General Overview - The owner Spokane Transit Authority is proposing the constructian of a 21,3000 square foot bus service center. One half of the building will be used as a bus barn and the other half will be used as a maintenance area for the busses. The maintenance area will contain bus washinq bays and a fueling station. STA is the lead agency for compliance with State Environmental Policy Act (SEPA). A checklist has been circulated for review and comment. BOMMARY OF DEPARTMENTAL REQUIREMENTSt I. Planning Department (456-2205) A. Discussion/Requirements 1. The proposed use is allowed in the RI Zone. 2. The applicant talked with John Pederson of the Planning Department regardinq parking for the proposed. The required amount of parking stalls is 37 as determined in their discussion. 3. The applicant stated that there would be approximately 15 employees at the site. 4. A separate permit shall be obtained for any signs to be located at the site. The permits may be obtained at a later date. 5. In 1991 the current zone classification of RI will be changed to I-2. (Liqht Industraal) 6. The landscapinq plan that was submitted is adequate. 7. The proposed is located over the Aquifer Sensitive Area. 8. Permit Release Requirements 1. An estimate from a nursery including size, type and quantity along with a pront3,ssory letter from the owner stating the landscaping will be installed shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirements l. Comments were qiven to the applicant and Building and Safety by Bob McCann. 2. Bob McCann stated that he would like a copy of the SEPA Checklist for his records. 3. One of the requirements of the SEPA Checklist may be the dedication of right of way to the County Engineering Department. 4. The drainage check print was returned to the applicant during the meeting. Please address the comments on the check print and return it to the Engineering Departiaerit. 5. Approach permit must be obtained from the Engineering Department for any driveway approaches or any modification of existing approaches. B. Permit Release Requirements 1. Please address the comments on the drainage check print and return it to the Enqineering Department. IZI. Health District (456-6040) A. Discussion/Requirements 1. The proposed will be connected to the sewer system. _•2 , , • . ♦ . 2. Al1 construction and demolition debris must be taken to a licensed land fill. 3. Please install a riser and ring type lid to grade so that the tanks will be accessihle. 4. The old sewage system needs to be abandoned by either filling the tanks, crushing them or removing them. 5. Please submit an updated critical materials listing to Building and Safety for review. B. Permit Release Requirements 1. The Health District has released their portion of the building permit. IV. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review has been completed and a letter will be sent to the applicant by Ken Jeffrey. 2. Fire flow for the proposed is 4000 g.p.m. The hydrant locations are adequate. 3. Ken Jeffrey stated that he had some concerns with ventilation for the pit area. 4. An automatic sensing devise shall be installed for the storage tanks. 5. Handicap requirements for parking and access shall satisfy the minimum requirements of the Requlations for Barrier-Free Facilities. B. Permit Release Requiremerits 1. Two complete revised sets of plans addressing the items discussed during and after the meeting needs to be subinitted for review and approval.
