Dea r Mr. Syl vester:
Your February 26, 1982 letter requested a deviation from our normal procedures
of requiring the zoning requirements prior to issuing the building permit. We would
be willing to do this, provided you concur and agree with the following:
1. You and your client relieve Spokane County, its officers and employees of
any liability for issuing a permit prior to receiving final plans.
2. You and your client agree to pay any additional costs required by starting
prior to final plan approval.
3. You and your client agree to wait for final plans approval prior to
requesting an occupancy permit.
4. From a field investigation, it appears that the entire site could drain to
the rear and the grassed areas with drywells added to the west of the
pro3ect as we discussed. If this is not possible, then we would agree to
the drainage scheme you proposed, provided the canopy drains to the grassed
areas.
If these are agreeable, please sign and notarize this letter.

b) COUNTY ENGINEER
1. Appiicant shall dedicate a 20 foot radius on Pines Road and
Maxweil Avenue.
2. Appiicant shall dedicate half (25 feet) of the proposed Sinto
Avenue extension as shown on the approved plat plan and a 20
foot radius on Pines and proposed Sinto Avenue extenston. '
3. Applicant shall construct cement concrete curb, sidewalk and
pave to existing pavement on Maxwell Avenue.
4, Applicant shall construct cement concrete sidewalk on Pines
Road.
` 5. Access permits and improvements to Pines Road must be
approued by the Washington State Department of Transportation.

6. Appiicant shall construct cement concrete curb, sidewalk and
pave half (20 feet) of the proposed Sinto Avenue extension. At
the time of constructivn, if the property owners to the south are
, not prepared to construct their half of the roadway then the
applicant shall pave an additional 10 feet on the proposed Sinto
Avenue extension.

7. An appropriate of1`-site drainage disposal system and access
plans shall be approved by the Spokane County Engineer's Office
prior to the issuance of building permits for the project.

8. A detarled combined on-site sewage system and surface water
~ disposai plan for the entire project shall be approved by the
y Spokane County Engineer and the Spakane County Health
t District prior to the issuance of any building permit.

c 9. The design, location and arrangement of parking stails shall be
rn accordance with standard traffic engineering practices. (Any
portion of the project which Is to be) occupied ar traveled by
vehictes shall be maintained in hard surface paving.
c) WATER PURVEYOR
7. Purveyar is Modern Electric Water Company and they are able to
suppfy the site with adequate water for domestic fire and
irrigation uses.
d) COUNTY HEALTH DISTRICT
1. A combined sewage and surface water disposai plan shall be
appraved by the Spakane County Engineer and Spokane County
Health District prior to issuance of any building permits.
2. Water service shal I be from Modern Electric Company.
