property line on Skipworth, whereas, the Cormmercial Zone on which the property

building permit on the property. The destgn, location, and arrange-
ment of parking stalls shall be in accordance with standard traffic
engineering practices. Paving or surfacing as approved by the County
Engineer, will be required for any portion of the project which is fio
be occupied or traveled by vehicles.
6. The word "applicant" shal) inctude the owner or owners of the prop-
erty, his heirs, assigns, and successors.
7. The construction of the road improvements stated herein sha!l be
accomplished as appraved by the' Spokane County Engineer.
8. All required improvements shall conform to the curreni State of Wash-
ington Standard Specifications for Road and Bridge Construction, and
other appticable county standards in effect at the date of construction,
unless otherwise approved by the County Engineer.
c) COUNTY UTI LITI ES DEPARTMENT
1. Pursuant to Board of County Commissioners Resofution No. 80-0418,
the use of on-site sewer disposal systems is hereby authorized. This
authoriaation is conditroned on compliance with all rules and regulations
of the Spokane County Health District and is further conditioned and
subject to specific application approval and issuance of permits by the
Health District.
2. The owner, his heirs or successors shall join and participate in any
petition or resolutiott which purpose is the formation of a utility local
improvement district (ULID) pursuant to RCW, Chapter 36.34, as
amended. The owner, his hejrs and successors shall further agree not
to oppose or protest any legal assessments for any utility local improve-
ment district (ULID) established pursuant to RCW Chapter 36.94, as
amended.

3. Any water service for this project shali be provided in accordance with
the Coordinated Water System Ptan for Spakane County.
d) COUNTY HEALTH DISTRlCT
1 . Findings:
a) This project lies over the Spokane Aqulfer.
b) It is within Critical Water Supply Service Area #3 and within the
service area of Modern Electric Company. Groundwater resources
appear adequate to support development at this density.
c} The project is inside the 201 Sewer Study Area Zone 3 and inside
the Primary Sanitary Sewer Area recommended in the 1120$" Study.
The method of sewage disposal is subject to approval of the
Director of Utilities pursuant to County Resolution 84-0418 adopted
March 24, 1980. The topography and soits in the area are gen-
erally suitable for use of individual on-site sewage systems. The
lot is not of the proper dimensions to permit use of both an
individual well and sewage system.
2. Recammendations:
a) Water service must be coordinated through the Director of Uti{ities,
Spokane County.
b) Water service shall be by an existing public water supply.
c) The use of individual wells is not authorized.
d} Sewage disposai method shall be as authoriZed by the Director of
Utilities, Spokane County.
e) Subject to specific application approval and issuance of permits by
the Health Officer, the use of individual on-site sewage disposal
systems may be authorized.
f) The owner, his heirs, and successors shaii agree to not protest
fegal assessments and utilFty local improvement districts to provide
central sewerage service to this lot.
gj A combined surface water and sewage dtsposal detailed plan shall
be approved by the County Engineer and the Health Officer priar
to the issuance of any building permit for this lot.

Department reviewed the Environmc:nt31 checklist submitted tay Mr. Richard
Taylor, for'a zone changc from Agricultural Zone classific3tion to thf: Cam-
mercial. The proposal is located apprnximately in the SE 1/4 of the SW 11~:
of Sech; n 16, Township 25 N., Range 94, E.W M, on the north side af
Sptague Avenue, just west af Sklpworth Road. The proponent is rcnuesting
that the 29,400 square f4aok unmanaged grassland-covored site, currently
zoned Agricultural Suburban be ch3nged to Commercial to. allow developrnent
of a retail complex.

The staff review identified thrce patential arcas of Qnvironmental impacts.
The first invalves genQration of additional vehicular traffic and the secandary
effQCts essoaiated therewith These w,3uld include increased conqestion 4n
edJacent- and nearby travelways, increased air pollutin-n (especially carbon
monoxide and suspended particulates), incrc-ased noise leveis, and increased
public safety hazards from traffic.
A second potential environmental imp3ct ac+nsidered was the incroased demand
on public serviccs and utilities. The pr imary service demands involve police
and fire pratoction. All public utilities vrould be invalved, however, including
oxtension of utility lines (nawer, natural pns, water, telephone) and the pres-
vision of suitable long torm seweraqe, storri water runc►ff 3nd solid waste dis-
posal systems.
Since nearly a11 of the 29, 900 square foot sito will be covered by an impQrvious
surface, storm water runaff will be collected and iniected via dry wells into
the subsurface. R ather than being allowed to Qvapnrate back into the atmo s-
p phere, as would bE the case under natural cAnditions, the contarninant laclen
wastEw-; er will peccolate downward to the aquifer. 3ome filtering of contami-
nants vJi11 occur, but the quality of water recharqing the aquifer cannnt bo
determii~cd at this time. Nevertheless, this is n-it c,ansidered a significant
impact for this small prnp-)sal.
The eonclusion nf the rc:view of this envir-nmcntal checklist is that no signi-
ficant environmental imp3ct will restilt fr-)rn the propasal. Theref6re, it is
recommended that a Dcclc-iratiin of Nnn-Siqnificance be issued and -in onviron-
mental impact statomc:nt not be requiree
