The concept of the proposal does not constitute "spot zoning" per se. However, the proposed densities and building masses are substantlally dlfferent and would have a high probabillty of changing the character of the neighborhood. y. That the owners of adjacent lands expressed disapproval of the proposed use. 10. The Nearing Examiner Committee does not find the proposed use to be i n hamory wi th the general purpose and may be otherwi se detrimental Lo the public health, safety, and welfare. 11.
