(716) 684-9000 Ken Shouse, Musil, Perkowitz, Ruth, Inc. Contact person (213) 595-5577 Richard Masan, Inland Pacific Engineering SCOPE/PROJECT DESCRIPTIONs I. General Overview - The applicant is proposing the demolition of existing buildings located on the site and the construction of a Home Improvement center located on an 8 acre site. The Center will consist of 100,000 square feet with another 8,000 square feet of nursery. A total of 521 parking stalls is being provided. . II. Construction Schedule - Construction is scheduled to beqin as soon as possible, but no later than the first week in May. SIIMMARY OF DEPARTMENTAL REQIIIREMENTS: I. Planning Department (456-2205) A. Discussion/Requirements 1. It was stated that the property is located within a B-3 zone which was subject to a zone change, number ZE-45-86. 2. It was noted that the parking as illustrated is adequate. - 1 - . 3. Bike racks must be installed, the number of bike racks required is calculated at 1 rack for every 10 parking stalls. 4. The area for the trash dumpster shall be enclosed with a siqht obscurinq fence. B. Permit Release Requirements 1. There are several conditions applicable to the zone change, all of which must be satisfied prior to issuance of the permit. The conditions are as follows: a. A 35 foot setback from the south property line is required. b. Lighting and signage plans are required to be submitted. c. A landscape plan which illustrates the size, types and quaritities, is required to be submitted for review and approval. d. An estimate from a nursery for landscaping, along with a promissory letter to install landscaping is required. e. An ASA Notice to the Public must be recorded with the County Auditor's Office. f. A six foot sight obscuring fence must surround all outdoor storage areas, including the nursery. 2. The property contains several parcels, i11 order to combine the parcels a Certificate of Exemption must be completed at the Planning Department. 3. A written agreement from the applicaxit is required to be submitted. This agreement must state the owner/ applicants have acknowledqed that parking and landscaping would have to be maintained in compliance with the conditions of the rezone and that may involve relocation of parking and landscaping should road improvements be made on Farr Road. 4. The Planning Department would release the building permit for footinqs and foundations at this tiYae upon the submission of the written agreement. - 2 - . . . ► II. Engineering (456-3600) A. Discussion/Requirements 1. A copy of comments was given to the applicant and Building and Safety by Bob McCann. 2. Your contact person at the Engineer's Office will be Gary Nelson. 3. It was stated that there is little possibility improvements wfluld be made on Farr Road which would affect the applicant. Should there be improvements it would most likely occur on the west side of Farr Road. B. Permit Release Requirements 1. A drainage plan with calculations, which has been prepared in compliance with Spokane County "Guidelines for Stormwater Management" must be submitted and approved. 2. Right-of-way dedication consisting of 10 feet is required on Farr Road. 3. Road drainage plans for street improvements on Farr Road which have been prepared by an engineer must be submitted for review and approval. 4. Approach permits must be obtained for approaches from Farr Road and Sprague Avenue. 5. It was noted that the Engineer's Office would be in the position to release the permit for footings and foundation possibly by April 7, 1988. . III. Health District (456-6040) A. Discussion/Requirements 1. It was noted that there are several on-site sewage systems and numerous drywells. These drywells must be drained and filled with pea gravel, removed or crushed. 2. All debris on site due to demolition must be taken to a licensed landfill when disposed of. 3. This project will connect to valley sewer. - 3 - B. Permit Release Requirements 1. The Health District signed off the permit. IV. Utilities Department (456-3604) A. Discussion/Requirements 1. The utilities Department was not present, however, comments were submitted prior to the conference. 2. A sewer connection permit will be required to be obtained at the time of connection to the sewer. B. Permit Release Requirements 1. The Utilities Department will sign off the permit. V. Fire District No. 1(928-2462) A. Discussion/Requirements 1. The fire district needs information on where the applicant plans to locate the fire hydrants. The fire district will review a site plan €or desired locations of any hydrants. B. Permit Release Requirements 1. Approval of hydrant locations must be submitted to Building and Safety by the Fire District. VI. Building and Safety (456-3675) . A. Discussion/Requirements l. Fire flow was calculated to be 3,000 gpm. 2. It was stated that Building and Safety has concerns that the project meet the Northwest Energy Code and Washington State Enerqy Code requirements. The applicant indicated that he would be meetinq the requirements of these codes. 3. The plan review has not been completed at this time. Upon completing the plan review a letter will be sent to the applicant which will outline all requirements. It was also stated that Ren Jeffrey would be discussinq any other requirements with the applicant after the meeting. - 4 - . . 4. It was noted that the plans appear to be complete and anticipate no siqnificant problems in review and approval. B. Permit Release Requirements l. The permit will be released upon approval of constructions plans by Building and Safety. REQUIRED ACTIONS (Count : l. Daryl Way will give the applicant locations of the existing drywells on the site. 2. Ken Jeffrey is to give a copy of the site plan to the Fire District to locate fire hydrant placement. APPLICANT'S COMMENTS/ACRNOWLEDGEMENT: The applicant acknowledged that all comments/requirements were understood. The applicant had no further questions at this time regarding permit requirements. coRREcTioxs: To miautes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes. To plans as required by any or all of the above-listed departments shall be submitted in sets of 7 to Building and Safety who will then distribute accordingly to each department. AD.TOIIRNMENT: There being no further business, Tom Davis thanked the applicant and the departments for their participation and reminded all that he should be contacted if there are any unforeseen problems which may arise. I have enclosed two (2) executed originals of the License Agreentent which you enclosed for execution by Bella Vista Group, Inc. The License has been executed by Bella Vista Group, Inc. Please return one (1) fully executed and attested License Agreement to me in the enclosed Federal Express return envelope. 2. I have also enclosed the $100.00 annual fee (Bella Vista Group check No. 1431). 3. A copy of an executed and notarized Quit Claim Deed with respect to the 10 foot strip along Farr Road. The original is in my file. I would like to record it the day of our closing. The closing will consist of the purchase from Mr. & Mrs. Hendrikson, the conveyance of the 10 foot strip to Spokane County and the mortgaqe to our lender. We are using Safeco Title Insurance Coinpany, through the Spokane County Title Company. However, we intend to close the entire transaction in Seattle, also through Safeco but probably a different agent. Please let me know this procedure is satisfactory to you with respect to the Deed for the 10 foot strip. SECTION 5- MAINTENANCE OF RECORDS The Licensee shall make anailable to the County or the Washing[on State Auditor or their duly authorized representatives, at any time during their normal operating houra, all records, books or pertinent information which the Licensee shall have kept in conjunction with this agreement and which the County may be required by law to include or make part of its suditing procedures, an audit trial or which may be required for the purpose of funding the services contracted for herein. SECTION 6 - MODIFICATION No modification or amendment to this agreement shall be valid until the same is reduced to writing and executed with tbe same formalities as this present agreement. SECTION 7 - VENUE STIPULATION This agreement has and shall be constructed as having been made and delivered in the State of Washington, and [he laws of the State of Washington shall be applicable to its construction and enforcement. Any action at law, suit in equity or judicial proceeding for the enforcement of this agreement of any provision hereto shall be instituted onlq in the courts of competent jurisdiction within Spokane County, Washington. SECTION 8 - WAIVER No officer, employee, agent or otherwise of the County, has the power, right or sutharity to waive any of the conditians or provisions to this agreement. All remedies afforded in this agreement or at law shall be taken and constructed as cumulative, that is, in addition to every other remedy provided herein or by law. Failure of the County to enforce at any time any of the provisions of this agreement or to require at any time performance by the Licensee of anq provision hereof, shall in no way be construed to be a waiver of such provisions, nor in any way affect the validity of this agreement or any part hereof, or the right of the County to hereafter enforce each and every such provision. SECTI4N 9 - LIABILITY Use of the premisES under this agreement will be entirely at the Licensee's own risk and the Licensee expressly agrees to indemnify and hold harmless Spokane County and all its off icers, agents, employees or otherwise, from any and all liability, loss or damage that they maq suffer as a reault of claims, demands, actiona, damages or injuries of every kind or nature whatsoever bp or to any and all persona or property or judgments against them wbich result from, arise out of, or are in any way connected with the use of the premises by the Licensee under the terms of this agreement. The license is revocable at will and non-assignable and does not exclude possession, either wholly or partially by the Countq of tbe premises subject to the license. A drainage analysis for the Farr Road improvements hae been eubmitted eeparately. North of Basin "G" in the northeast quadrant of the Bite is a Bmall area of paved driveway whose BtormABter runoff will not be disposed ot on-Bite. This area has an area of approximately 280 sq. ft. or .006 aares. Therefore, the grates along both curb lineB at the north property line will capture runotf and direct it to a 6ingle barrel type "A" dryWell, without any '208' treatment. The appraximate untreated '208' volume is (.048 acre)(43,550 ft/acre) (.5 in)/(12 ft/in) = 87 cu. ft. Grate Calculatione Almost exactly half of the baein'a flow will be in each gutter. By inspection, time of coneentration will be leas than five minutes. Therefore, Q in each gutter will be equal to 1/2 CIA where C = .90 I = 3.18 A = .048 _ .137 cf s . From Figure 18, of the Guidelines, if Q = .137 cfs. Z = 1/.OZ = 50 n = .016 S = .06 depth of flow =.049 ft. and width therefore equals .049 * 50 or 2.445 ft. Figure 14 may be used to calculate the percent of flow esptured by the grate. The width of a type 1metal frame and grate is 1.56 feet. Wg/Wf = 1.56/2.445 = .638, uee 64. Therefore, from Figure 14, % Q captured ie approximately 93%. Q in each gutter was caleulated to be .137 cfg. So each grate will capture .127 cfs. and a total of 2*(.137 -.127 cfs.) = 2(.010 cfs) =.02 cf6. will flow past the gratea. The attached drainage basin map6 BhowB the reviBed drainage basins and Basin "H", which was inadvertently omitted from the original Bubmittal. By inspection, the time of concentration for SubbaBin "B1" is leBS than five minutes. The area of the subbaBing is .36 acreg and the peak digeharge is therefore Q3o = CIA = (.90)(3.18)(.36) = 1.03 cfe. The grate will exist in a Bump condition, depreBBed 2" below the typical curb depth to an elevation of 85.03. The deaign elevation of the aBphalt 18' ta the west is 85.40. The head as the grate will therefore be 0.37 foot. The capacity of a grate in a sump condition with a head lesg than .40 foot is calculated by the weir formula. Q = CPH 3/2, where C = 3 P= 1.56 + 1.71 (two 61des will be againBt curb) = 3.27 H = .3? @= 2.208. Because no curb opening is provided, this reBUlt muBt be divided by two, a6 a eafety factor. The ealcul te R~- capacity of the grate is the~cefare 1.1 cfg, whieh is es than. the calculated peak discharge for SubbaBin B1, and, there ore, adequate. A 6" PVC eulvert will carry flows from the catch bagin to '208' Pond B2. UBing a nomograph (Fig. 3) from a technical bulletin "Storm Sewer Hydraulicg" dated 4/8/68, prepared by the Pacific Northwe8t Concrete Pipe Association, aonnect the design pipe Biae of 6" and slope of 040 ft./ft. and extend the resulting line to determine the flowing-full discharge and velocity, which are 1.2 cfs and 6.1 fps, reBpectively. The flowing-full velocity is greater than the minimum 4 fps and he flowing-fill capacity of Z.7 cfe i6 greater than the alculated peak discharge. Grate and Pipe CalGUlations - ~asi "JIL By inspection, the time of conaentration of the eastern portion of the roof draining inta Basin "D" (desigrYated aB Basin "Dl" on the attached drainage baein map) is lesB than five minuteg. It has an area of 130 x 117.5 = 15,275 sq. ft. or .351 acre6. Therefore Qio = CIA =.8 * 3.18 *.351 = 1.005 efB The flow will issue from ascupper froID the roaf direetly into a Type 1 metal frame and grete on a Type 1 cateh basin lacated in front of the Bcupper adjacent to the curb. 6 The grate will be depreased 2" below the typical curb depth of fi" to create a lacal depresBion to insure aapture of the runoff diecharges. Capacity of a Type 1 metal frame and grate in a sump condition may be calculated uaing the weir formula Q = CPH 3/2, where C = 3 P= perimeter = 6.54' (since flow will be isauinB from curb, all four BideB may be included in perimeter) A= depth of water = 2" =.167 ft. Q= 1.339 cfs, whieh is greater than the calculated discharge from the roof. Therefore, the grate and a2" loaal depression is adequate. Runoff will then flow northerly in an 8" ductile iron pipe ta an Qutlet in the '208' drainage pond for Basin "C". The Blope of this pipe is (80.09 - 88.30)/102 =.01755. Using a nomograph (Fig. 4) from technical bulletin "Storm Sewer Hydraulic6" dated 4/8/68, prepared by the Pacific Northweat Pipe Asgoeiation, we map calculate the peak discharge and veloeity of flow which this pipe will handle at the design slope. Fnter the pipe diameter and Blope and extend astraight line between thoge two values to calculate the flowing-full discharge and velocity, which are 1.7 efs and 4.9 fpe respectively. The flowing-full velocity is 4.9 fpe, Which is greater than the 4 fpa minimum required by the County in public street deBiBnB. The discharge is 1.7 efe, whieh is greater than the 1.005 cfs calculated f low from the roof. Grate and Pine Caleulationg - Baain H Basin "H" has an area of .123 acres. By inspection, time af concentration is less than 5minuteg. Therefore, the peak disaharge is Qio = CIA 90)(3.18)(.123) _.3b cfa. Inflow into the depressed loading dock area Will be diBCharged into '208' pond "E" via a suIDp pump and 96 feet of pressure main and 26 feet of unpressurized Btorm sewer. Minimum pumping performance will be 160 gpm at a total dynamic head of 10 feet. Sump pump plans will be submitted under a Beparate cover. The pressure main will diacharge into a type 1 catch basin, from which the flow will be directed north into another 6" storm pipe. The slope of the pipe will be (80.38 - 89.90)/26 =.0185. Using the Bame nomograph as above (Figure 5) and connecting a 6" pipe gize and a.0185 Blope, the flowin8-full capacity is 3ust under 1 cfs and the velocity is 4.4 fpe. (See attached atreet plan.) The purpose of this report ig to deternoine how much stormwater runoff will be caused by this aonstruction and to Biae drainaBe faQilities which will dispose of this runoff. The Spokane County 8ngineer's Office hae stated that no '208' treatment of atormwater runoff from Farr Road Will be required. The design storm'for this analyeiB will be a ten-year storm. Sheet 75 (copy attached) of the Soil Survev of SRokane Co_tv WaBhinatQn, Bhows that the Boil type of the Bite iB GBA. GarriBOn gravelly loam. CALCMATIONS Stormwater runoff will flow in the street gutter from the south end of the proJect towardB the north, where the flow will be intercepted by a Type 1 metal frame and grate at Sta. 52+00. The developed "C" factor for thiB basin, shown as Ai on the attaehed street plan, is 78. However, the Becond grate at Sta. 52+25 would actually exiBt ia a sump condition and would therefore capture considerably more of the gutter flowa than the calculationB in Figure 1 indicate. The existinB Type "B" curb at the south end of the return has a gutter depth of only .37 feet, which is at an elevatioa of 83.02. The grate at 3ta. 52+25 is deaiBned to be depre6sed 8" below the proposed top of curb elevation of 83.41, 2 . . e . to an elevation of 82.74, almoat .28 below the exieting gutter to the north and .25 below the exieting aenterline elevation of 82.99 at the same station. The greatest depth and, therefore, maximum head which Would develop at the 8rate at Sta. 52+25 ia 0.25 feet . Greater depth of water would flow northeasterly around the exieting curb return. By Figure 14 in the GulAplinpa, f Q/P = 3.0 * H 3/2 = 3.0 * (.25) 3/2 = 3.0 * .13 _ .38 cfs The perimeter of a Type "2" metal trame and grate (not including the eide against the curb) is (2 * 1.56) + 1.71 = 4.83 ft.) If the total perimeter is 4.83 feet, then the total rate of flow paBBing through the grate i6 4.83 *.38 cfs or 1.81 cf6, which is substantially larger than the carryover flow from BaBin A1 and flow from Basin A2, a total of .44 cfs, therefore, the Type ' 2' metal frame and grate will handle all the runoff which flows to it. Figure 1 indicates that the Type 1grate at Sta. 52+00 will capture runoff at a rate of .75 cfB. Therefore, the drywell at Sta. 52+00 will be a Type "B" double barrel drywell. The Type 2 metal frame and grate in the sump condition at Sta. 52+25 will capture .44 cfs. In the Garrison soil type, a single barrel Type "A" drywell will accept flows of .33 cf6. The exaeBe flow at thie drywell Will be .44 -.33 afe, or .11 cfs. Therefore, a 10" cmp to carry thig excess flow back to the double barrel dryWell at Sta. 52+00 has been provided. The total flow at thiB drywell is therefore .75 afs captured by the grate and .11 cfs frcm the 10' emp or .86 cfe.
