Spokane County Plarining Commission
Court House, Spokane, Wash.
Gentlemen:
Attention Mr. E. T. Hawley, Secretary:
We, the undersigned, wish to enter a protest against
your granting a permit to C. C. KauffSnan or ar~y other individual
or firm to operate a wrecking yard on the property located in
Block 3, East Spokane Add. This property is bound on the north
by Mission Ave, east by Lake St., south by Sinto Ave. and west
by Fancher.
We are property owners near by and believe a business
of this kind wi11 be detrimental to the district. Will decrease
property values, be an extra fire hazard, will cause unfavorable
traffic, be unsightly and wi.ll tend to keep out more desirable
industry as the City grows east industrially.
We give AZr. Hembree authority to present this signed
protest and to represent us at the hearing on Dec. 21, 1949.

Hfr. Kauffman; I wouid like to answer that. Naturally it takes a little
tine to strip the valua, ble parta from wrecked autos. What is left is irtan.
There is no waste to th~.~t. You can let it set and pic1r the bones over a
period of time, or you can cut it up with a torch and make iron out of it
a.nd aell it for a little or nothing. However, what we do get out of it k►e
can put that money back into somethi_ng else keeping it in circulation.
That way there wontt be auything sitting around in the way, cluttering up
the place. Th~ t is what I would do as I want a rapid turn---over. From this
iron we would receive about 7 or 8 dollars, but Ps I s1y, it is better than
letting it sit around. -6--

I,lr. I4eenwch; Thank you. Anyone presont who is interested in this appli--

14r. Minor; They forgot to mention me. I live right across the road. I
have lived there for 35 years. I abject to it. I am east of Bairs Conr.

Iflr. I4eenach; There are no new homes being built in there nvw. Anyone else?
I4r. Beldon; I am from the East Spoka.ne Township Supervisors. We feel we
would welcomo any commercial business in the va.lley which would be an asset,
but wo don i t f eel an auto wrecking yard is an asset. We don T t want w bone
yara in our area. mho wrocking yards wo now ha,ve are operated ontirely
different tha,n tivhat they should be. If they are going to operate a nica
wrecking yard, it will ha,ve to bv entirely different from those we already
have in Spokane County. Sti'e k►ant to oppose this.
11r. Rohwer; .Are you representing the entire Township or just yourself?
I4r. 'Beldon: Yes, sir. I have the consent of all the others to vote "No".
2flr. Hembro.:: I talkcd to the other members of the Township and Iviill

14r. Mecna.ch; Anyone else to speak?
. Mr. I•IcHenr.y: I live on East I4ission, about 3 blocks east of arhere this
yard is going in. It seems like he could get a sPeciaZ permit for his

will be just like the rest of thEm he won=t keep it up.
Mr. I-Ieena.ch; I remember years ago this Planning Board zoned the area in
there as an industrial area, from Sprague Avenuo to the railroad. In that
area you have the I'fla.tch Compa, nies, Pole Idanufacturing, e tc. It was set
aside for tha,t type of business. They have to be some plnce in the County.
I'Ihere are we going to put them if we doni t put them in a place set aside
for them. HoVr long have you owned the property, 14r. Kauffman?
IZr. Ka.uffnan: Ijust bouE;ht it. I havo an option on it. We made a cash

Mr. Hembree: Yos, I havo a letter I vrould like to read. 04r. Hembree
reads a letter to the 8ommission.) This is signed by the people in that
Rrea, all property owners, who dontt want a wrecking yard in there.
Mr. Walner; How long ha.ve you owned the property3
i,ir. Hembroe: For 6 years.
Mr. Walker; You bought the pronerty with the kr.rw3edge it was Industrial?
14rs Hembree: Yes, but I donit consider an auto wrecking yard as industrial,
IYir, Rohwer : Wo•ald you object if a f ence is constructed around t his yard
and the wrecked automobiles to be fenced?
tflr. McHenr,y: ViThon a person drives over the ovAr-pass on Fancher you can
look right dovm into tho yard. A f encv would do no good there, unless
you had a roof over it also.
I.'s. Beldon: In the immediate area I would say 75p of the residents ob,ject

14r. Glover; Mr. Steadman ca.me to me a few days ago and told ne about this
service station. Do you remember what I said?
Mr. Steadman: Yes sir. You said you were going to buck it.
I4r. Glover: Tha,t is right. Mrs. Conrad is here. I think she signed the I
petition. 14a.y I ask your permission to ask her why she signed this
petitfon?
Mr. Meenach: i'es, go ahead.
14rs. %Oonrad: VThen 24r. Steadman carne to me and a.sked me about this service
statiQn, he mentioned about building a rflad behind and I thought it wauld i
be a fine thing. I have 12 acres of iand and thought it wouid be nice to
have a road in the back, then Iwould have less taxes to pay. Now I wish
to withdraw my na.me from the petitian.
Mr. Glover: I h.a.ve with me a new petition I would like to present. It ha.s
37 signatures. I think there are 5 people who have si.gned this petition ~
not owning property. The petition was circulated a little too far. There
are 6 names on our petition that was originally on the other petition.
Mr. Truma.n signed this petition. He didnft intend to sign ar~y -oetition in
the first p'Lace, but he did, change his mind and signe3 oUr petition.
• against the service station• We ar e in an Agricultural Zone Uistrict, and
. are very-, very much against anything Commercial going in there we fear
~ of wha,t may happen in the futureo
Mr. Meenach: Anyone else present who would like to speak7 Let us hear
f r om you.
I,irs. $oller: I live next door to Ifir. Steadma.n. I bought ny home with the
understanding it was in a residential areai I purchased the place a year
ago in Septembor. I asn against a service station going in there.
Mrs. Eacret; titire plan on buil3ir.g a home to the west of Mr. Steadnaan. We
understood it was a xone& a.rea restricted trom businessee. I am opposed
to any building going in commercially.
Mr6 Hartungi I have been here before this Board several times. Y am not
an immediate neighbor, but I do ovrn property in the same vicinity and have
my own pla.ce of business. I have my bus3.ness back off the Highway. He is
going in the sa,me block where there are several other service stations
constructed already. I lmow it isnlt good business to talk about peonlets
fi.na.ncial status, but I understand the service station on the corner may
ha,ve to close becaUSe of a lack af business. I cantt understand why you
would want to build another one there if they are going hungry for business
already C-Llso between two residences when the ones on the corners cantt
make a go of it. T don1t think we should let more come in.
tdr. Neenach; Anyone else to speakY
14r. Stead.man: P~Irso Conrad asked me when I presented the petition for tho
, service station if it wa,s for the road. I told her no, it was for the
o-Prvice station.
tvIrs. Ha2 tung: Why shoul.d a service atation come into a residenti.al area?
Mrs. Roller has a.lot invested in her home. She is raising her children
there.
Mr. Steadman: t-irs. Roll.er mentioned the fact that she had a son who does
that type of work and maybe he Viould work for me.
Mrs. Boller: Zyhen Mr. Steadman came to my home he told me he wanted to put
up a service station. I told him I didn't wa,nt anything commercial next
to me. He said he was going to have it regardless. So re goes out and
gets these signatures on his petition, and came back and showed it to me.
. He said the next thing would be a beer tavern. I t old him I was going
to fight it all I could, but if it did go in we could still be friends a,nd
said just as a joke that my boy could pro~ably work for y►au then at
least it would be handy i
Mr. Stea3man; I asked Idrs. Roller to sign my petition and she said if i►2r.
Glover signed it, she would aiso.
