10:00 a.m. by 8uilding and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SGOPS/PROJ$CT DESCRIPTION:
Les Schwab Tire Centers is proposing the construction of an 8,072
square foot single-story structure to house tires, retail sgace
and an area for the installation of tires, brake repair,
alignments, etc. The maximum quantity of critical materials
storage will be approximately five gallons of grease for
use in alignment work and brake f luid used in the installation of
brakes. A mild detergent is used for washing new tires with
white walls.
The type of construction for the structure is wood frame with
metal covering. They are also wanting to construct a ten foot
fence for the storage of used tires.
The project will be served by an on-site pressure distribution
system to be located in the rear portion of the property.
The applicant is anxious to start construction and would like to
obtain the buildinq permit as soon as possible.

SUIMMlARY OF DSPARTMENTAL REQUI litEPMTS :
I. Building and Safety (456-3675)
A. Discussion/Requirements
l. Barrier-Free Regulations will apply to the
showroom and toilet areas.
2. Due to the size of the structure, construction by
the Prescriptive Method of the Washington State
Energy Code may be used.
3. Plans must be stamped by a licensed design
professional.
4. The proposed location is served by Vera Water &
Fower and Fire District No. 1. Applicant should
talk to Paul Chase of Fire District 1 regarding
the fire f low requirements, hydrant locations, and
whether a sprinkler system is required.
According to the Department of Suildinq and
Safety, calculations for fire flow requirements
for the building design presented 3,500 qallons
per minute. However, building design and location
could reduce the g.p.m. Vera Water has indicated
that the current system is capable of providing
2,500 g.p.m.
5. Fences over six feet in height are regarded as a
structure and requires a building permit and
compliance with the required setbacks.
B. Permit Release Requirements
1. A complete set of construction plans needs to be
submitted for review and approval.
II. Engineering (456-3600)
A. Discussion/Requirements
1. Copy of comments were given to the applicant and
Huilding and Safety by Bob McCann,
2. Any further questions should be forwarded to Jerry
Sims.
B. Permit Release Requirements
1. A drainage plan needs to be submitted for review
and approval. The plan shall show the following:
a. Drainage calculations for the quantity of
stormwater are required.
b. Calculations for the sizing of stormwater
disposal areas.
c. Typical cross--sections of 11208" swales.
d. Finished elevations for the building.
e. Elevations on the site indicating the
direction of stormwater flow.
f. A copy of the landscape plan needs to be
reviewed in order to insure compatibility
with the drainage plan.

III. Health District (456-3600)
A. Discussion/Requirements
1. The on-site sewage disposal system must be 10 feet
from stormwater drainage.
2. A minimum 1,000 gallon tank and 400 gallon
distribution bed shall be installed and provide a
capacity of 15 gallons per employee per day. The
district may accept actual usage from the other
existing tire stores as the basis for
determination of sewage capacities.
3. A separate permit for the tire storage area will
probably not be required, but the applicant should
discuss the matter further with Rhys Sterling,
Solid Waste Coordinator.
B. Permit Release Requirements
1. An on-site sewage disposal system permit is
required, including the inspection of on-site test
holes.
2. A ULID Statement is required and will be processed
by the District, along with the issuance of the
sewage permit.
IV. Planning Department (456-2205)
A. Discussion/Requirements
1. The property was zoned Commercial with conditions
in 1978.
2. The site plan shows the property at 190 x 272,
however the Assessor's Office shows the property
being 170 x 272. This discrepancy will need to be
addressed.
3. Storage either needs to be indoors or within a six
foot sight-obscuring fence. Fences over six feet
in height will be required to meet the minimum
setback requirements of the Commercial Zone
(01-side yard, 151-rear yard).
4. The proposed construction is located on two
parcels that are less than f ive acres with no
recQrd of these parcels going through a
subdivision or being exempt. Applicant needs to
address this situation by either showing the
parcel was segregated prior to March, 1978 or by
initiating a short plat application.
5. Parking shall be calculated as follows:
a. Vehicular service area - 1 space for every
400 square feet of gross floor area.
b. Retail area - 1 space for every 200 square
feet of gross f loor area.
The retail area is 4,192 sq.ft. and
requires 25 stalls; the passenger service area is 5,000
sq.ft. and requires 13 stalls. The current site
plan is short by eight stalls. Also, a 23 foot
back-up is required from the stalls.
B. Permit Release Requirements
1. A revised site plan needs to be submitted showing
compliance with the parkinq provisions.
2. Applicant shall provide a landscape plan, showing
size, type and quantity of shrubs, along with an
estimate from a nursery and submit a bond to the
Planning Department for the cost.
3. Compliance with the subdivision requirements needs
to be demonstrated prior to the issuance of the
building permit.
V. Utilities (456-3604)
A. Discussion/Requirements
1. As the Health District is requiring a ULID
statement, Utilities will not require the f iling
of a separate statement.
2. Double plumbing is required. Types of PVC pipe
approved for double plumbing are as follows:
a. ASTM D-3034SDR 35
b. ASTM F-789
8. Permit Release Requirements
1. There are no required actions.

proceed with our review of the proposal we will need the following
iafornaation.
(1) Drainage calculations for the quantity of atormwater to be
generated;
(2) Calculations for the eizing of atormwater disposal areas;

(4) Finished elevations for the building;
