Being unable to attend the hearirg because of illneas, Ian takin6 the liberty of protesting by letter the granting of this permit. It is unfortunate that I find myself unable to take a very active part in bringing before your body the facts relating to this aase and the feelin6s of my fellow property-owmers in the immediate area, because es the home-owner most vitally affeated, it logivally would have been iqy responsibility to act as the rQllying goint, eo to speak, for the protestants. As a mQtter of fact, I have found it poasible to noimnun- ioate with only two of my neighbors at this time; although in the pssti I have disaussed the matter with every- property owner in the area and knorv the opinions of at least 80 per cent of them to be the same as mine. I mention this fact because AC my inability to take an Qctive part, plus the inclement wegther, me►y result in a smalZer deleration of protestants than would otherwise be the cuse; it nii6ht lead to the false assumption that the property owners are not too much concerned with your decision. I oan assure you that a very large numb er of us like our zone the wQy it ia, do NOT want it ahanged, end, mvst emphatically, do NOT want buainesses to invade our zane by special permit, zone alassifiaation charAge, or Dy arly other means. There are many reason$ why I oppose the granting of the special permit. I have no desire to burden you unneaes$arily, thereFore I have listed below only ten of them; nor have I6iven to each reason the apaoe which I think it might warrant. (Thissame restriation by deed also appl fes to the propert ies on both s ides of 1Nalnut Road iimnediately north of the Appletiray. ) Thus it will be seen that of the four pieces of property at the interseotion, three I oP them are irrevoaab ly aommitted to residential use. Per- mitting a business establiahment on the one remaining pieoe vf property, Qlready zoned as residential ( or suburben, to be more exact,) rrould unfairly and unreasonably detract Prom the value of these residential gitea. 3: There is NO need for business development at thia looation Prom the atandpoint of publia health, interest, or servioe. 4: There is adequete room t'or business development in the areaa already soned for buainesa without enoroaohment on residential or suburban zones. Within the forseeable future, there is no justification For breaking doxn our present zone. 5: While a dental offiae MAY be lese objeationable than some other type oF business, onoe built Qnd esteblished there will be the constsnt danger and threat that in the future the building may be used for other business purposes. Histarically, this caa be said to be a aerte►inty. 6: The granting of a speciel business permit at this loaation elm4st automatiaally invites future applicatione for one or ~ more permits for other types of businesa on the remainder of the piece of land involved. The total frontage of this land is roughly 200 feet and the present application it for about one half of that. Can anyone believe that if this per;nit is granted the owner of the reu,ainder of the land will be content to sell it a,t res ident iel value o r thet ar~yone would xant to put a residence ou itY 7s The grenting of a business permit under these airaumstanaes would help destroy oonfidence in the appliaation of toning regulations to the extent and effeot that residential aon- struction and further residential development and improvement in this beautiful and better-cless Valley residential area would be discoureged. B: Grantirg of the permit would encourege land speoulation in residential and suburban areas to the detriment of their proper developmerrt. liYhen the hope is held out to land speculators for a profit, through the e►oquisition of home- sitee at residential values and re-sale at business-property values, it is only s short step to complete null if iaation of the known advantages of plann3.ng and zoninig. ~ 9: Population increase, growth, and development of the Spokane Valley point up, more than ever before, the need for adequate, far-seein6, and conscientious plannin; and zoning protection for home-owners and busineesmen alike. Breaking down of our Lone, under present circumptances, would be a backwurd step. 10: Practical and lo6ical development of the Uis}unan business area, from the stampoint of traffic, available locations, and trend, is to the Yrest, 1lvrth, and South; and not to the Hast wtiere an established residential couununity exists.
