I4r. Bohwer; What safety precautions do you have?
t/Ir. Liaa.cher; Thcy .vear crash he7.mets €i.nd life nrescrvers. This sport
is growing na,ti.onally. It is considered to be like basketball, as it
is growing nation wide. We had hoped to get two races on Shelley La_ke,
but the water is going down and thcre would not be enough water therc

I-irs. Tfiller: Ho is asking for one day, but his members ase out ther4

I4r. Limachcr: I would lika to oloar that up. Thoy are not my members.
I am asking to conduct the racas for one day only.
Mr. Anderson: They don t t have a.nything to do wi th your raccs ? 1,1r. Lima.cher; Yes, but they ase under a scnaxate organizatfon.
IrIr. Andorson; $nyone else to bo beard?
Pvirs. gar tung: I am the lady that 14r. Liriachcr spoke of. 14%le werc told
that if wo didn 't come to this meeting and state our troubles, wo might
havo more troubles a s the years go on. VTe don t t want to hurt anybody. We
havo a, plumbing shop. ",,J'o have neighbors that have tourist cabins and
wo want thom full. iie wa.rit the people to sell thcir ice cream that own
ico cream shops. But aperson can only sta,nd this k3,nd of noise so long.
It is terrible for the -oeoplv who live in that vicinity. It is hard to
ma1:e anyone realize tho noiao you have to hear it to know. I want to
go to the races. Yf you gerttlemen could ha.ve a record of e,rhat we hear
in our house with alI the doors and «indows elosad you would know wn,lt
we mean, a.nd why we are a11 so worriad. If we go to a lake we wouZd
ex-oect that noiso. WQ can go bome when we got tired of it, but now
ha,ve to leave home to get some pEaco and quiet. It is the continuous
roaring tha.t wa object to.
Mr. t~iei,~s: Iam home one day a week and I am 1~ milcs atiay and it is
annoying to mo. I am not going to deny that. To neople living within
1f4 of a mile, I think tha.t it would bocomQ quite unbearablo.
14r. Graham: I suggest they see the Prosecuting Attorney a.nd maybe sona--
thing can be dono about it.
IvIr. Foasoan; ,Je have airplanes going past our place and tie cantt do
anything about it.
Mr. Meigs: The airpla.nes are just passing by - these boats are there all
the timc.
l~tr. Rohwer: Are you -orotesting, Mrs. Ha.rtung?
Hlrs. Ha.rtung: Not for Just 2lay 30, but I do wish something could be dono
about the noiso everyday.
P.irs. Mil? er: T protest the races if it means thoy will have those boats
out tl:cro every da,y.
Fra.nk r ierito: I have a homc in Opportunity. s^o talk. about noises, I I
haoe a neighbor that has a tractor tha,t makes a lot of noisQ. Ono
rzoighbor on one side of no mows his lawn when ha is finishod the other
neighbor noiva his. 'ffhon a..~erson has to aleep during the da.y it is
- terrible. But what can we do about it? I thinl: wo should ha.ve some
freodom. I think that the Valley is an asset, r.ot a liability.
Ur. Truman: I know Peta I,imachLr docan T t iaear horns. I havo signcd a I
petition against these races, but duc to the fact tha,t it is for one
t1w., only, that is what we are i-nterested in. I a.m against the noiso
evei•ydaJ, but I think we could s tand i t for jus t one day.
IJIra . Fa.rtvsig: Y don 't think ther.e is too much objection to jus t one day.
Karr,y boods: I am the Comnodoro for Spokane Power Boat Association.
We ha.ve the largest Club in tho United States, and 1hatie around $40,000 investad in our club. e ha.vo gone out as invited guests to Shelley Lake
to see if it is possible to ha.vo boat racas. ZrTe dontt think it will bc
objectionable because the fisherman are not on tho Lake. We would be
away from overything out thero. ITow wQ find the noiso seems to be the
only abjection. 'lie also notico when k►e were running on the I:a.ke wc could
hoax tha Gun Club shooting and we had the motors going t,►hen tve hea.rd them,
so their noise is louder tha.n ours. You can hcar the dogs at the Veradalc
Eenncls. Thoy nake moro noise than the boats do. You can hear pigs
sguealing and eows bawling at Ricels Packing Pla.nt. 1,,'e have come out
thero for just a little fun. Vio arc a non--,-)rofit orga.nimation, and it is

only to provide entertainmont to those who wish to see us raco. t-i'e
don 't have three or four boats go ing at one time. On 'iJlay 30th, I fcol
euro there will be appro"x3.matoly 50 boats. Those boats are coming in
from Orogon, Washington, Monta.na, in fact all up around tho coast 3own
to California. They wi11 bring a lot of poople. Wc a.re going to have
a good tine. Theso boats will come in a few days before tho races start.
As far as tho noisa is concerned, I don't think: that noiso is any moro
discouraging to the people who live along thc gpploway thn-n tho Diesels
that cruise around 35 miles an hour. A little motor wontt make as much
noiso as a diesel. t•le race every othor woek, in a circut, from Canada
and Seattle on down the Coast. The water will rrobably go down on
Shollcy Lake so we ca,n rane only one day. The Shrinc and Kiwa.nis ha,vc
tal;en it ovor in past years. If this pernit is granted, I would li?:e
to get pernission to sea the petition a.nd sec tha.t each one of you will
get a complimentary pass to come out and see what is going to go on out
thera. AlI sa,fety precautions have been takea care of, including
liability ineurance carried to protect tho pea~Dle who come on tho
proporty. So it isn't liko going out there and ma.king a. nuisance of
ourselves. S'.'e want to provi.de something of intcrest for the pcoplo.
Mr. -qoasor: A,ntiy prizes to be biven awayQ
14r. ►~ooda: They will raee for trophies and cash which docs not even
offset tho fuel we burn at $2.00 agallon, and a motor uses 4 or 5
gallons cvory 15 to 20 minutes. It is ad1 alcohol. L'c will have an
ambulaneo thare to care for eraorgencies.
IUIrs. Hartung ' : ,,►'hen I was talking to M7. Liraa.cher I felt rolieved. It
will be an asset to the Va.lley, but not to we who have to hear it all
the time. But yct we don= t want to ma-k-e troublc for him. Now, can you
consider us a little bit? Is there anything you can do to tone dovrn the
mators so they t-:onzt ma?:e so nuch noiso3 Kow about mufflcrs?
DIr. Woods: Thcro is nothing we can do to then. Theso are delicate motors
and furthcrnoi•o mufflera are not obtainable. Wc will race just one day
only.
