SCOPE/PitOJECT DESCRIPTION:
I. General Overview - The applicant is proposing to construct a
40x35, all steel, addition to the existing building. The addition
will be used for office and storage.
II. Construction Schedule - The applicant would like the footings
and foundation to start next week. Completion date is expected to be
August 6th, 1988.

BIIMMARY OF DBPARTMRNTAL REQUIRgMSNTB: + •

1. Planning Department (456-2205)
A. Discussion/Requirements
1. The site is zoned residential office. The site was
subject to zone change ZE-91-79.
2. The original site plan identified six (6) parking
stalls. An additional five (5) parki.ng stalls, being 8
1/2x18 in size, is required.
3. Parking stalls cannot occupy the front twenty (20)
feet in the required front yard setback.
4. The applicant stated t,hat the landscaping would not
be altered and that there will be no new signs.
5. The zone, residential office, requires that all
storage be within a building. There is now some storage
outdoors which would be a violation of the requirements
for the residential office zone. The applicant may apply
for a zone change to a more appropriate zone
classification which would allow for screened outdoor
storage. Costs associated with a rezone is approximately
$1,500.
B. Permit Release Requirements
1. A revised site plan illustrating the required
setbacks, property lines, and original six (6) parking
stalls plus the additional five (5) parking stalls
required needs to be submitted for review and approval.
II. Engineering (456-3600)
A. Discussion/Requirements
1. Bob McCann felt that the 11208" drainage was adequate
for the addition and stated that he was ready to sign off.
8. Permit Release Requirements
1. A revised site plan illustrating the parking needs to
be submitted for review before signing off.

III. Health District (456-6040)
A. Discussion/Requirements
1. There is an existinq 750 gallon septic tank with a
150 foot drain field. The applicant has made application
for a new 1,000 qallon septic tank and will abandon the
old one. The maximum flow is 24 person shifts per day.
2. Daryl Way needed property line clarification and the
exact location of the drainfield.
3. Daryl Way stated that he was ready to sign off the
permit and issue the sewaqe permit.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
l. The Utilities Department was not present and had
no recommendations if the sewer was not affected. Daryl
Way, Health District, clarifiecl that there would not be
any increase in the system.
VI. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed and copies of the plan
review letter were sent to the applicant and the architect
and discussed in the meeting.
2. Tom Postlewait needed property line clarification.
3. An one-hour wall on the south property line is
required because the buildi.ng is less than twenty (20)
feet from the property line. (Table 5A)
4. Clyde Wisenor, Fire District No. 1, contacted Tom
Postlewait and stated that the fire protection is
adequate.
5. There was some discussion on the existing building
havinq an one-hour wall, which is a requirement noted on a
previous buildinq permit. It was stated that it did not
and that as an option of installing the one-hour wall, a
non-buildable easement may be obtained from the adjacent
property owner.

6. The office and storage area will not require an
one-hour wall separation because the space is less than
25% of the floor area.
7. The number of exits available heeds to be clarified
with a floor plan.
8. A seven (7) foot overall ceil ing heiqht will be used
for storage.
9. Comments on Item #1 (plan review letter) regarding
the mezzanine were discussed.
10. A critical materials list is required to be completed
and submitted.
B. Permit Release Requirements
1. Two complete sets of plans with the items noted in
the plan review letter addressed/clarified on the plans
and/or included as an addendum, must be submitted for
review and approval prior to release of the permit.
SPORANE COUNTY RSQQIRED ACTIONS:
1. Tom Postlewait, Building and Safety, will research the issue
regarding the one-hour wall requirement on the existing building.
Further clarification regarding the seven (7) foot requirement for
ceiling height of the mezzanine area will be made.
APPLICANT IS COMMENTS/ACKNOWLEDGLMENT:
The applicant acknowledged that all comments/requirements were
understood. The applicant had no further questions at this time
regarding permit requirements.
CORRBCTIONB:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed departments
shall be submitted in sets of 7 to Building and Safety who will then
distribute accordingly to each department.

FINDINGS AND ORDER
A. INTRODUCTION
This matter having come before the Examiner Committee on September 20, 19790
and the members of the Committee present being Kenneth Kennedy, Chairman,
Abby Byrne and John Culter and there being the following persons present who
wish to request approval of a Zone Change; Richard M. Meyer for a Zone
Reclassification, Agricultural to Residential Office for the purpose of an office
and maintenance storage building.
B. FINDINGS OF FACT
1. That the existing land use in the area is residential, undeveloped, a church
and an industrial park.
2. That the Comprehensive Plan designates this area as apprapriate for
residential development.
3. That the existing Zoning of the property described in the application is
Agricultural .
4. That the provjsions of RCW 43.21C (The State Environmental Policy Act)
have been compi ied with.
5. That the proper legal requirements for advertisement of the Agenda item
have been fulfiiled.
6. That this proposal is not in confifct with the provisions of adopted reguia-
tion.
7. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
8. That the proposed use is compatible with existing uses in the area.

1. The applicant shall develop subject property generally in accordance
within the concept presented to the Hearing Examiner CommYttee.
Minor variations when approved by the Zoning Administrator wiii be
permitted, including, but not limited to the foilowing changes:
Building focation, buitding materials, landscape plans, and generai
aliowable uses of the permitted Zone. All variations must c+onform to
regufations set forth in the Spokane County Zoning Ordinance. The
original intent of the development plans shail be maintained.
2. A landscape ptan showing specific detail and accompanied by a
performance bond shall be approved by the County Zoning
Administrator prior to buiiding permit issuance.
3. The request has proven to be environmenta{{y non-significant.
Therefore, a final declaration of non-significance shail be signed by
the Chairman of the Hearing Examiner Committee.
