the proposed building addition. Our comments are noted on the
attached site plan. P'lease mal:e the noted corrections to the site
plan and return the corrected site plan to us for review ( be sure
to include the sheet with our comments).
Frior to the release of the building permit it wzll be
necessary for the applicant to obtain an approach permit from thP

County Engineer ior the new driveway approach on Riverside Avenue.
It will also be necessary for the applicant to sign and record
Spokane CounLy Notice To The Fublic No.6. This document provides
that the owners, heirs, grantees and assigns agree not to oppose or
protest the formation of a Road Improvement District which may be
. created for the purpose of impraving Riverside Ave.
The Caunty Engineering Department will prepare the document
~ ior signature and record the document. Pefore the document can be
prepared we will need a copy of the recorded deed for the property.

place their name(s) on a petition for the formation of a Road Improvement
District (RID) by the petition method pursuant to Chapter 36.88 BCW, which
petitior includes the owner(.q) propertys and further not to objectt bp the
aigri3ng of a ballot, the formation of a RID by the resolution method
pursuaat to Chapter 36.88 RCW, which resalution includes the owner(s)
property. If a RID ia formed by either the petition or resolution method,
as provided for in Chapter 36.88 RCW, the ownez(s) or successor(s) further
agree: (1) that the improvementa or construction contemplated within the
proposed RID is feasible, (2) that the benefits to be derived from the
formation of the RID by the property included therein, together with the
amount of any CounCy participation, exceede the cost and expense of
formation of the RID, and (3) that the property wlthin the proposed RID
is sufficiently developed. Provided, further, the owner(s) or
successor(s) shall retain the right, as authorized under RCW 36.88.0900 to
ob3ect to any assessment(s) on the property as a result cf the
~ improvements called for in conjunction with the form$tion of a RID by
either petition or resolution method under Chapter 36.88 RCW.

CALL TO ORDSR: The meeting was called to order at approximately
11:00 a.m. by 8uildinq and Safety's Code Compliance Coordinator

SCOPE/PROJECT DBSCRIPTION:
The applicant, Barton Oldsmobile, is proposing the addition of a
70 x 84 metal structure to be used as a service repair garage at
their Volvo/AMC dealersh.ip. The structure will be a H4 Occupancy,
Type II-N construction.
The existing drainfield will be abandoned and a new holding tank
to be installed for chemical and domestic waste. This system is
to be considered temporary as the public sewer system is planned
ta be constructed by late summer or early fall of this year.
StlMMARY OF DBPARTMN'rAL REQ
1. Building and Safety (456-3675)
A. Discussion/Requirements
1. The plan review comrnent letter was received by the
applicant and no further questions or comments
were made regarding this letter.
2. The Fire District requires that an additional fire
hydrant be installed on the southwest corner of
the lot.

B. Permit Release Requirements
1. All comments/requirements included in the plan
review letter must be met.
2. Engineers Office (456-3600)
A. Discussion/Requirements
l. A copy of comments was given to the applicant and
Building and Safety by Bob McCann.
2. Depending on the amount of traff ic using the
Riverside entrance of the parking lot road
improvements may be required.
3. The contact person at the Engineers Office is
Jerry Si.ms.
B. Permit Release Requirements
1. Corrections to the site plan are required as noted
on the site plan.
2. Prior to the release of the building permit it
will be required for the applicant to obtain an
approach permit from the County Engineer for the
new driveway approach on Riverside.
3. It is also required for the applicant to sign a
record Spokane County Notice to the Public No. 6.
This document provides that the owners, heirs,
' grantees and assigns agree not to oppose or
protest the formation of a Road Improvement
District which may be created for the purpose of
improvinq Riverside Avenue. In order for the
Engineers Office to prepare this document for
signature a copy of the recorded deed €or the
property is required.
3. Health District (456-6040)
A. Discussion/Requirements
1. The location of the proposed addition is over an
existing septic tank and drainfield system. The
drainfield is to be abandoned while the septic
tank will be temporarily used as a holding tank
for oil and qrease until the connection to the
public sewer system is made this summer.
20- The proposal is to combine both chemical and
domestic waste into one holding tank. However,
this method requires the disgosal of the waste at
a disposal site specified for chemical wastes.
As an alternative separating the chemical and
domestic waste into separate holdinq tanks may be
less expensive in disposal costs.
3. The holding tank shall have a back-up alarm system
installed to avoid overflow.
B. Permit Release Requirements
1. A letter requesting a waiver for the holding tank
to be located under the building is required.
2. An application for a permit to install a holdinq
tank together with a letter from a licensed
pumping contractor describing the frequency of
pumping and place of disposal is required.
4. Planning Department (456-2205)
A. Discussion/Requirements
1. The Planning Department reported previous
discussions with Barton Company representatives
regarding expansion alternatives. The proposal to
add a service repair shop would require the
expansion of customer and employee parking areas.
2. The applicant has ownership of property located on
_ the north side of Ri.verside Avenue which may be
suitable for customer and employee parking.
However, this property is currently zoned
Agricultural Suburban which would require a
conditional use permit in accordance with Section
4.05.130(c) and Section 4.24.310 of the County
Zoning Ordinance. Since this process involves a
public hearing a four to eight week waiting period
should be planned before a building permit can be
released.
3. The existing buildings as well as the proposed
building is shown to be 32 feet from the property
line along Riverside, whereas the minimum setback
in this case is 35 feet. The applicant did cite
on the site plan Section 4.10.090 which may allow
a building line variation.

4. The applicant is to submit documentation to prove
setback variation. As an option, an application
for a variance may be submitted along with the
application for the conditional use permit if this
alternative is deemed advisable.
B. Permit Release Requirements
1. Parking calculations based on the square footages
of the existing uses within the buildings is
required to be submitted for a determination of
required parking.
2. Documentation an setback of the existing buildings
• is required to determine if the lot line variation
is applicable in this case. If this provision
cannot be applied a variance would be required to
allow the proposed structure to be located at 32
feet fram Riverside Avenue.
3. A conditional use permit will be required to allow
the development o€ an off-street parking lot and
be constructed in accordance with the standards
for such lots as enumerated in Section 4.24.310 0€
the Zoning Ordinance.
5. Utilities (456-3604)
A. Discussion/Requirements
1. At the time the public sewer system is completed,
a permit will be required for connection.
2. The Utilities Department would also like to be
informed as to what existing disposal systems are
going to be taken out of service.
B. Permit Release Requirements
1. Utilities has singed off the permit.

1. The Planning Department is to call Jeff Barton ta explain
possible delays in the issuance of a building permit while the
conditional use application is pending.
