MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of

• Separation Project
The City of Spokane Valley seeks a quali-
fied consultant team to provide final plans,
specifications and estimates for the Pines
Road/BNSF Grade Separation Project.
This project will provide a grade -separated
intersection with Pines Road (SR 27) be-
ing reconstructed to pass beneath the
BNSF Railroad tracks and Trent Avenue
(SR 290) being lowered at the Pines Road
intersection. The final design will be based
on the 2004 preliminary 30% design plans
that were a part of the larger Bridging the
Valley Project.

and Tale 49, Code of Federal Regulations,
Department of Transportation, subtitle A,
Office of the Secretary, Part 21, nondis-

of the Department of Transportation issued
pursuant to such Act, hereby notifies all
bidders that it will affirmatively ensure that
in any contract entered into pursuant to this
