STItLER AUTOI:iOTIVE REPATR SHOP
' t.Sr• Huwle : This ie the date set for a public hoaring an the applicAtion of
t. D. Stiteler for a special permit to construct and operate a genorRl auto-
motive rcpair and sales shop in the East 11000 Block on Mission and the North
11600 B2ock on Pieroo in Spokano Va11ey in an established Agrieulturrl. Zom
District. The building is to be aoristructed of pumiae block at a cost of
approxunately $2,000.00. All requircd posting and advortising l^.ave been
aaoaampli.shed and 6 awners of adjacent property have been notified by mail of
the time and place of hearings, t1o protests hnve beon reoeivvd to the grantin6
of the parmit. Nfr. Exov11 of the County Hoalth Unit has approved the project.
IvTr. Stitelor: I hevo an affidavit that I h4ve posted my noti4os. I also have
a petition favoring my business.
Mr. Andvrson: Just whero is this located?
Klr. ~tite5.er :My home is right here across from Pierco, a cross the gravel
pit and on the north sido of Missions
ilr. Hawleys Would you oxplain your pro jeat to the Commissi.on3
Iu1r. Stitelor: I have always wanted a little plaae to do work on •Neek-ends and
, afternoons.
Mr. Andersans Are you going to put in a home there?
Mr. 5titelar: If I cm got a business to go with it. I would lika to build a
home there, if I could get my permit. I r,ave a full time job now and I intend
to keup it. But I w ant a little plaae I can work in my spare time.
~ D2r• Anderson: You propose to put up a dacont sort of place, don't you?
Mrs ttitQier: Yes, the 02,000.00 estimate is just for materials, that will not
inolude my labor. 'ifo intond to livo up stairs for a whilo•
Mr. Rohwer: You don't intend t o go into t ho wreaking business, do you4
Mr. Stitelor: No.
Mr. Andarson: Are you just asking for a building?
Mr. Stitoler: That would bo too exponsive, we would have to do Q little work
to pay for the buildings,
tAr. Anderson : Any ob jeations to this speoial permit being granted?
Mre rdoDale: I objeat to this going in. It is a lot like the previoua appli-
oation regarding their zoning. If you lot one b us ine ss c ame in then there will
be more ccming i.n. If we gat two businosses, then we might as well aall it
Commercial. Who would want to build u home in a Commorciul zano? In the f irst
plaoe, I don't see haw a Cvmmeroial business could surv7.Ve up thoro. That is
not a business looation•

STITELER SPECIAL PF:R,,,I T•- Continued
&Ir. Walker: What is this property good for other than couuneroial development?
itiir. biaDale: I believe it is suitable for many things. We have a lot of nice
hames up there and we want to keep them nioe.
Mr. Anderson: This is an applioation £or a speaial permit, not a zone change.
Anyone else to speak?
IAr. Henr,y: I would li1;e to objeat to thi.s. I have 8 e.cres in Block 309 This
joins Pieroe. i have sold 2 aares out there. I was one of the people who
helped get thi$ Agrioultural zone in. We don=t want to see a aomanerai8l
business go in there. I have at least $30,000 worth of development in there.
I have talked with some of the other property awners. I would like to eapress
my objeotions.
Mr. Hahn: I, like Mr. Henry, was one of the helpers in getting this aree
zoned as AgriculturQl, and we want to keep everyting out that i8 coanmeroial.
I am now living on Pierae right along this side street. I hQVe several letterB
of objeation from property owners in that vicinity, wanting to protest to
this. (Mr. xQwley reads the lettera.)
' Plr. WeS ker : Do you 1 ive in that immediate viainity?
Mr. $ahn: Yee.
Mrs. Raiff: We hQVe a nice home at 10719 East Boone, about 2 blocks from
, this property. I would like seriously to protest this. Yie have invested
over $20,000 in there. Vie bought because it was zoned as AgriculturQl.
Mrs. Burtness : Our property is directly across from this property. We have
a 9 Qcre strip in there, on itiiission and Pieroe. 1►ie bought because it was
Agri.oultural zoning. And we plan to build a home there also, I would like
to go on reoord as opposing this permit.
lu r. Ande rson : Do you own the p rope rty now, N r. St it e le r?
Mire Stiteler: I have signed the agreement to purchase it 3 months ago.
&4r, tiJalker : He bought it when he knew it was zoned.
Atr. Stite Ier : When I bought this property the mwi at t he real e s tate of f iee
said he cheaked on the zoning and he said it w as unclassified. After I
bought it I found out it was zoned as Agriaultural.
Mr. Bart,y: I live at 1226 North University. Ijust purchased this home in
February. When we purahased the property it was understood that it was
zoned Qs Agrioultural. I would also like to voioe my proteat today.
Mr. HQhn : The question was brought up about the vwner of the property,
whether or not he signed for Agricultural zaning. We organized that 2 one
and talked to altnost every property owner around. We had 95% in fa.vor of
z on ing.
. b7r. Abbott : I live at 11003 East VQl leyway, in the Agrioultural area• I wa$
at the original meeting, when this ].and w Qs zoned. I objeot to this business
going in. I have letters from Wm. Beard at 11023 East Valleyway, M. L.
Holscher at E. 10903 Valleyiqey and Ray F. Thomae at 10923 E. Valleyway. (Mr.
Hawley reads the letters. )
t4rs. Finn: There is little loft to b e said, I am tuilding Q new home within
one-~~a block aoross the street. There is not enough traffic for a aom-
meroiQl busin, ess. I object to it.
Ddr. Fosseen: You realize thet zoning does keep out businesses?
I-,irs. Finn: Yes, I would not have bought my home out there if it hadnot of
been zoned. I dontt think it will be a good place for the man to invest.
t-rlr. Reed: I live in the immedi.e.te viQinity. I oan't understand why he wants
to be located in that district. There are other plQCes whero he could go.
Mr. Andvrson : Anyone e lse to be he e.rd f or, or against? If not, vro will
take it up in Exeoutive Seasion and let you know the d eoision•
ACTION : Exeoutive Session reports that the permit be denied.
