This approach clearly does not meet the standards and conditions that were printed on that permit. On April 19, 2000, our staff verified the slope on the 12th Avenue approach. We found a vertical rise of 9'/2" in a 48-inch horizontal run. The slope on this approach is approximately 20%, measured at the curbline. This location is well within the public right-of-way for 12th Avenue. This slope clearly exceeds the 8% maximum slope allowed within the right-of-way in Urban Areas. On October 24, 1997, you obtained a permit for an approach on Avalon Road(Permit#97-FNA697). On April 19, 2000, our staff verified the slope on the Avalon approach, and found a vertical rise of 5'/2" in a 48-inch horizontal run. The slope on this approach is approximately 11'/2%, measured at the curbline. This location is well within the public right-of-way for Avalon Road. This slope also clearly exceeds the 8% maximum slope allowed within the right-of-way in Urban Areas. The Avalon Road approach permit conditions also clearly require that the existing approach to 12th Avenue be closed, once the Avalon Road approach is completed. It appears, from our recent site visit,that the 12th Avenue approach is still in use, much less closed. In accordance with Spokane County Code, Section 9.40.050, I am directing that you remove the 12th Avenue approach from within the public right-of-way, and restore the 12th Avenue curbline no later than June 30, 2000. The County will install a barricade at that approach if the work necessary to remove the approach and restore the public right-of-way is not completed by that date. 1026 W. The portion of the Avalon driveway approach within the public right-of-way shall have a slope of no greater than 8% (approximately 3/4"in 10"). The portion of the driveway located outside the public right of way should not be sloped more than 12%, but the slope shall not exceed 14% (approximately 1-3/8" in 10") outside the public right-of-way. Again, the County will install a barricade at that location if the required work is not completed by that date. The County will send an invoice to you for any and all expenses involved in this issue. At that meeting apparently this matter was discussed. I need your in put on this matter so I can respond to Mr.Lambert. I would like to meet on Friday. Please advise me when you can both meet.
