Dear Mr. Piscitello:
BARRIER-FREE REQUIREMENTS
Washington State Regulations for Barrier-Free Facilities
1. A space in the accessible route of travel, extending a minimum
of eighteen (18) inches beyond and to the side of the strike jamb,
shall be provided at -all doors. (Section 402 of the Regulations for
Barrier-Free Facilities) . Doors numbered 107A, 109B, 114, 119, 152 A
& B.
2. Where the door is equipped with both closer and latch, at least
12 inches shall be provided beyond the strike jamb on the non swing
side. (Section 402 of the Regulations for Barrier-Free Facilities)
Doors numbered 121.
3 . The landing at the entry to room 172 must meet Section 3304 UBC.
CONSTRUCTION COMMENTS
1. This department has some concerns about the location of the fuel
... storage tank. The alcove poses a unique problem with both fire
fighting access, venting of fuel vapors from tank and re-fueling
operations. The tank venting should be piped to a location above
roof lines. The tank must be a rated tank approved for above ground
locations i.e. explosion venting etc. The tank must be provided
with secondary containment. A separate permit is required for tank
installation. Security and signage must be provided. Note: Both
tanks must meet these requirements.

2. High-pressure medical gas supply cylinder shall be enclosed in a
separate room or enclosure of not less than one-hour fire-resistive
construction. Every door opening into such enclosures shall be
protected by tight-fitting smoke and draft control door assembly
having a fire-protection rating of not less than 20 minutes. The
door and frame shall bear an approved label or other identification
showing the rating thereof. Door shall be maintained self-closing.
(UFC Section 74.204) .
3. In addition to the inspections required by Section 305, the
owner shall employ a special inspector during construction on the
following types of work:
1. Concrete with a design strength of over 2,500 p.s. i.
2 . Structural welding: including welding of reinforcing
steel.
Please indicate the name of the testing laboratory prior to the
release of the permit. Please submit copies of the reports to the
Division of Buildings for review. (UBC Section 306) (Please submit
special inspector forms) Please Note: A suitable location on site
will be required for posting special inspection activities and
"Approved plans, shop drawings, specification" contractor and
sub-contractors should contact this department for permits
pre-inspection prior to commencing work. i.e. structural, plumbing,
mechanical.
4. Approved fabricator is required for all structural steel work or
special inspections are required Section 304 14 (g) .
5. All wood to be used in the Type I F.R. portions of this
structure, i.e. wood backing nailers etc. must be fire retardant
treated "No exception".
6. Please provide design submittals which substantiates the
required fire-resistive requirements for all building elements. The
Type V-1 hour portion (outpatient and SAC Department) requires one
hour ceiling. The Type I-F.R. portion requires three hour
structural frame. Two hour ceiling/roof, and exterior walls meeting
Section 1803 . Submittals shall include test data, research reports.
and/or other data to justify required ratings.
7. Please provide MSDS sheets for chemicals submitted on hazardous
material worksheets. A plan for method of storage and storage
should be identified. A clean-up plan in the event of spillage
should be developed and posted.

8. The fire alarms system must be extended into all new portions of
the structure. Please provide details.
9. Please provide details of exit signage. Only details appear to
show on demolition plans.
ENERGY COMMENTS
Washington State Energy Code
1. The building shall comply with the energy code requirement as
specified in the Washington State Energy Code (WSEC) if gas heated,
or the Northwest Energy Code (NWEC) if electrically heated. Please
submit heat loss calculations for the proposed building which meet
the minimum requirements of the Washington State Energy Code. (-10
F) .
2. Provide lighting lay-out, switches and controls including light
fixture schedule showing the specifications and wattage. Also
provide lighting budget calculations for interior and exterior
portions of the building, including parking area, per Section 505
and Table 5-11 of the NWEC. Lighting budget calculation form is
attached.
MECHANICAL AND PLUMBING COMMENTS
Mechanical (See item #4 under Construction Comments)
1. Fire dampers shall be located and installed per UMC and UBC.
(UMC Section 1006) Both areas of construction are fire rated and
required fire dampering of all penetrations.
2. Supports for condensing units shall be designed to safely carry
the equipment. Supports from the building or parts of buildings
that are of non-combustible construction shall be non-combustible.
3 . Supports for ducts on roof, Sheet M-4.4 and detailed on Sheet
A-4. 1 detail 8 will require documentation to verify that brackets
and pre-cast units are adequate to resist wind loads. Will pre-cast
units have an impact of settling into the existing roofing system?
Plumbing
1. The construction type of the building is a Type I F.R. ABS and
PVC DWV piping- installations shall be limited to those structures
where combustible construction is allowed i.e. condensate drains
mechanical notes.

2. Cross-connection control shall be provided for potable water as
per UPC Chapter 10.
FIRE PROTECTION COMMENTS
1. Portable fire extinguishers shall be installed according to UFC
Standard No. 10-i.
2 . When serving 100 or more sprinklers, automatic sprinkler system
shall be supervised by an approved central, proprietary or remote
station service or a local alarm which will give an audible signal
at a constantly attended location. (UBC Section 3803) . (New zones
must be provided in annunciator panel)
3. Provide shop drawings for all relocation and new areas prior to
installation of system.
