d) COUNTY HEALTH DISTRICT
1. Sewage disposal method shall be as authorized by the Director of

Use of lrndividual on=site sewage disposal systems shall not be

6. Fire hydrants which meet the fire flow are required to be
installed prior to any construction. These hydrants shall be
placed so that no portion of the building exterior is more than
175 feet from the hydrant. The bottom of the lowest outlet of
the hydrant shall be no less than 18 inches above grade. A
water plan showing each fire hydrant (specifying the gallons per
minute for each fire hydrant) and meeting the requirements in
Chapter 10.04 of the Uniform Fire Code is required prior to
constructi on of the water servi ce. Al l requi red fi re protecti an
facilities shall be installed and made serviceable prlor to and
during the time of construction.
CONDNENTS: The proposed car wash and mini-storage structures must
nreet afT requirements of Chapter 4.16 of the Spokane County Zoning
Ordinance for storage and discharge of effluent; (i.e., waste oil,
grease interceptors).
f) WATER PURVEYOR
1. Water Purveyor is Modern Electric Water Company, and they will
supply the site with adequate water for domestic, fire and
irrigation uses. However, satisfactory arrangements have not
been -ade to serve thi s propesal.
g) COUNTY AIR POLLUTION CONTROL AUTHORITY
All air pollution regulations must be met. This includes but is not
limited to the following:
1. Ai r pol l uti on regul ati ons requi re that dust emi ssi ons duri ng
demolition, excavation and construction projects be controlled.
This may require use of water sprays, tarps, sprinklers, or
suspens3on of activity during certain weather conditions. Haul
roads should be treated and emissions from the transfer of
earthen materi ai must be control l ed as wel l as emi ssions from
all other construction related activities.
2. Measures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved surfaces, measures must be taken
immediately to clean these surfaces.
3. All travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean.

SCOPg/PROJECT D$SCRIPTION:
I. General Overview - Proposed is the construction of an
"exterior only" car wash, more commonly referred to as a tunnel
car wash. The operation procedure will be for the customer to
stay in the vehicle as it is pulled through on a conveyor.
Vacuuni islands will be available at the back side of the property
once the car has gone through the process.
II. Construction Schedule - Would like to begin construction
around September 12, 1988 with a construction time of
approximately 80 days.
SUMMARY OF DEPARTMENTAI, REQIIIRSMENTS :
I. Planning Department (456-2205)
A. Discussion/Requirements
1. This site is zoned Commercial - through zone
change 83A-82.

2. A variance will need to be applied for with
regards to signaqe - the owner has been working with the
Planning Department on this matter. Signage can be
processed under a separate permit.
3. Landscaping and parkinq, as illustrated, appears
to be adequate, however a promissory letter from the owner
for installation by a qiven date needs to be delivered to
the Planning Department.
B. Permit Release Requirements
1. The promissory letter from the owner needs to be
filed with the Planning Department.
II. Engineering (456-3600)
A. Discussion/Requirements
1. A copy of written comments were given to the
applicant and Building and Safety by Gary Nelson.
2. A drainage plan needs to be submitted to the
Engineer's Office. The applicant asked if the grass area
indicated on the site plan would be an adequate space for
the 208 area. Gary Nelson indicated that the size of the
area appears to be adequate, hoWever he would need to look
at the elevations for that area prior to making any
decisions.
B. Permit Release Requirements
1. A drainage plan and calculations, as indicated in
Item A(1-7) of the written comments, needs to be submitted
and approved prior to release of the permit.
2. A copy of the approach permit from the State
Highway Department needs to be sent to the Engineer's
Office.

III. Health District (456-6040)
A. Discussion/Requirements
1. It was determined that the project will be
connected to the valley sewer.
2. There were discussions on the recla2nation pit on
the south side of the building - it's use as a pre-treatment
device for the water prior to beinq discharged into the
sewer. On the systent is a chamber that will eventually be
filled with certain chemicals from the washing process.
These chemicals may or may not be classified as hazardous or
dangerous waste. If it should be classified as such, the
waste will need to be disposed of at a hazardous/dangerous
waste disposal site. There are no such disposal sites in
the Spokane area currently, however there is someone in town
trying to get a center for processed waste water established
in this area.
8. Permit Release Requirements
1. The Health District released their portion of the
permit at the meeting.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. As the project will be connected to the valley
sewer, the Utilities Department were not present and had no
comments for the meeting.
V. Building and Safety (455-3675)
A. Discussion/Requirements
1. The site plan, as submitted, has been reviewed
with a plan review letter sent to the owner.
2. One wall of the buildinq is located 10 feet from
the property line and needs to be one-hour rated.

3. Siqns must meet cade requirements to withstand a
70 m.p.h. wind. A footing plan for the signs needs to be
submitted, along with the construction plans.
4. Fire District No. 1 has indicated that one fire
hydrant will need to be installed.
5. The waste water system will need to be reviewed by
the Health District and the Departmexit of Ecology.
6. Because an office is part of the proposal,
handicap rest rooms, parking, etc., will need to be
installed. (The applicant stated that the office will only
be used by himself and/or his wife who will be doing the
bookkeeping and did not feel that the handicap requirements
were appropriate. Tom Postlewait stated that something may
be able to be worked out and will discuss the matter after
the meeting.)
7. A critical materials list needs to be filled out
and returned for review in order to deteriaine if any of the
chemicals stored on the site exceed those amounts allowed in
the critical materials ordinance.
B. Permit Release Requirements
1. Two complete sets of construction plans, drawn and
stamped by an architect licensed in the State of Washington,
needs to be submitted for review and approval prior to
release of the permit, along with a completed Critical
Materials listing.
APPLICANTIS COMMENTS/ACRNOWLEDaEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
perrait requirements.

A. INTRUDUCTiON
Thjs matter heving come before the Zoning Hearing Examiner Committee on
December 9, 1982, and the merrtbers of the Committee present being
Kenneth Kenndy, Chairman, F. Lynn Tennican and Ronald L. McVicker.

B. PROPOSAL
7he sponsor, North Pines Venture, is requesting approval of a ivne reclassi-
fitation, File No. ZE-83-82, Agricultural Suburban to Commercial and Multiple
Family Suburban, with no proposed development at this time.
C. FINDINGS OF FACT
1. That the existing land use in the area is residential, Junior High School,
churches, eommercial, and vacant.
2. That the Comprehensive Plan designates this area as appropriate for Major
Commercial and Urban development.
3. That the existing zoning of the property described in the application is
Agricultural Suburban.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been compiied with, and the Committee concurs with the Declaration of
Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.
6. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
7. T'hat the applicant has demonstrated that conditions have substantially
changed since the original zoning of this area and accordingly, the pt•o-
posed rezone is justified.
8. That the proposed use is compatible with existing uses in tfie area.
9. That the owners of adjacent lands expressed neither approval nor dis-
approval of the proposed use.
10. The Hearing Examiner Committee finds the proposed use to be 1n harmony
with the general purpose and wlll not be otherwise detrimental to the public
health, safety, and welfare.

11. The following are additional findings of fact considered by the Hearing
Examiner Committee:

a) That the project is of such si2e and lacation that the Hearing Examiner
Committee feels the project should be developed utilizing a desi8n
appearance which would be consistent throughout the project for the
commercial site.
D. CONDITIONS OR CONTINGENCIES APPLIED TO THIS APPROVAL
a) COUNTY PLANNING DEPARTMENT
1. All current standards of the Commercial and Multiple Family Suburban
Zones, as amended, shall be complied with in the development of this
site.
2. Landscaping shall be provided for this site, in conformance with
Standards as identified in Section 4.07A.120 Landscaping.
3. Applicant shall comply with 1208' recommendations concerning storm-
water runoff and provide necessary landscaping for runoff.
4. The applicant shall comply with RCW 58-17 and the Spokane County
Platting Ordinances prior to issuance of building permits.
5. That the provisiorls of SEPA's NOTICE OF ACTION pursuant to
Chapter 43.21C.080 RCW and the Board of Spokane County Commis-
sioners Resotution #77-1392 be initiated by the project applicant within
thirty (30) days of final disposition of this application, and prior to
any on-site improvements, or fiie appropriate documents to the effect
that the NOTICE OF ACTION is walved in accordance with Spokane
County Commissioners' Resof ution #82-0458 dated May 4, 1982.
6. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA Guide-
lines (WAC 197-10) and the Spokane County Environmental Ordinance
(SCEO), a proposed declaration of non-signtficance has been issued at
least fifteen (15) days prior to this date; the official file, wrltten
cotnments and/or public testimony contain information regarding assess-
ment of the proposal's adverse impacts to the physical environment; a
finding is hereby made that no potentially significant adverse impacts
upon the physical environment are anticipated as a resutt of the zone
change; and a final declaration of non-significance is hereby to be
issued.
7. Detailed site plan review shall be in a public hearing before the
Hearing Examiner Committee which shall include the proposed use,
design, orlentation, landscaptng, lighting, parking location, points of
access and elevation of the proposed buildings.
8. Site plan review shall consist of either the entire proposal or
the two use parcels indlvidually. Piecemeal review, in respect
to the commercial property, wi II not be al lowed .

9. The applicant shall contact the Cenfiral Valley School District and
attempt to resolve jmpacts to the adjoining site prior to final site plan
review. b) COUNTY ENGINEERING DEPARTMENT
Prior To The Issuance Of A Building Permit:
1. Applicant shall dedicate 10 feet on Alki and Valley Way for right-
of-way prior to any use of the property.
2. Applicant shall dedicate a 20 foot radius on Alki and Pines Road/
Vatley Way and Pines Road prior to any use of the property.
3. Access permits for approaches to the Caunty Road System shail be
obtained from the Spokane County Engineer.
4. Access permits and improvements to Pines Road must be apprvved by
the Washington Department of Transportation.
5. Applicant shall improve Alki Avenue in a manner consistent with
Spokane County TYPICAL roadway section No. 1 minimum paving width
Access Standard.
6. Applicant shall improve Vatley Way in a manner consistent with
' Spokane TYPICAL roadway section No. 1 minimum paving width
Access Standard.
7. Applicant shali submit for approval by the Spokane County Engineer
road, drainage, and access ptans prior to the issuance of a building
permit on the property.
8. The appiicant shall submit for approval by the Spokane C,ounty
Engineer and the Spokane County Health District a detailed com-
bined on-site sewage system plan and surfece water disposal plan
for the entire project prior to the issuance of any building permit
on the property.
9. A parking plan and traffic circulation plan shall be submitted and
approved by the Spokane County Engineer prior to the issuance of
a building permiL on the property. The design, location, and
arrangement of parking stalis shall be in accordance wjth standard
traffic engineering practices. Paving ar surfacing as approved by
the County Engineer, will be required for any partioh of the
project which is to be occupied or traveled by vehicies.
10. The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors.

11. The construction of the road improvements stated herein shall be
accotnplished as approved by the Spokane County Engineer.

12. Ali required improvements shall conform to the current State of
Washington Standard Specifications for Road and 6ridge Construc-
tivn, and other appiicable county standards and/or adopted reso-
lutions pertaining to Road Standards and Stormwater Management
in effect at the date of construction, uniess otherwise approved by
the County Ehgineer.
13. Roadway standards, typicai roadway sections and drainage plan
requirements are found in Spokane Board of County Commissioners'
Resolution No. 80-1592 as amended.
c) COUNTY UTI LITI ES DEPARTMENT
1. Pursuant to Board of County Commissioners Resolution No. 80-0418,
the use of on-site sewer disposal systems is hereby authoriied. This
authorization is conditioned on compliance with all rules and regulations
of the Spokane County Health District and is further conditioned and
subject to specific application approval and issuance of permits by the
Health District.
2. The owner, his heirs or successors shall join and participate in any
petition or resolution which purpose is the farmation of a utility local
improvement district (ULID) pursuant to RCW, Chapter 36.94, as
amended. The owner, his heirs and successors shall further agree not
to oppose or protest any legal assessments for any utility local
improvement district (ULID) established pursuant to RCW Chapter
36. 94, as amended.
3. Any water service for this project shall be provided in accordance with
the Coordinated Water System Ptan for Spokane County.
4. Each unit shall be double plunnbed for connection to future area-
wide collection system.
d) COUNTY HEALTH DISTRICT
1. A combined surface water and sewage disposal detailed plan shall be
approved by the County Engineer end the Health District prior to the
issuance of any building permit for this project.
2. Sewage disposal method shall be as authoriZed by the Director of
Utilities, Spokane County.
3. Subject to specific application approval and issuance of permits by the
Health Officer, the use of an individual on-site sewage system may be
authorized.

4. Water service must be coordinated through the Director of
Utilities, Spokane County.

5. Water service shall be by an existing public water supply whert
approved by the Regional Engineer (Spokane), State Department of

7. Disposai of sewage effiuent beneath paved surfaces is currently
prahibited.
e) COUNTY BUILDING AND SAFETY DEPARTMENT
1. The site is located in Fire District #1.
2. installation of fire hydrants to be in accordance with the require-
ments of the Spokane County Department of Building and Safety.
f) WATER PU,RVEYOR
1. Purveyar is Modern Electric Water Company, and they can supply the
site with adequate water for domestic, fire and irrigation uses.
g) COUNTY AI R POLLUTION CONTROL AUTHOR ITY
1. All parking areas must be paved prior to occupancy, and that a
routine schedule be established for cleaning the lots.
h) STATE DEPAR7MENT OF TRANSPORTATION
1. That street approaches be on Alki Avenue and Valley Way, and that
Spokane County enforce the 35-foot setback requirements.
