1. Reimburse Spokane County for-project review and inspection
fees as specif ied in Board of County Cocnmissioner's
Resolution 80-1592 attachment C, as amended. The fees will
be based on actual salary costs incurred by Spokane County
for project reviews and / or inspections plus a ten percent
administrative charge, and will be billed monthly as
accrued.
2. The undersigned agrees that these fees are due and payable
upon receipt of the billing as specified above. The

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom
Davis, with the following in attendance.

SCOPE*PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 3,000
square foot addition to an existing 102,000 square foot two-story
building. Remodeling of the interior of the school will consist of
offices, science and art classrooms, locker rooms, and a counseling
center. Exterior remodeling will consist of a new entry way to the
main entrance of the building, the placement of a berm between the
Pxisting parking lot and Pines Road for noise control, a student
court that will consist of repairing the asphalt with benches,
grass, and landscaping. A new parking lot will be constructed and
landscaped, and the bus loading area will be redesigned so that
there will be more area for students. The remodeling also involves
improved handicap facilities.
II. Construction Time - Bids will be accepted in December 1989,
anticipated completion is set for August 1990.

SUR2RXA OIF DEPARTMENTAL REOUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The parking for the proposed was displaced because of
the new entry way. A new parking lot is being proposed
for overflow purposes.
2. The required amount of parking is calculated as
follows: two parkinq stalls are required for each
teaching station, 59 parking stalls would allow for 29
teaching stations. Please verify the number of teaching
stations located in the school.
3. John Harrington stated that he needs a verbal
agreement from the applicant stating that a high and low
mix of trees and shrubs will be used in the landscaping.
4. The proposed is located over the Aquifer Sensitive
Area.
B. Permit Release Requirements
1. The Planning Department is ready to release their
portian of the building permit.
II. Engineering Department (456-3600)
A. Discussion/Requirements
l. Comments were given to the applicant and Building and
Safety by Bob McCann.
2. Please submit a drainage plan for the site at a
minimum the plan shall contain the following: drainage
calculations for stormwater volumes generated on site,
calculations for total impervious surfaces contained
within the site, finished grade elevations for structures
to be constructed on site, finished grade elevations at
the top and bottom of the 208 swale, a typical cross
section of the 208 swale, calculations to justify the
number and type of drywells proposed, and the elevation of
drywell inlets where applicable.
3. An agreement to pay fees must be signed by the '
applicant prior to plan review of the project.
4. Approach permits will be required for any new driveway
approaches constructed on the county right of way.

S. Any trees located within the right of way may need to
be reviewed and possible license required.
6. The State Department of Transportation should be
contacted regarding the proposed berm to be located
between the parking lot and Pines Road.
B. Permit Release Requirements
l. Please submit a drainage plan as described above for
review and approval. _
III. Health District (456-6040)
A. Discussion/Requirements
1. Please submit a complete set of construction plans for
review by the Health District. A fee is charged for plan
review and must be paid prior to occupancy.
2. The Health District would like assurance from the
school district that there will be security to separate
the students from the construction area.
B. Permit Release Requirements
1. Please submit a complete set of construction plans for
review and approval.
IV. Building and Safety (456-3675)
A. Discussion/Requirements
1. Ken Jeffrey met with the applicant prior to the
pre-application conference to discuss permit release
requirements. Plan review for the proposed has not been
completed.
2. Ken Jeffrey stated that he had a concern for the
location of portable classrooms. No portable classrooms
are proposed at this time.
3. Clyde Wisoner of Fire District No. 1 was contacted
regarding the proposed and submitted the following
comments: fire hydrants located at the site are adequate,
a knox box entry will be required at the main entrance of
the school (forms are available at the fire district), the
fire district will need access to the property during
construction of the proposed.

4. Ken Jeffrey made reference to a letter sent to him by
the applicant regarding handicap requirements. Ken stated
that the applicant needs to add additional information to
further clarify handicap provisions and qive credit to
measures taken to make the building more accessible.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
APPLICANTIB COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONB:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to Building and Safety who will then
distribute accordingly to those departments.
ADJOIIRNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 10:25 a.m.
