Mrs. Rub,y Smith: We have owned that property for some time. It was a
foundry prior to us buying it. We invested in it and now we have an
opportuni ty to r ent it. Af ter paying taxes on i ta11 this time vr e would
like to rent it.

That is the general location. It is just south of Park Road fi-ddition.
The bui].ding sits actually in the middle of that vacant ground.
I•irs. Smith: Yes, I believo it sits on Lots 8 arid 91 ap?oroxinately in that
space.

J. J. Schiffner: It wasn't too 1or_g ago tha.t we met to have this zoned from
Manufacturing to Agricultural and Residential districts. That passed, and
it included this property in question. So. I donit thihk You hu,ve any
ri.ght to establish any industry in that loca,tion. Why cantt you estnblish

your manufacturing business some place else in the Valley?
Ur. Fosseen: He can have thia by a special permit.
i.s. Schiffner: I donlt know what this Board is thinking about, but on the
basis of this zone cha.nge a lot of poople have invested their mone:y in
the immediate adjoining property. ti'Te platted that 40 acres and have a nice
place there. tfe have about an $80,000 i.nvestment there in buildings alone.
This diatrict has been specially zoned for residences. The curbing is in, ~
the street gra.ded with crushed rock, and a:nanv.facturing concern of any
kind going in near our addition ia very objectionable.

This property :,rhere they propose to rent a factory has all been sold and
platted into lots and they have aade arra;zgements with the arater systeni to
. supply water there. It certainly kTould be a bad thing to allow a fa,ctory
of any kind in tha.t particular area• There are qu3.te a number of people
' here who have invested in tha,t addition to the north, and have brought in
a petition. Since I have been cslled on my feet to talk on this subject,
we pla,tted that 40 acres in June of 1949 and it is nearly 100% sold out
and is 80% built up, so you see it is a nice development. In fact I am
pretty proud of it. I did a lot of work there and it is the nicest
development in Spokane Valley. We a,re ce.rtainly interested in this.
14r. Fosseen: Would you say you would obj ect to any kind of industry going
in there?
Mr. Schiffner : Yeg sir.
Mr. Fosseen: You are interested in that district.
lvir. Anderson; I have talked to Mr. Schiffner before so I know what he is
talking about.
1,1r. Bienz; I was on the Board when it was 2oned. I understand his point
of vi ew.

a petition signed by 25 members of the pronerty awners in the Park Road
Addition. I wmld li?:e to speak for several of the owners who have signed
the peti.tion. I.-~Ir. Bascetta is a contractor and owns prope.rty tners. I4r.
Wennberg has prvperty there, Mr. Tilton of Bowe, T?evers & I:assar, Inc,,
have an option cn 33 more houses and have already built 25 houses in Park
Road Addition. This --)etition rea,dg as follows: (I~ir. IjIiller reads the
pPtition. ) Park Road Addition joins this property, ana is on the north
just acroas Boone. If a metal foundry is allot,,ed in that area the prevail--
' a.ng winds which are Sttily., would bring the smoke, soot and odors over
~ our area. It would be detrimental to our general well--beirg out there.
There are lots of children in the Park Road Addition and will be more.
It is my o-oinion that ax industrial plant in there will defini'vely bs
out of place. I would like to present to the Board our -uetition that
the applicatinn of rwIr. Smitht s be denied.

I-ir. Niiller; I dontt bel.iave that a plant should be in thalu area. There
are no railroad tracks in that area, no facilities ror getting supDlies
in and out of there. It woul.d all have to be trucked in, and I think
there are much better locations in the Valley than tnis.

I am a bui lder in Park Road Addi tion and i f eel. that if this had been
brouglit to my attention before I wo,1id have never started buil3ing in
this addition. This building isnlt valua.ble. I wouid estimated its
value. not over t1,004. The proDerty is worth rmich more in building sites
now, so they wouldnt t lose if the permi t is not grante3.

of the proposed Ax'a--Boone Addition as a final plat. This platti.ng wad
accepted as a Preliminary at our last meeting and lies between Boone &
Cataldo jus t eas t of Argonne Road being the E;~a of Tract 60, Oppor tunity,
exc. the 2T. 22C s of the West 1401 and except the North 201 and South 201
thereof for R~',. gt the last meeting Stout Road was on the map as being
only a40! street so it was suggested to make a 51 setback on each side
as a part of the dedication. hir. State has a, report on the fina.l decision,
I believe.

will be a 5 foot set back line. r1o shrubs will be planted within 5 feet

' water in. The owner understands that before the plat can be accepted a
bond will have to be furnished. Getting back to this 5 foot set back
line, we have not actually set the property line back, we riould accept
the 51 set 3ack however, in case we ahould ever widen the road, that 51

within 301 instead of 25 1. ( iir. State reads from the dedication, paxa--

with that 51 set back in case the need should arise. If it is neceasary
to widen the road, the owners will have to deed 51 to the County.

thought best to do it t_iis way.
14r. Chaffins: In the Vailey we have a few streets tJnat are 601. They are
Park, 24ission, Pines & Flora. Lid 9998% of the rest in the VaIley are
cn-Ly 40t streets. We ask for 601 streets whelZever i t is possible to get
it. When we can get only a4Ot street we a,sk for a set rack line. Tr.at
is true of short streets. The owners want to de3icate a4Gt street, then
we try to obtain a deed for A 601 street. It is impossible. If they
dontt comprDmise at first, they wontt in the future. We might as weil
' close up the office when you say get a dee3 for this 1.ar.d.

s treet. Sixty feet is the theory, and k►hen you can 't get i t w e wi 11

says 401 and he knows it. This 51 set back line keers him from putting
