors).
f) WATER PURVEYOR
1, water Purveyor is Modern Electric Water Company, and they will
supply the site with adequate water for domestic, fire and
irrigation uses. However, satisfactory arrangements have not
been made to serve this proposal,
g) COUNTY AIR POLLUTION CONTROL AUTHORITY
All air pollution regulations must be met. This includes but is not
limited to the fvllowing:
1. Air pollution regulations require that dust emissions during
demol i ti on, excavati on and constructi on proj ects be control l ed.
This may require use of water sprays, tarps, sprinklers, or
suspensi on of acti vi ty duri ng certai n weather condi ti ons. Haul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissions from
all other construction related activities.
2. Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved surfaces, measures must be taken
imnediately to clean these surfaces.
3. All travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean.

prior to acceaeing the adjacent State Highway. Road approach
applications are available through the Dietrict Maintenance
Engineer.

GENERAL PROVIStONS
1. The Grantee, its suocessors and assigns, agrees to protect the State of Washington and save it harmless from all clsims,
actions or damago of every kind and description which may accrue to or be suffered by any person, persons, or property
by reason of the performance of any such work, character of inetenals used or manner of mstailation, rnaintenance and
operation, or by the ocoupancy of right of way by the Grantee, in case any suit or action is brought against the Department
for damages ansing out of or by reason of any of the above cause.s, the petitioner, its sua:essors or assigns will, upon notice
of oomrnenoement of such action, defend the same at its sole cost snd expenss and setisfy eny judgmeM erising therefrom
if determined adverse to the Stets of Washington
2. During the progress of the work such baRiers shall be erected and mamtained as may be necessary or as may be directed
for the protection of the traveling public, the barrters shall be properly lighted at night
3. Except as herein authorized, no excavation shell be made or obstacle placed within the limits of the State highway in
such a manner as to interfere witfi the travel over said road.
4 If the work done under this permit interferes in any way with the dramage of the State highway, the Grantee shall whotly
and at its own expense make such provision as the Department may direct to take care of said drainage
5. On completion of said work herein contemplated ail rubbish and debris shall be imrnedietely removed and the roadwey
and roadside shail be left neat and presentable and satisfactory to the Oepartment.
fi. All of the work herein contemplated shafl be done under the supervtsion and to the satisfaction of the Department and
the entire expense of said supervision shall be borne by the party or parties to whom this permit is issued
7. The Department hereby ragerve.s the nght to order the change of location or the removal of any structure or structures
authorized by this pernmt at any time, said change or removal to be mede at the sole expense of the perty or parties to
whom this permit is issusd, or their suocessors and assigns
8 All suc.h changes, rec:onstruCtion or reiocation by the Grentee shall be done in such manner as will cause the least inter-
ferenve with any of the Department's work and the Department shall in no wise be held liable for any damage to the
Grantee by reason of any such work by the Oepartment, its agents or representatives, or by the exercrse of any rights
by the Department upon roads, streets, public places or structures in question.
9. This permit or privilege shall not be deemed or held to b8 an exclusive one and shall not prohibit the Department from
granttng other permits or franchise nghts of like or other nature to other public or pnvate oompanies or indiwduals, nor
shail it prevent the Department from using any of its roads, streets, or public plaas, or affect its nght to fuli supenrision
and controi over all or any part of them, none of which is hereby surrendered
10. The Department may revoke, amend or cancel this pennrt or any of the provisions thereof at any time by giving wntten
notice to the Grantee. The Grantee shall immediately remove all facilities from the right of way. Any facilities remairnng
upon the right of way 30 days after written notice of cancellation shall bE removed by the Department at the expense
of the Grantee
11. The party or perUes to whom tfiis permit is issued shall maintain at its or their sole expense the structure or object for
which this permit is granted in a condition satisfactory to the Department
12. If the Grantee enters into a contract or agreement with a contractor to perform the work provided herein to be perfarmed
by the Grantee, the Grantee for itself, its assigns and its successors in interest, agrees that it wdl not discriminaLe on the
basis of race, color, sex, or nationat ongm in its dhoice of contractors and will indude all of the nondistximmation pro-
visions set forth in Appendix "A" from Title VI of the Civii Rights Act of 1964 and Section 162(a) of the Federal Aid
Act of 1973 (23 U S.C 324), and as said Regulations may be amended. Breach of any of the abave nondiscrimmation
covenants shall be cause for cancellation as herein provided
13. Any breach of any of the conditions and requirements herein made, or failure on the part of the Grantee of this permit to
proceed witM due diligence and in good faith after its acceptanoe, with construction work hereunder, shall subject this
perrnit to canceIlaUon as herein provided.

Traffic control sha11 comply with the current approved "Manual on Uniform
Traffic Control Devices for Streets and Highways, Part V1."
H ighway traffic shall be protected by flaggers whenever any portion of the
traveled surface is obstructed by equipment working on this project.
All advertising signs shali be placed on private property so that the entire
sign shall be outside the limits of the existing state right of way.
All building restrictions established by the Spokane County Planning
Commission shall be complied with.
A suitable traffic barrier shall be constructed along the right of way line
between the two driveways.
