10:00 a.m. by Building and Safety's Code Compliance Coordinator Tom

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The owner Hank Grinalds is proposing the
construction of a 13428 square foot building to be used for retail
space. The proposed will be a shell only and there are no tenants
at this time.
SIIMMARY OF DEPARTMENTAL REQIIIREMENTS: I
I. Planning Department (456-2205)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Al1an deLaubenfels.
2. The proposed use is permitted in the Commercial Zone.
3. The proposed property was segregated in 1989. Please
verify method of segregation prior to permit release.
4. One 15 x 60 foot off street loading dock is required
for the proposed, please show on site plan.

V. Building and Safety (456-3675)
A. Discussion/Requirements
1. The handicap parking stalls must be a minimum of 20
feet long and the landing on the handicap access must be a i
minimum of 5 feet.
2. Draft stops are required every 60 feet in the
proposed. Please show on plans.
3. The applicant was advised to move the fire
extinguishers to normal paths of travel (corridor).
4. Please verify that the corridor wall is of one hour
construction.
5. The wall and door between the warehouse and sales area
need to be of one hour construction.
6. Emergency lighting having a separate source of power
is required for the proposed.
7. Please submit truss diagrams for the proposed for
review and approval.
8. Lighting budget calculations and heat loss
calculations are to be submitted for review. Exterior
lighting shall be connected to automatic control devices
(i.e. photocell).
9. Show the location of the water heater on the plans.
10. Special inspections are required on concrete more
than 2,500 p.s.i. and masonry with a design strength of
over 1,500 p.s.i. Please indicate the name of the testing
laboratory and the name of the special inspector.
11. The applicant questioned the need for special
inspections of the concrete and masonry. The plans
indicate that 3,000 p.s.i. will be used for the proposed.
Jun Mascardo stated that if the structural engineer could
verify that a design strength of 2,500 p.s.i. or less
would be adequate for the proposed then special
inspections would not be required for concrete.
12. Interior completion permits are required for each
leased space before occupancy.

B. Permit Release Requirements
l. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.

IV. AGENCIES RECOMMENDED CONDITIONS (continued) •
c) WATER PURUEYOR '
l. Purveyor is Vera Water and Power District, and they will
supply the site with adequate water for domestic fire and
irrigation uses.
d) COUNTY HEALTH DISTRICT
l. Findings:
a. This project 1 ies over the Spokane Aquifer.
b. It is within Critical Water Supply Service Area No. 3
and within service area of Vera Water and Power.
Groundwater resources appear to support development
at this density.
c. The project is: inside the 201 Sewer Study Area lone 3
and inside the Primary Sanitary Sewer Area recommended
in the '208' Study. The method of sewage disposal is
subject to a pproval of the Director of Utilities pursuant
to County Resolution 80-0418 adopted March 24, 1980.
The topography and soils in the area are generally
suitable for use of individual on-site sewage systems.
The lot is of the proper dimensions to permit use of
both an individual well and sewage system.
2. Recommendations:
a. Water service need not be coordinated through the
Director of Utiiities, Spokane County.
b. 4Jater service shall be by an existing public water
supply.
c. The use of individual wells is not authorized.
d. Sewage disposal method shall be as authorized by the '
Director of Utilities, Spokane County.
e. Subject to specific appl ication approval and issuance I
of permits by the Nealth Officer, the use of individual
on-site sewage disposal systems may be authorized.
f. The owner, his heirs and successors, shall agree to not
protest legal assessments and utility local improvement
districts to provide central sewerage service to this
lot. g. A combined surface water and sewage disposal detailed
plan shall be a pproved by the County Engineer and the
Health Officer prior to the issuance of any building
permit for this lot.

IV. AGENCIES RECOMMENDED CONDITIONS (continued)
e) PLANPJING l. That the provisions of SEPA's NOTICE OF ACTION pursuant to
Chapter 43.21C.080 RCW and the Qoard of Spokane County
Commissioners Resolution #77-1392 be initiated by the project
applicant within thirty (30) days of final disposition of this
application, and prior to any on-site improvements.
2. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA
Guidel ines (NAC 197-10) and the Spokane County Environmental
Ordinance (SCEO), a proposed declara tion of non-significance
has been issued at least fifteen (15) days prior to this date;
the official file, written comments andJor public testimony
contain information regarding assessment of the proposal`s
adverse impacts to the phys i ca 1 env i ronment; a f i nd i ng i s hereby
made that no potentially significant adverse impacts upan the
physiciai environment are anticipated as a result of the project;
and a final declaration of non-significance is hereby to be
issued.
3. Approval by the Zoning Administrator of a specific lighting and
signing plan for the described property prior to the release of
any building permits.
4. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning Administrator
shall be submitted with a performance bond for the project prior
to rel ea se of bu i 1 d i ng perm i t s.
5. The applicant shali develop subj ect property generally in
accordance within the concept presented to the Hearing Examiner
Corrriittee. Minor variations when approved by the Zoning
AdminiStrator will be permitted, including, but not iimited to
the follvwing changes: Building location, 'andscape plans, and
general allowable uses of the permitted zone. All variations
must conform to regulations set forth in the Spokane County
