~ COLUMBIA GYPSUM PRODUCTS APPLICATIOTI FOR A SPECIAL PERIVIIT

Mro Hawle,y: This is a special meeting called to make decision on the
application of the Columbia Gypsum Products Company for a Special Permit
to construct and operate a factory in Spokane Valley, east of the Naval
Supply Depot. This application was heard last week a t our regular meet-
ing, and we are to make a decis ion today.
Mr. Meenach: At the last meeting we requested a statement from the Columbia
Gypsum Products Company and I will ask the Secretary to read that statement
at this time. (Mr. Hawley read the statement. ) We have a letter £rom the
Spokane Valley Chamber o£ Commerae. Will you read that Mr. Hawley? (Mr.
Hawley read the letter. ) Now will you read the financial statement? 014r.
Hawley read the financial statement to the Board.) This is a special meet-
ing aalled to give further information for a Special Permit for the con-
struction of this plant. We will be glad to hear from any interested
person. UJould you like to speak? '
Mr. McLoughlin: I arfl a member of the Spokane-Pacific Lines, We operate
between here and the Coast. I would like to state that we are in favor
of establishing any i.ndustry in the County that will promote a growth to
the Valley.
Mr. PAeenach: Is there anyone else to speak on the application? The matter
is to be,referred to Executive Session for final decision; so if anyone
would like to say anything, they should do so in open meeting. Are there
any questions?
Mro Fosseen: I would like to know~more about the freight r,ate.'"
A4r. Palmer: That rate probably will be 50% higher.
Mr. Fossoen: I have been in conference with the RailroRd Company., and they
wouldn't accept anything less than 29 cents at least.
Mr. Palmer: We have three different rates offered, running all the way
f rom 22 cents to 29 cents. I ha4e been han dling it mysel£, but Z am not
to competent in handling freight rates. I have one person that will be
able to handle it very nicely. I made on other poi-nt, that is we will
have to file a protest. Just tivhat that rate is finally going to be, I
don' t know .
Ptlr. Fosseen: You made that statement,
Mr. Palmer: All our statements are just approxi-nate.
Mr. Fo sseen: We can't go on what you say, it is znrhat you have in here.
VUhat is the rate from Hanover to Spokane?
Mr. Palmer: That wAS 27 cents before the last increase.
Mr. Fos seen: Vdhere do you expect to sell this land conditionerc'
I+1Tre Palmer: In the Inland Empire, in this area hereq It is about 31.2
cents at the present time.
Mr. Fosseen: If they were going to ship in the Palouse vicinity say
around Pullman, what would the rate be?

Mr. Palmer : I don 't know. Nlr. Fosseen: It would be 29 cents,
illr. Palmer: I don't think it would be 29 aents there. I thought it was
31.2 aents, the increase from Hanover to Spokane, that is what the N. P.
gave me .
Mr. Fos seen: It will be 9~,- cents more to Pullman.
Mr. Palmer: Zt is a very strange business that the frgi.ght will not be as
favorable as it was at first. Vde have had about 3 rates, but we don't
know what it will be for sure. When that was purchased, tive thought it
would be $3.00 a ton.
Mr. Fosseens You didn't say it will be a"thought", you had it down as "now".
• Mr. Meenach: Any other questions?
' Mr. Anderson: I wasn1t here at the last meeting, but do you propose to put
in bags, or whatever you use, to keep the dust dovrn in that vicinity?
Mr. Palmer: We expect to put in these silk stocking legsa Vle want to have
that privilege. t'~:e want to keep our place clean as well as you want us to 0
PRr. Fosseen: All I want to do is get at the truth so when the stock is
sold, the people who are investing in it will not get hurt, You said you
had the right to sell the stock, but you didn't say that in your letter.

rllr. Barrett: Before any comgany is authorized to sell stock, the S.C.C. wili
have to approve any stock that is merely promoted•
ARr. Fos seen : In other vvords, you don't have any approval.
Mr. Holmss : I would like to ask if it is the interest of this committee +o
investigate tha finances of this company, or anprove the permit? It seems
you are getting off the subjoct.
Mr. Meenach: lffe are to decide on granting the permit. We ~Aant to investigate
before granting the permit to see whether or not it is the right thing to do.
Pdr. Fosseen: They should be required to put up a bond to guarantee the busi-
ness. I think it will be well to put up a bond to gvarantee investor gro-
teetion. We have to be aareflul, we have to protect the public. It should
stluw some si.gn of success. When the statement comes in here that says nolar
the Financial Report is very favorable at $3.00, and we ohecked it up; and
they haven't even guaranteed a 29 cent rate. ihere ivould be a di£ference
of 9,,i-, cents arhen you shipped it out.
Mr. Could you tell mo if there will be a freight-rate inarease bettivoen
now and the next six months? The C.C.R. told mo we didn't have anything to
worry about•
Mr, Fos seen : Do you have anything in vrriting? '
PAr. Meennch: Vde have covered that subjeat, now is thore anyone else to speck
on f'he location of this plbnt? If you are not going to disauss it, rre will
go into Executive Session@ jie like to give everbody a ehanco to be heard.
Mr. Vau~han: I stonped in at the plant in British Columbia.. They took us
Ehroug le whole plant. We saw eVery Qvi.dence of good faith to carry througi.
I have discussed it with many peopla in the Valley and they think it will be
a great thing. The only thing was dust and the company promised us that it
would be taken care of. I sincerely think it will be. I think they are in
a position to do it and Iwould like to see the plant aome to the Va11ey.
flRr. Fosseen: I cheaked up with a man that I know and he said the analysis
was a very high Gypsum. You expect to put a processing plant up in the
quarrie, how much gypsite do you havE to go through?
Mr. Palmer e Three feot. The proeessing plant will be only for shipping g,ypsum
Mr. Fosseen: That will be shipped from Hoppor ears, won't it?
Mr. Palmer: I doubt it, I tha.nk it wi].1 be bottom £lat c ars, the other aren't
available.

plant if it is sucaessful, but I don't like to grant something that isn't

CURTIS GROCERY STORE

those who are presQnt now that wasn't at our last meeting, please tell us
about your request.
n4r. Curtis: I just tivant to construct a little grocery store, 20 x 30 and
about 72 foot ceiling• I vrant to construct it as near like my dsvelling as
I can and I think I can do a good job. I figure to put up the building
myself and to operate a little resident grocery, in a distriet where it is
building up, and it is my only souroe of making a living for my family.
Mr. Meenach: Any questions? Thank yau very muc h Mr. Curtis. We will act
on it in juat a fevtiT minutes and we will let you know our decision.

of dust causod from the procassing plants. It is further understeod that
this special permit is for the construction o!f the first unit of the projoct
and that, previous to the construction of other units, a construction permit
shall be had from the Secretary of the Plnnning Commissionw

cussed, briefly recites proceedings of the session. The transcribing
of the notes by Federal Court Stenographer, Stanley Do Taylor, will cost
about $40.00. Our budget will not allow for the expenditure of this
amount, but lti4r. Excell has a plan to guarantee the payment. ' We have
requested 42 interested persons and companies to submit names for member-
ship on a committee to further aonsidor t ho project - 16 names have been
proposed. As soon as a sufficient number •f names have been received,
they will be prosented to Chairman Meenach for his approval and a date
set for the committee meeting.

~ Rea]. Estate man sold this propErty to rAr. Poe. Ho could see no objection
to this shop. It is true that most of the property erected in this zone
are residences, but there are quite a nvmber of commercial places, such
as welding shops, etc. 14r. Poe wants to put this antique store in front
of his residence. He has not seen nnother antique shop on the highway
and they would havF to be attractive to get tou rists to stop.

iVlr. Landa : No, the plans Ara not made as yet.
Mr. Rohwer : V-That do Antique shops cover? It covers furniture doesn 't
it?
Mr. Landa: Yes, antiques are valuablo and they would have to bo insido

zoned for the idea of having residential places. This is a business placo

` and have put n lot of money into it. I do not want any business placo
in this district. 1Ne have all improved our placas and this should be
in a business district. I believe it was supposed to be written on the
deod that i.t was a residential district.
Dlr. C. J. Custer: I live on the north side of the highwa,y and this shop
will bo an the south side of the highwFy. S live about 100 foot east.
I settled hero because it v,ras peaceful and quiet. For about 4 of a mila
therc aro no business places out thero. I feeI that an antiqua shop
could be convarted to a Second Hand Storc. I havo spent a lot of money
on rn,y place nnd would like tc keep it nice.
T~Rr. J. Vd. Cook: I fael the samo way. I live on the north side of the
highwa,y. I built a home there about one year ago and i fnel that this
building will lower the value of our property out thero.
Mr. George Hoinen: I feel the same. I live across the street and have
a home ther

Mr. Pettibono : My land joins Mrs. Allgie. I have 20 acres joining Mrs.

agriculturnl. Szx acres ^nd houso are worth $30,000. The man that
bought this plans a home on the Appleway. A wolding shop was put in many
years ago and I protested that, but it didn't clo any good. T think it
is a mistakr-, to mix a miscell^neous business in a first class residontial
section.
blr. Meenach: We will dispose of this at the executive session.
IiCTION: By reason of the protests of rosidents in the i.mmediate vicinity
of the proposed location of the project to the granting of the special
permit, it is our opinion that the pc;rmit should not be grnnted but that
, finRl action be delayad until a special meeting of the Commission, to be

Mr. Hawle,y: This date has been set for the public hearing on the application
of W. A. Curtis for a spotial permit to construct and operate a retail
grocer,y store, zn the 6600 block on East Sixth llvenue between Cleveland
and Joseph Streets in an esteblished agricultural zone district. The
structure is to be of frame construction, 20 x 30 feet, and to cost
approximately $7,000. The application has been cal.led to the attention
of Mr. ExceZl of the County Haalth Unit and has his approval. The hear-
ing has been posted and advertised in Accord with the Master Zone Regulat-
ions, and 72 adjacent property owners ware notified by mail of the timA
and place of the hearing. No protests have been receivcd to the granting
of this permit. Mr. Curtis is present to make his prespntation and show
his plans.
Mre Curtis :My obiect is to build a neat grocer,y store in linQ with my
residenca about 20 feet from m~ residence.

1.1r. IJieenach: Why do you think this is a good location for a grocery store?
Mr. Curtis: Thore are no vacant lots on either side of the streot. They
are a11 dwellings. It will make a nice rESident grocory. I feel that it
would be an asset to the neighborhood.
Mr. Fosseen: Did you think o£ a petition to start a grocery stora?
Mr. Curtis : I:t;asn't required to get a petition. I have only been there
about 2 months. A number of people who live there want me to start this
store.
~ 1.4r. Meanach: We want this to be a success and that is what we are particu-
' larly interested in.
Mr. Hawle,y: Vde have sent out 72 noticQS. Explain your specifications to
the Planning Commission, Mr. Curtis.
Mr. Curtis : I w^..nt to build this as near like my residence, but with a
glass front. At any time it wOUld not pay, I would convert it into a
residenco. It will be 20 x 30, frame building. I think it would bQ an
asset to the community. Iam too old to work anymore and cannot get a
job and want to get this stnrted to get bread and buttcr on my table.
Mr. l~'Ieenach: We will decide on this at Executive Session.

permit but reconmend that £inal docision on the application be made at
the special meeting of the Commission to be called by the Chairman.

of the Columbia Gypsum Products CompFiny to construct And operate a plmt
for the manu£acturing of fertilizer, wall-bonrd, plaster-board and shingles.
It is located bctween Greenacres Road and Tschirley, north of Euclid amd
east of the Pyaval supnly depot in the Graenacres arEa, in an estnblishod
I►griculturQl Zone District. The striicturo is to bv of concrete bloeks,
the f irst unit of the pro jcct is to cost approximately `"~12, 500.00, and
an vxtension of the project is planned. This henring has been properly
advertised and postcd and 13 interestod owners of Qd jACent propert,y were
notified of the hearing b,y mail. T.hr. Excell, of the Courity Hcalth Unit,
has inspected the project and is prepared to give a dotailad report on
the same. r51o protests havc been rECOived to the granting of the permit.
The ropresentatives of the company are present to explain their pro ject.

M.r. Morrison: 14r. Thomas H. Palmer is her~ and will answer my questions.
He is the Engineer of the project.
• Mr. Palmer: This wi11 be a feasiblE plant. IYe will manufACture soil
~ conditianer, plaster, then 1ztEr on wall-board, Gypsum products 21nd
` probably shinglES. Vle propose to install the latest equa.pment and dust
collection. Thzs vsill probably be 72 aeres. Iir. R. A. Hardy: ?"ty property is in Tract 90, and I would li.ke to know
where you are going to build this plant.

Mr. Palmer: It is not mandatory we build this here and if we cannot build
hero we can get another location. We feel that this will he an asset to
your community, but if this is going to create uny trouble, we would not
wAnt to build it here.

tiJe have had several meetings with the Gypsurn people. We went up into
Canada to see this product. We think it would be good for the Vplley.

I'.iro Stephens : Yes, we think it would be nn asset to the Valley.
Mr. Meenach: It is assumed then that vie will be presented with this letter
from tho Spokane Valley Chamber of Commerce concerning the Gypsum Plant.

P2r. HAwley: No, a Special Permit.
Mr. DZeenach: VYhat is tho freight rate on this?
14ro Palmer: It is 2%3.40 par ton for the freight*
p2r. Meen^ch: It seems to me we should not proceed with this application
until it is in a proposed plan form.
Pir. Pa1mer : How long would it take to f ind out about this ?
Mr. Fosseen: Vle could hold a special meeting.
Pdlr. Meena:ch: How soon could wo have a statement?
Mr. Palmer : We could have it ready by Monday.

Mr. PAlmer: That is f_ino. It will cost approximately 8600,000 to put this
plant in Spokane. We have about $40,000 in the bank at the present ti.me.
' Mr. Fosseen: Hovr much is the value of the deposit?
f P4r. Palmer: The deposit value is ~3600,000. It was appraised by the
y Bureau of lUlines and they said it wAS worth 1 1/2 million dollars.

won't be any objections to this plant. .

This is ths public hearing on the application of Yt. S. Poe to
conszrUCt and operate an antique shop with a residence in the rear
in the 142-40 block on East Sprague betvreon Evergreen and Adams in
an established Agricultural Distr3.ct. The building is to be constructed
of pumice stone, 20 x 30 and to cost approximately $6,000.00
