p.rEMIBERS : Present :Messrs. Rohwer, Meigs, Reasor, Fosseen, Anderson, Meenach, jrfal ker
Morris & Excell.
, Absent: A4ix, State, Bienz, Rigg.
Visitors: George Beaulieu, Howard E. Biggar, A. J. Hughes, Adkinson, Barth
• Giboney, Hahn, Carscello, Burnstein, Baine, Hoffman, et al.
GRA11A:.1 LUtJBER PLAIdI~NG PAILL
Mr. Meenach: The application for a special permit to construct a lumber
planing mill by PAr. Graham has been withdravon and no action will be takena
BEAULIEU WAR SURPLUS STORE
Mr. Hawle,y: The attention of the Commission is called to the operation
of a war surplus store cor_ducted bv George Beaulieu, located on the north
' side of Sunset HighTfray at the ,junction with Highvtay Cutoff ,1-~-I1, immediately
west of Spokane City Limits. This location i.s in an established Agricul-
tural Zone District. Mr. Beaulieu has been operRting this store cvithout
having made application or secured the necessary Special Permit or chrLnge
of Zone classification. ti'le were unable to pErsonally contact Mr. Beaulipu
to advise him ralative to the matter, but Prir. Howa.rd Frazer who is the
caretaker was given A marYed copy of our ?.iaster Zone Ordinance and advised
of its requiremerts as xt pertains to that particular pro ject. The records
of the County TrEasurer's office shows that Mr. C. H. Yeager is the owner
of the property on whi-ch the structure is erected. The following letters
receivad from C. H. Yeagar, from Deputv Fire Miarshall B,Prgunder and County
Sanitary Of£icer, Excell, are self explanator,y. (hir. Hawley read the let-
ters.) Recently rdr. Beaulieu returned to Spokane and is presant at this
time to explain to the Commission his conduct in the premises. Your Sec-
retar,y desires to be instruc;ted as to what action the Commission dasires
to take in this matter.
Mr. Beaulieu: I t-rould like to have the Board make a personal investigation
themselves. If there is anything out of line, I think it is the time for
the Bonrd to investigate.
• Mr. Meanflch: You understand you havon't any right to operate a businees
in a district that is zonQd against busir_ess.
' Mr. Beaulieu : 1Ve 11, I may, I don f t know. Iam a re s ident in that district.
I think this is about as good as you can expect it to be. I was six months
putting this up. I didn't knovr it was in violation of the Planning Board.
I don't see that this is a fire hazard. I had figurod on cleaning up after
mP, but whQn you are building, you can't stop every few minutes to pick up
after yourself. . 0
T-+ir. Meenach: Businoss is not permitted in that area no matter if it is in
first class contition or noto Tllere is no permit thcra.
Mr. Beauliou : This is a f ine thing :
Ifir. Moenach: WE have hmd a 2or.ing ordi-ance for about 12 ,years and that
area has been zoned for quite some time.
11,4r. Beaulieu: I am out in the deal $1,000.00 right now. It looks to me
like the Board would advise the man that owns the land. Novi everything
is on the ground and it doesn't sound right.
