CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOPE/PROJECT DEBCRIPTION:
I. General Overview - Proposed is the construction of a 3,600
square foot vehicle/shop maintenance facility which will be
constructed in two phases; the first phase consisting of 2,000
square feet. There is no tenant for the building as yet.
II. Construction Schedule - Would like to begin construction as
soon as a permit can be issued.
SIIMMARY OF DEPARTMENTAL REQUIREMENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The parcel number of the proposal as shown on the
building permit application indicates that only a portion of
the property will be used for the project. Should the owner
intend to divide that parcel of property from the remainder,
short plat approval would be required prior to the Planning
Department releasing their portion of the building permit.
2. Any signs will need to conform to the requirements
of the B-3 Zone.

3. Any storage of materials or equipment must be
either indoors or within a 6 foot sight-obscuring fence. (A
chain link fence as shown on the site plan is not determined
to be sight-obscuring.)
4. The applicant needs to discuss parking
calculations/requirements further with the Planning
Department.
5. There is only 5 feet of landscaping shown on the
west boundary. A minimum of 10 feet is required.
6. A requirement of the zone change approval to B-3
was that at the time Phase 2 of Opportunity Plaza was built,
10 feet of high/low mix landscaping would be required along
the North property line. This project, as far as the zone
change is concerned, is Phase 2 and the North landscaping
will be required. An estimate and promissory letter to
install the landscaping will need to be submitted to the
Planning Department.
B. Permit Release Requirements
l. The owrier/applicant and John Pederson, Planning
Department, need to meet to further discuss signage,
landscaping, fencing and any subdivision of the property
prior to release of the building permit.
II. Engineering (456-3600)
A. Discussion/Requirements
1. The Engineer's Office released their portion of
the permit prior to the meeting.
III. Health District (456-6040)
A. Discussion/Requirements
1. The project needs to be connected to the valley
sewer and public water.
2. A critical materials listing needs to be filled
out and returned to the Building & Safety Department. (This
has already been submitted to Building & Safety with no
critical materials listed at this time.)
3. There were no further requirements.

IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department were not present but
submitted comments stating the project will be connected to
the valley sewer.
V. Building and Safety (456-3675)
A. Discussion/Requirements
1. The initial set of plans have been reviewed and
discussed with the applicant prior to the meetinq - two
revised sets of plans need to be submitted to Building &
Safety.
2. No additional fire protection will be required by
Fire District No. 1.
B. Permit Release Requirements
1. Two complete revised sets of plans need to be
submitted for review and approval prior to release of the
permit.
APPLICANT~B COMMENTS/ACKNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To ntinutes or changes from what appears in the minutes, we should
be notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed
departments shall be submitted in sets of 7 to Building and
Safety who will then distribute accordingly to each department.
ADJOIIRNMENT: There beinq no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there any unforeseen
problems which may arise.

NOTS TO APPLICI,NT: Some time ago, Spokane County recognized the
need to streamline the building penait system and accordingly
initiated these Pre-Construction Conferences. Comments so far
would indicate these conferences are successful and do enhance
the permit system. As a recent participant, we would appreciate
any coniments you might have to further improve the process or,
should you have any questions or concerns regarding your
