RP-11, of Tract 128, Vera, north of Sprague and about 13300 31ock East. g pumice block building, 221 x 241 costing $2,000 will house the oT peration. i•ir. Excellts vffice has been notified. Posting, publication and notices to 27 taxpayers of record have been acomnlished as required by lati. Vo protests have been received. Mr. Carter is here to make presentation. I DIr. Carter: I i.ntend to build a residence on the highw!ay on the property described. I4y szdeline has been raising chinchillas. Ile need a good spot for raising and breeding chinchillas. 2`here is money in the raising of breeding stock. The application might be misunderstood. I actua.lly ' intend to put up a nice residence there and raise chinchillas on the side. I-1r. Anderson; You are raising chinchillas on the north side at the Dresent t ime ? I-fr. Carter: Yes. Rr. 3ohwer : Hoh► many do you havo? I-ir. Carter : gbout 40 or 45. Ur. ,Anderson: Would you explai.n just i+rha.t you plan to do, the conditions, etc. t-Ir. Carter: The conditions under which chinchillas are raised are spotles- sly clea,n cleaner thaia an,y other aaimal. There is no odor to chinchi-1- las, and they donit make any noise. They are under the classification of Agricultural a,nima.ls. They will be in a closed building. They can be raised in a double garage, but the building ha,s to be a good building because it has to be tight aud free from rats and nice. I will either move the building out thore tha.t I am using nota or build a new building. If I buiZd a new one it will be of pumice block. The one I have now is shake. I donlt intend to commercia.lize in the raising of tho chinchillae, but I will operate the same way r have been operating at my home in the City. I have another job besides that which ta-kes most of my time. Ivir. aohwer:- Ytill you be butchering some of them? Mr. Carter: No. Of course Avhen an a.ninal dies, you take its pelt. At the --)resent time we donit have enough to kill for pelts. 14r. Anderson: gny questions7 Mr. Carter: I wouldn't like to build my home in a commercial zone. I want to ha,ne a nice place to live. Chinchillas actually are found under the depa.rtment of Agricultur.u, but I don't want to build in a conmercial zone. I wa.nt a nice location. It will be no more commercial tha.n it ' I•ras before. There are chickens, cows and horses across the street now. . If there are any arotests I would like to a.nswer their questions. Nr. Anderson: Anyone opposing this? Mrs. Joe 0'3rezor: I 1.ive at 13322 East Sprague. Is this commercial? i4r. Anderson: You heard whz,t the nan said. He is going into this as a side line. Nlrs. OtBrezor; I would be in favor of this if it was corLmercial. Ide are alI going to be cormercial. But if it is not commercial, I am a.gainst it. t':e cantt sell our property if it is not comr:iercial. I4rs. 013rezor; Just like I said if it is conmercial it is perfect}.y pr:r.. but if it is not comaercial, I am against it. It would hurt our property and we couldntt sell. , ~~~~-~~:~5~ PUIUSING Sx.-SOTLL PEF:n~ Continued ,,Ir. Passeen, If ~t is commercial you would h;ive trouble selling it. 1,Ifis. You c-an = t te ll from the stre+et that there are any chinchillas in thers. His housa will certainly add to the v,,.1ue of Mrrs. 0t3rezorls property. Zt ca.nit hurt their p~o-per~~ ~ny way. I w~a~,lt be classified as Com-- morcial though. It wontt be any more commercial tnan the neighbors wl~o have signs up alviLp, the highway advertising thea,r eggs for sale. Nlr. AndLerson: I ha»ve been quite interested in chinchillas myself. Twa.s out to his place on the ndrth si.de. Ifound his wife home. I went out in tk~~ yard and looked around and I cvuJ.d hardly f.ind where he kept them. It uta,s ia a garage. I was inside and I couldn't find any odor. It 4ras -4- C.~"~T~.~..~ C:, I:TC~:ILI.~ C ont inued perfectly clean. In fact, cleaner than ma.ny homes T have seen. Mr. Carter : I might mention tha.t if chinchillas are not kept clean they would becoiae diseased and die. You have to keep them cloan all the time. They arentt liko rabbits. You have to keep them clean to nrotect your inve s tmQnt. Mr. Anderson: They rws into a lot of monoy. They can run from $1,000 to $5,000 a-oair. A man that puts that much money in that kind of busi-- ness will certainly take ca.re of them, Iflr. Roasor: I move this be reforred to Exocutive Session. IZr. I4eigs: I think some of the people feel this is an application for zoning. It is not. It is merely an application for a special permit for lfir. Carter to build a building for one purpose anly. This is not a zone change. I4erely a special -permit to have that activity on tha.t . piece of property. It is zoned already. rdIr. Carter: In fact I have agreed not to rai.se horses and cows there. I might also add I would like to go in there with good feelings a.Liong my neighbors. I don't want to fight with the neighbors right away• I want to build a nice home and make my permA.nent residence there. They don't have to worry about the odor. Some of the neighbors have cows and horses and chickens right on Sprague. I,ir. Axiderson: Anyone else to bo heaxd? If not, tire will take this up in Executive Ses s ion and you will be no t if ied, Iflr. Carter.
