No one objected to this. It looks like a private resi.dence, except for the sign.
Yre try to be carRful o£ our neighbors. The objoction to this new building is
not that it is a bad business, we havo cara. But this businoss will }iave to depend

service ststion, garage and repair shop +vn the West 751 of the East 322+ of

I am asking the County Commissioners to reverse the decision of the Planning
Baard in accordance uith the euthoritvested in tY~e~u I~* by the Ma ster Zons
Resolution, adopted August 4th, 1943, Sectivn 21t page 17, uhi+ch says in part
"Upori due hearing, the Board af County CommissiQne~~ sha11 hsve the pouer to
overrtlle or alter any such ruling of the Planning Cammission."

1. This hearizag was the last or~ the docket for thst day. It was very
evicient that it was pushed tkxrotgh aa speedily as possible. Icantend that
the evidence was nvt carefully weighed.
2. It was apparent that the Planning Board wes not faailfar with the Iocation
of the property in questio►n in relstion to the Sullivan Raad.

Zimits is all zoned as Commercial. Yt seens urireasonable to me to zone
this as Suburban while the rest is zoned as Commercial. It seems to me I
that you Gentlemen, in going over the plans, you shouid -bear in mind
that thir is n nz_ in high;ray & Commercial property should be adjacent to
the Hignway. In planning, you will no doubt come to the conclusion that
the time will come that you wi].1 have to zone this entire axea for Com-
mercial enterprise:. Th,at doesn't appear to be at the present time, but
the time is coming. It is not contemplated that this ' Co.=issi= col:, tho
entzre area Commercial, we believe 3001 back from Sprague wouid be a
reasonable distance for Commercial zoning. Thare are other gentlemen here
who represent other property owners in their investment.

ubout. Nr. Root ha.s a cominercial business there and has been granted a
permit from the County Commissionera. P.egardless of how the Planning Com-
mission passes on this zoning, he may etill keep his business, as I under--
stand zoning is not retroactive. That is true of other properties al.ong
there. A small repair shop has beon tbere for quite some time. Just
' generalizing, everything just to the north of East Sprague and everything
to the west is commercial. lihen this man bought this property, he w ent
~ over to tbe County Court House and vras advised it was commercial property.
Of course it is easy to make a mistake, and after checking it was found
that part of the property isn't zoned. Yde find that it is Unclassified
property. Thnt is the property which is being considered at this tine.
However, we do feei it should be Commercial property. I feel the same
as Mr. Munter does.

commercial. Nir. Head has two very valaa,ble pieces of property for commercia:
purDoses. It is very valua.ble as commercial property, but as property for
a home, it is not so valuable. It lie$ behind this railroad track. His
line extends 2891 from the north boun&-•.ry of Sprague, that is 501 of rail--
road right--of--way, so that makes him 2391 north and south. So, I too feel
that is should be zoned as commercial. I fr:el it would be fair to zDne
the property 300t back from the north boundary of Sprague Avenue.

it would have been O.K. But Mr. Root is already established. If this had beeA
brought up a.bout 13 months ago i.t would have been a different matter, but
people just wait until they think they are going to be hurt, then rush in for
zoning. I signed the petition because his tank comes right by my bedroom
window. The only reason I wAnt it to be a commerCial zone is s0 I Can sell my
place and get outl I cantt stand that oil emiill any longer. I have nice neigh--
bors, but I think the property owners should have a say to what they want to
~ go in next door to them. As it is, practically anything can go in.

their idea is.

Mr. Coone,y; I just want to question this petition. This petition, I dontt
believe, is weli followed, as a pPtition for change of classification states
that the owner of any property, el:cept unclassified property, may petition the
Spokane County Planning Commission for a cha.nge in classification. Thn.t is
under Sec. 20, Page 16 of the I4a,ster Zone Ordinance. However, we dont t need to
be technictA. The 3001 is tYie north 1.ine of rroperty for Messrs. Head, iloot and
Aerry. Their property runs ba,ck about 3001, that is why we ti►ant the commercial
zone to go back that far. On page 16, Sec. 19, under amendnents, it reads as
iollows: (Rr. Cooney read from the zoning ordinance. ) ;i1e do have the petition
filed by the property owners. It says such a petition shall bear the signatures
of the owners of three of the five lots or blocks and 51 0 of the property owners.
That would ha.ve to do with property that is not unclassified. Ylhst I want to
call your attention to is that I donit think the wei5ht of the petition brings
tnis before you.

There is no waste to that. You ca.n let it set and piclc the bones over a

and sell it for a I3.tLio or nothing. However, what we do get out of it we
ean put that money back into somathi.ng else keeping it in circulation.
That way there wonit be anything sitting around in the way, cluttering up

sevcral times about a tavern in the future. Do you plan on having a tavern?

not owning property. The petition was circulated a little too far. There
are 6 names on our petition tr.at was originally on the other peti.tion.

against the aervice station. We are in an Agricultural Zone llistrict, and

understanding it was in a residential areai I purchased the place a year
ago in September. I am against a, service stati.on going in there.
Mss. Eacret :We plan on buil3ir.g a home to the west of Mr. Stea3man. We
understood it was a zoned area restricted fron businesses. z am opposed
to any building going in commercially.
Mr. Hartung: I have been here before this Board several times. I am not
an immediate neiglibor, but I do or•n property in the same vicinity and have
m3r own place of business. I have my business back off the Flighway. He is
going in the sa.me block where there are several other service stations
constructed already. I know it isntt good business to talic about peoplets
fina,ncial status, but I understand the service station on the corner may
have to close becaUSe of a lack of business. I cantt understand why you
would want to build another one there if they are going hungry for business
already - also botween two residences when the ones on the corners can't
make a go of it. I dontt thirLk we should let more come in.
