ond well naw ready to be dug.

Mr. State : The 40' streets comply with our present ordinance. VVhen a
street is less than 400 feet long, they may have a 401 street.

Mr. Savageau: No, T don't. Dorn's Coizrt has a house just where the street
would go thrnurh.
Mr. State: Secnndly, the street will be a 40' width here too. (Showing
on the map) Hutchinsnn's Addition has only 40 foat streets.
Mr. Meenach: Dn you think it is all right in its present form?

rRr. Hol.mes: Mr. Bentz could not make it today, but I am the owner of the land*
this map gives the looation of the plat. (Showing map to the Board.)
Mr. Meenaah: Is there anyone present who is interested in this preliminary
plat of Holmes Subdivision? Just where is this?
Mr. Holmea: This is located across from YYandermere an Highway #395. They sre
starting to put in a new highway along here. (Showing on map. ) I own this
property and we wan.t to plat this piecs here. The only question we have come
to is the matter of wells. We have two acre tracts with a well for each in
mind. That seems to be the main is sue. I have talked to Mr. Chaffins and Mr.
Excell, and the HeQlth nepartment seems to think it is a11 right.
Mr. Hawle,y: Do you intend to install the wolls yourse lf?
' Mr. Holms : I will install some, but some of the people weLnt to put thoir own
wells in and Y will let them do that.
Mr. Rohver: How many wells are you going to put in yourself?
Br. A-o"imes: I hope I ean put in most of them. Otherwise, I would have to
sell 3ust a plain piece of ground. It is much better for each family to have
their own wells. The underground rf.ver aomes down through Spokane and out
west. T dug a well here Qnd I have dril.led one here. (Showing on the map. )
T went 38' befare Y reaahed water. It runs the same all year long. The
goverment tells me there is 400 square acres of land with water runni.ng on
it all ,yeqr long. On the ones I build, the wells will be put in; the others
will put in their own wells. We have to guarantee that the water isthere.
There is no question of running nut of water.
Mr. Meenach: It is a policy of this Planning Board to occept no plats vrithout
rhe pf7ter having made provisions for wa.ter. That is something that has to
be given serious consideration.
Mr. Holmes : There is no wfxtor now on the rest of the lots, but we are putt7n g
some in.
Mr. Meenaah: I don't understand why people will tuild on land vrithout water.
Mr. Fosseen: Didn't you say thore is water running underneath?
Rr. i(eenaeh: There is water underneath all land, but it is the question of
how f ar to go to dig for it.
Mr. Rohwer: Don tt you hQVe some wells on that property novi?
Mr. Holmes : Yes, we have two wells there now.
Mr. Meenach: Does this land lie neact to ti'landermere?
Rr. M"Imes : It lies next to the Old Corell Tavern•

a matter that should be discussed in Executive Session.

Mr. MeonQCh: We just passed on one preliminary p1at. You knrnv what the
requirements are. When you go nut to sell lots, you have to sell some facili-
ties on it. The water has to be in, the roads in - that all has to bo takEn
care of.
Mr. Ho lme s: In the last 2 ye nrs there n:~~ve been 8 to 10 homes bui lt in that
area.
Mr. Fosseen: How rnuch does it cost to put in a well?
1'dr. T_°olmes: About 300 dollars for the digging. Around 540 dollars complete.

Mr, ttate : They are going to request for F. H. A. finQncing. Mr. Schiffner
will make a statement of what they ran up against. The size of the lots are
more than anple. The streets are 50 and 60 feet wide. Mr. Chaffins instruct-
ed them that 50 feet would be the absalute minimum he would cansider.
Mr. tfeenach: Anynne present who is interested in this proposed plat'• Do you
• have a statement to make, I'dr. Schi£fner?
Mr. 'Ochi£fner: I think everything is alear. We have complied with everything
` the P. f't. A. and Planning Cnmomission has advised us to do. This will be in a
first-class Residential Section. we had the znne changed from Agricultural
to Residential at the last meeting. It is to be a very nioe district. At
present there are about 300 acres unplatted in that area. If we are able to
get favorable loans here we wi11 make a showing and they might plat their
property. 1^Te have aonformed with the F. H. A.
Mr. Fosseen: Do you have any objecti.ons to this?
Mr. Schiffner: No* I think it is a good project. I am promoting it. I hope
no one will have any objections. It will be an attraction to that section of
the country. I:4r. Reeder is supplying the water out there and is going to
connect 3 iines up.
Mr. Meenach: You understand before action is taken on the final plat, the water
has to be in. Either thet or post a bond shawing it will be in.
Mr. Schiffner: Just how long will it be befare you have the water i.n, 1!!Ir. Reeder?
Mr. Reeder: Approximately 90 days. Yfe are going to connect the 3 lines and
put in an Qdditional line so if there is any question of power failure we
vrill still have water. There is a slopo towards the south.

residents and prop~Nerty owners to znne as a Comanercial District an area on
Sprague Avenue between Evergreen nnd McbnnRld on the east and west and Main
and the MilwQUkee Railroad right--of-way on the north and south. The areQ is
now in an e stab].ished Agricultural Zone District. All regulAt ior.s as to
advertising and publication hQVe been nbsvrved and 103 owners of adjacent
properties notified by mail of tho time and place of the hearing. (Mr. HQwley
reQd the petition. ) A peti,tion raading as follows : (Mr. Hawley read the
petition) with 39 signators have been received protesting the zoning. We are
in receipt of the following comnunication, s igned by 6 residents who had
previously signed the petition requesting the ahange in zone classification.
(Mr. Hawley read the petition. ) Representatives for both the petition and
counter-petition aro present to make presentation. I have a lettor from Mrs.
Gillespie protesting the zone ahQnge. (Mr. Hawley read the letter.)

give me the zoning pamphlets end I will read just what can be granted in a

ordinence.) Yow this is what you can have b,y special permit in an Agricultural

22 3tems that are permitted in a Commercial Zond. Then there ere others that
require a special permit. There are about 72 things that require a special
permit. In an Agricultural Zone, you sre protected agaiist businessea, and they

enough at times. But, it is there now and there is nothing we can do about it.
