Spokane County Public Works N. 811 Jefferson St. Spokane, WA 99260 RE: Remodeling&Addition to Valley Hospital &Medical Center, 90057 - IBa Response to Pre-Construction Conference Dear Mr. Davis: The following is a summary of the A/E response to the departmental requirements presented during and after the pre-construction conference held on May 15, 1991: I. Planning Department A. Requirements/Responses: 1. THE CORRECT PARCEL NUMBER SHOULD BE SHOWN ON REVISED SITE PLAN. This is done; see attached site plan. 2. INCLUDE A LOGO ON REVISED SITE PLAN ILLUSTRATING CORRECT BOUNDARIES OF PARCEL. This is done; see attached site plan. 3. ON REVISED SITE PLAN, INDICATE THE SQUARE FOOTAGE AND USAGES IN THE PROPOSED AND EXISTING STRUCTURES AND INDICATE THE NUMBER OF BEDS. This is done; see attached site plan. II. Division of Engineering & Roads A. Requirements/Responses: 1. THE DIVISION RELEASES THEIR PORTION OF THE PERMIT WITH THE CONDITION THAT THE ROOF BE NON-ASPHALTIC MATERIAL AND THERE ARE NO NEW HARD SURFACED AREAS. Our project is in compliance with these conditions. III. Health District A. Requirements/Responses: 1. THE HEALTH DEPARTMENT HAS RELEASED THEIR PORTION OF THE BUILDING PERMIT. Fire District No. 1 A. Requirements/Responses: 1. THE PROPOSED ABOVE GROUND FUEL STORAGE TANKS NEED TO BE k-- PROTECTED BY A FENCE AND WARNING SIGNS. This is done; see attached Addendum No. 1, Drawing CA-3. V. Division of Buildings A. Requirements/Responses: 1. Barrier-Free Requirements: a. AT DOORS 107A, 109B, 114, 119, 15A AND B, PROVIDE 18" TO THE SIDE OF THE STRIKE JAMB. Room 107 is served by Doors 107A and 107B. Handicap patients can use Door 107B which has over 18" at the strike jamb. Room 109 is served by Doors 109A and 109B. Handicap patients can use Door 109A which has 18" at the strike jamb. Room 114 is strictly a staff area but should there be handicap staff members, they could access the space by Door 109A. Door 119 has been moved closer to the east wall, which will provide the required 18" clearance, by Addendum No. 1. At Door 152A, the countertop will be shortened to provide the required 18" clearance. This will be done by clarification as the project has already been bid. Door 152B will be reversed. It will now swing into Room 153, which will provide the required 18" clearance. This also will be a clarification. b. DOOR 121 REQUIRES 12" CLEARANCE ON THE NON-SWING SIDE OF THE STRIKE JAMB. The janitor's floor sink was moved further into the room by Addendum No. 1. This will allow the required clearance. c. THE LANDING AT ENTRY TO ROOM 172 MUST MEET SECTION 3304 UBC. This landing was revised by Addendum No. 1. 2. Construction Comments: a. ABOVE GROUND FUEL STORAGE TANKS MUST BE PROPERLY 4- VENTED; MUST HAVE SECONDARY CONTAINMENT; AND MUST HAVE SECURITY AND SIGNAGE. 1) Fuel tank venting shall be extended to above roof lines. (See Mechanical Addendum No. 1 -Drawings, Sheet M3.3, 1 and 2.) 2) The fuel tanks shall be built to U.L. 142 above ground tank specifications, which includes explosion venting. (See Mechanical Addendum No. 2 - Specifications, Section 15176, 1.02.) Note: The 300 gallon tank size called for on this project is not commercially available with U.L. label. The tanks will be built to U.L. specifications but will not have label. 3) The fuel tanks specified have secondary containment. (See Specifications, Section 15176, 2.01, A.2.) 10 S Mr. Tom Davis, Code Compliance Director Valley Hospital & Medical Center, 90057 - 1Ba June 17, 1991 Page 3 4) A separate tank installation permit shall be obtained from County. (See Mechanical Addendum No. 1 - Specifications, Section 15176, 1.01, A.) 5) Security and signage shall be provided around tank construction sites. (See Mechanical Addendum No. 1 - Specifications, Section 15176, 3.01, C.) b. OBSERVE SPECIAL REQUIREMENTS FOR SUPPLY OF HIGH- PRESSURE MEDICAL GAS SUPPLY CYLINDER. No new work is being done in this area. c. OBTAIN THE SERVICES OF AN INDEPENDENT TESTING AGENCY. This will be done by the time the response to review comments are resubmitted to the County. d. USE APPROVED STRUCTURAL STEEL FABRICATOR. This will be done. e. ALL WOOD IN TYPE I - F.R. PORTIONS OF PROJECT TO BE FIRE RETARDANT TREATED. This was clarified in Addendum No. 1. f. PROVIDE DESIGN SUBMITTALS FOR FIRE-RESISTIVE REQUIREMENTS FOR THE FOLLOWING: ONE-HOUR CEILING AT TYPE V - 1-HOUR OUTPATIENT AREA; THREE-HOUR STRUCTURAL FRAME FOR TYPE I - F.R. AREA; AND TWO-HOUR CEILING/ROOF, AND EXTERIOR WALLS MEETING SECTION 1803 FOR TYPE I - F.R. AREA. The ceiling in the Type V - 1-hour area is 5/8" Type "X" gypsum board attached to underside of wood joists at 16" o.c. with 5/8" thick, 12" x 12" acoustical ceiling panels directly attached to gypsum board. Because this is an existing facility, we have no research reports or design submittals for this system. The three-hour structural frame for the Type I - F.R. area follows U.L. Fire Resistance Directory Design No. X528 for the tube steel columns in Medical Records and No. X507 for the existing wide flange columns in Radiology. See attachments. Also, see Addendum No. 1 Clarification Drawing CA-4. The two-hour ceiling/roof follows U.L. Design No. P711. For the exterior walls in the Type I-F.R. area, we would ask for the Exception No. 1, under Sec. 1803 (a) exterior walls, that allows nonbearing walls fronting on public ways or yards with a width of at least 40 feet to have unprotected noncombustible construction. g. PROVIDE MSDS SHEETS FOR CHEMICALS SUBMITTED ON HAZARDOUS MATERIALS WORKSHEETS. These sheets were submitted by Tom Fox, from the Valley Hospital, during the pre-construction conference. h. THE FIRE ALARMS SYSTEM MUST EXTEND INTO ALL NEW PORTIONS OF THE STRUCTURE. PROVIDE DETAILS. Outpatient Area 1) Area is sprinkled, see mechanical drawings. 2) Magnetic door closures shown tied to fire alarm system, see Drawing E2.2. Records and X-Ray Area 1) Relocate existing audio/visual signal in corridor to the west at door entry to Room#166. 2) Area is sprinkled,• see mechanical drawings. X-Ray rooms are protected by Halon systems, see mechanical drawings. 3) Magnetic door closures, Halon system tie to fire alarm system noted in Drawing E3.2. Existing audio/visual signals in corridors to remain as they are. i. PROVIDE DETAILS OF EXIT SIGNAGE. Outpatient Area 1) Exit signs are existing, egress lighting added. See Drawing E2.1. Records and X-Ray Area 1) Exit signs are existing, egress lighting added. See Drawing E3.1. 3. Energy Comments: a. SUBMIT HEAT CALCULATIONS FOR PROPOSED BUILDING WHICH MEET MINIMUM REQUIREMENT OF THE WASHINGTON STATE ENERGY CODE. See attached WSEC requirements and heat loss calculations. b. PROVIDE LIGHTING LAY-OUT, SWITCHES AND CONTROLS INCLUDING LIGHT FIXTURE SCHEDULE SHOWING THE SPECIFICATIONS AND WATTAGE. ALSO PROVIDE LIGHTING BUDGET CALCULATIONS FOR INTERIOR AND EXTERIOR PORTIONS OF THE BUILDING, INCLUDING PARKING AREA, PER SECTION 505 AND TABLE 5-11 OF THE NWEC. LIGHTING BUDGET CALCULATION FORM IS ATTACHED. Lighting layout, switches, controls and fixture schedule are shown on the electrical plans. Lighting Budget Calculations for administrative areas are attached. Treatment areas, patient rooms and diagnostic area lighting is exempt as is all emergency and egress lighting. Exterior lighting calculations are not applicable to this project. 4. Mechanical and Plumbing Comments: a. FIRE DAMPERS SHALL BE REQUIRED AT ALL PENETRATIONS. All new air outlets for outpatient and SAC Department shall have one-hour ceiling fire dampers. (See Mechanical Addendum No. 1 - Drawings, Sheet M4.1, 1.) Also see enclosed Fire Damper Catalog Data Sheet. 40 Mr. Tom Davis, Code Compliance Director Valley Hospital &Medical Center, 90057 - 1Ba June 17, 1991 Page 5 b. SUPPORTS FOR THE CONDENSING UNITS SHALL BE NON- COMBUSTIBLE. Treated 4x4's are being replaced with steel curbs for support of condensing units. (See Mechanical Addendum No. 1 - Drawings, Sheet M5.1, 1.) c. VERIFY BRACKETS AND PRE-CAST UNITS SUPPORTING DUCTS ON ROOF ARE ADEQUATE TO RESIST WIND LOADS. Our structural engineer, Peter Suden, has indicated that the weight of the pre-cast concrete supports pose no problem to the existing roof system as the pre-cast units weigh approximately 150-170 pounds, about the same as a man. The straps and pre- cast concrete supports are sufficient to resist wind loading. d. ABS AND PVC DWV PIPING INSTALLATIONS SHALL BE LIMITED TO COMBUSTIBLE CONSTRUCTION AREAS. ABS and PVC piping is not allowed by the mechanical specifications. e. CROSS-CONNECTION CONTROL SHALL BE PROVIDED FOR POTABLE WATER. Cross-connection control shall be provided at all code required locations. 5. Fire Protection Comments: a. PORTABLE FIRE EXTINGUISHERS SHALL BE INSTALLED AS PER UFC STANDARD NO. 10-1. Existing fire extinguishers currently service this area as per code. b. WHEN SERVING 100 OR MORE SPRINKLERS, AUTOMATIC SPRINKLER SYSTEMS SHALL CONFORM TO UBC SECTION 3803 WITH REGARDS TO SUPERVISION. This will be done. c. PROVIDE SHOP DRAWINGS OF SPRINKLER SYSTEM BEFORE INSTALLATION. Fire sprinkler shop drawing submittals will be forwarded to authorities having jurisdiction for approval. (See Mechanical Specifications, Section 15500, 1.04, B. 2.) This concludes the A/E response to your departmental requirements. We trust you will find this material satisfactory and will allow the General Contractor to obtain a building permit in the near future.
