I am writing to express concern over a potentially hazardous design problem in
the parking field of the above theatre.
For several months, our engineers and contractor have attempted to explain and
gain relief, thru the County Engineer's office, from surface drainage requirements
purportedly established by the 11208 Aquafer Study" and ordihance. Our engineers
and we consider the following design flaw very dangerous to persons and vehicles.
We have had to meet design criteria that places the rim of the parkinq lot
drainage catch basin six (6) inches above the finish grade of the parkinq surface.
Two irtmediate problems are caused by this requirement. First is the possihliity
of an auto driving into catch basin rims ceusing damege to both rtms ond vehieles `

Dear Sir:
Upon reviewing the most recent plans we received, I find they are adequate and
we could sign Chem. Our approval, however, would be conditioned that no occu-
pancy peFmit be issued until the north area of the parkiag lot drained by the
0.2 foot deep ditch is constructed and water tested to assure it drains properly.
We apologfze for the misw+derstanding of our comment on the type 3 frame snd
grate. This comment was intended as a question since this grate is readily
available in the Spcakane area. However, aay grate you wish to use that will
accept the projected flows would be acceptable.
One additional type A(8 £oot deep) drywell could be added to areas 28, 2H and
2J. This would meet ndoi.mum county standards and eliminate approximately 1,000
feet of 6" pipe interconnecting the drywells.
Upon reviewing the cxoss sections we note some traffic lane cross slopes whieh
exceed 6%. This ma}r rkeate a problem for cara when snow and ice are on the
parking lot.
. In addition there appears tu be more excevation on the site than would be re-
quired to accomplish tlit-, "a08" drainage.
Please notify this office if you would like us to approve the plans as they
are or make some chang« rn theiTi.

above project. Also enclosed is the n,arked set you sent on 10-28-82.
In answwer to your commerrts:
1. Calculations are enclosed for each individual section showYng that it
has adequate grass area and surface storage. In some cases where an area
had an excess flow for one drywell under the 10 year storm, pipes have
been used to take some of the flow to adjacent area dr'ywells wittNexcess
capacity. Where there are two drywell withi.n an area level pipes are
placed to aid in equaliZing the flow. We fe].$ that there were sufficient
elevations artd contours for construction. We are not required to meet the
requiremerrts for a Federally aided Road Pro3ect on a private parking lot.
We can eliminate the poor contractor who makes the biggest mistake in his
estimate.
2. If you will look at the enclosed copy of the access easment across
the 94 foot wide properting on the east, you will see that we are not able
to 13mit the access through that property from Sprague to inbound only.
Al.so with others having access rignts from the West for the 300 feet nearest
Sprague and the rear portian of the property to the West having accesa thru
our NN corner.. it is fut3le to try to make our two way width aisle into a
one way circulation pattern. If you can farce Pekin Gardens and the Fish
and Chips to accept restrictions on their access we might be able to do '
some work on this but otherwise we cannot lega.lly comply. ~

4. See detail at lowar left of sheet 1. This detail answers a1l of your
questions. The detail has been revised to a different curb now.
5. A11 drywells were at the same elevation and were called out at the
left azde of the plot plsn as being typical. We have added elevations at
each drywell to aid people who cannot look at the full sheet of drawing.
6. The UISD agaceement should be a little more speci.fic as to what is to
be built etc.3rTe are between two lines and will be unable to connect to
the closer one so we are eoncerned. ~
1. from sheet 1A. Elevatzons have been added. It is impossible to more
clearly deliniate a.2 foot deep ditch araund the north en+d which keeps
our drainage from going to the street or others property with one foot
contours on a i" to 401 scale plan. We feel we have adequate information
for a corrtractor to build this. If not we will be asked sgecific queations
at the time ot construction.
In answer to your unnumbered comanents.
The area is deteraiined by multiplying the length times the width of all
portions of similar, paved, grass, paver blocks, etc areas. ~
We have no control over the east entrance see item 2 on the precedin,g
page onl,y rights of ingress and exit accross the property. As it is mostly
paved we assume it meets your standards arad if not we can do nothing
about it.
The pipe from the drywell at the west side of the bui].ding to the drywell
in the parking lot had the elevations marked at both ends. They were rot
labeled invert elevation however.
The drywell s have been moved further away from the dxai.nfield and the
building.
Since the only cover you will permit on drywells used to take aurface
water is the Spokane County Standaxd no 3 we have changed . The slabs have
been added as you requested.
The drainage at the east of the theater ran along the curb into the ma3n
parking lot. It has been changed ciue to the chan$ed grading required for
the disposal system.

the project engineer. He indicated they were aware of these problems, but that they

agreement.

any propased changes. Iiowever, any such changes must still meet the aquifer protcc-
tion criteria. Lowering the drywell rim flush with the parkiing lot surface, as
