16-181.00 Spokane County Sheriff: JAG Equipment Purchase 1 (P-ISI
Joint Use Agreement
Parties:City of Spokane Valley and the Spokane County Sheriff's Office.
Shared Equipment: Faro Technologies Focus 3D X 130 Laser Scanner and accessories.
The City of Spokane Valley(using Justice Assistance Grant(JAG)funding)agrees to purchase a Faro
Technologies Focus 3D X 130 Laser Scanner and accessories(Scan Station). The City of Spokane Valley
will utilize the full amount of the City's 2016 JAG award,$25,628 to make this purchase. The Spokane
County Sheriff's Office(using Traffic Unit DUFB funds)agrees to reimburse the City of Spokane Valley for
the full amount owing beyond the amount of the JAG award. The Spokane County Sheriffs Office will
reimburse the City of Spokane Valley within 30 days of the invoice date. The City of Spokane Valley will
retain ownership of the Scan Station. Both parties agree to share the equipment under the following
provisions:
1. The Scan Station will be used to document serious vehicle collisions,officer involved critical
incidents,major crime scenes,or any other incidents that warrant extensively detailed scene
documentation.
2. The Scan Station shall be operated only by those personnel specifically trained in its operation.
3. In the event of conflicting,simultaneous incidents,the most serious incident shall have priority.
4. The Scan Station shall be stored at a location where it is immediately available at all times to
both parties.
5. In the event that the City of Spokane Valley no longer contracts with SCSO for law enforcement
service's,this agreement shall remain in effect throughout the useful life of the Scan Station.
6. The City of Spokane Valley shall be responsible for maintenance,calibration, non-negligent
repair,and upgrade of the equipment but will bill the Spokane County Sheriffs Office for half of
the costs.
7. In the event that the Scan Station is damaged due to negligence,the employing entity of the
negligent party shall be responsible for repair costs.
