COMIERCIAL ZO ~ CL.ASSI-2ICATICN CHANGE
iflr. Graham: ?ie will consider now a.n aPnlication iahich reads as follows;
"The undersigned, Western Buildera Co., being the owner of Lots 4 and 5
. of Perry's Out-Lots, an addi.tion in the County of Spokane, State of '.-lash--
! ington, which property is now zoned as an Agricultural zone, hereby
~etitions you for a change of elassification covering that nortion of
said Lots 4 and 5 of i''erryls Out-Lots imrnodiately adjoining Francis
Avenue, it being desired to change the classification of said area to a
Commercial District. lhis i )etition bears the signature of the okrner of
the property and the signatures of three of the five parcels of property
' held under senarate ownership and nearest to the proposed zone change and
the okmer s of 75% by ar ea of all pr oper ty lying wi thin a dis tance of 200
feet of the -oroposed zone change. 11r. 3uck is present to speak on this
pro,j ec t .
I~Ir. Buck: Hembers of the Planning Commission: This area that r,►e have set
aside for business warrants comiercial ZOrii21g, but wha.t t,re have in mind
was a local business district, eliminating ob,jectionable businesses. I
assume that is the right classification. We believe in the futura, they I
will need this zoning for stores, etc. in thi.s area. We have asked for
200 feet nortli of Francis to insuxe enough parking area to serve the
etores. We believe that will bo enough. We own the adjacent land, to
lots 4 and 5 and at ?oresent k•e have plans for building. Ile are relucta.nt
to s-oend the money for plans until we are sure we can get the zoning.
S'fe plan on building homes in the area imnediately south of Francis. ?'le
believe tha.t withi.n the next year or two it will be built up so that we
will need the zoning. S'le don t twant any manufacturing in there, we
want a strictly shopping center. ,~l'e understood from Mr. Vandervert who
~ owns property adjacent to this that ho expects in the next b years to
have quite a few dwellings on top of the hill. Tha.t is the information
` he gave me.
; Mr. Fosseen: You only want a commcunity center?
Ur. Buck; Yea.
' 14r. Bienz; That corsmercial zone includes these things in the ordina, nce.
( f•ir. Bienz reads the list in Commei•cial zone. )
Mr. 2+uck; Stire want tn -nrohibit manufacturing and somo objectionable busin--
osses.
W. 3ienz: Then you will have to work out a different zone.
Mr. i~iei,gs; How much property do these pea~ale own?
1-1r. Buck: 1~:r. Vandervert owns ~:ll this ?3roverty here. (Showing on map. )
I,1r. Neigs: j'i'e had this quFation come up once before with property lying
east of this. '-Ie ai•e a, l.ittle reluctant to recommend a Commercial Zone
when we have no control over the zone. ►ie will have to work out some--
thing for shopning without letting the bar doivn on these other things.
Mr. And.erson: This af'ternoon we expect to discuss zonin{; which will
provide for a limited business zone.
`
COMERCZAL ZOiZ CLASSYFNATI0t~ CHAM-6- Gontinued
Mr. 3uck; Couldrilt we withhold thi$ unti,l you 'liave the zone worked vut4
Mr. Anderson: Yes, we could pastpone this temporarily unti1 we cou1d
got some restricted zon;_ng,
I-•ir. -_Rackf TL1is is -oerfectly aI.l right with me.
14r. Anderson: ;Je d,onlt T,Fant all these beer paxlors in there.
Mr. Buck; I thi-nk that is a good, idea.
Mx. 2•ieenach; When 1t is zoneci you canrt do axxythiiig about it.
i,Ir. Bionz; Wh,en it is zoned Agr3.cu~tural, yau can get s-peci.al permits.
14r. B,ick; That takes a lot of time. We wouZd like to get started
in the spring.
~lEr. h.: You are not prepared at this time to maka an application for
a onvcial permit? You dontt krxaTAT uxhat yau want to go in there yet.
IlIr. Buck. I'le can; tgo there anft talk to theso peo~~e wi thout having
the plaaa zvned because they feel we are wasting their time.
Kr. Fasseen: Dvn ~~~ou think tha.t in the event we ge~ this net4r zoning, it
will be betterY
.
Hr. Buck: Yes, tYat would be fine.
{
~ I4r. Anderson; We wi.ll talLe it u;~ this mfternoon and we will settle thi,s
one i,ray or anothex let yau Imoiv in the near futare.
ilir. Buck; TharLk you. It daes take time. It is pcrssible we can start
sometime in the siring.
