I also spoke with your foundation contractor,Paul Jump,about the amount of rebar placed in the wall. He informed me that the rebar placed In the wall conforms to Spokane County Requirements. it is our opinion that the backfill be excavated to relieve the lateral pressure on the well. The concrete slab should then be poured,the floor system should be installed and the cripple walls should be sheathed With APA rated sheathing prior to any further backfilling. We also recommend that the cracks be filled with an Injection epoxy such as Simpson or Hilt. Please fird additional sheets regarding Cold Weather Concrete Placement and Curing and Spokane County Foundation Requirements,for your information.
