The area•in which the special germit is sought is now zoned for suburban residential purposes. 4 The undersigned protest vigorously against the gxanting of ary permit for the erection or maintenance of any building for business or industrial purposes on Sprague Avenue at the intersection of Walnut Road. We have built or acquired homes in that immediate vicinity on the understanding that it was limited to use of a suburban residence district. The area on the south side of sprague Avenwe at the Walnut Road intersection is zoned for suburban residential purposes and the area fronting on Walnut Road just north of Sprague Avenue is also zoned for such purposes, and in addition thereto there are restrictions in the deeds limiting the use of the land to residential purposes. Mr. Price: I raotice on the ca°rd I received that he is asking for a per3n'lt on the E. 177.2t of the No 2001 of the Ery of Tract 204* oppartunlty~ I have the card right here. As a rnatter of fact that would be the exact lac- atian of Mr. Hoffrnan's fsed storo, isn't that right? Mr. Farratt: That I can't say. Al1 Igot was tha description of the prvp_ erty and toak it for granted it was carrect. lir. ~rioe: That is the exact loaation of Mr. Hoffman4s T"eed store. PARROTT STORE Continued Mr. Parrott : That description was put on that card by the Planning Comr. missian. I had nothing to do with it. Rsr. Hawley: That was the description furnished for the application. ItiSr. Price : Th&t would mal:e a lot of difference in the description. How many places do you pla.n to put up? How do we l;now you are going to be able to finanoe it? Mr. Parrott: That is entirely beside the point. The amount of finances I H~:ve novr will cover my buildinge I£ I expand, that will depend upon me and my ability. Mr. Price:~But the fact still remains that the land is not for commercial. He can sell just as many furnaces in another location as he can right here and why not let him do it? Mr. Reasor: That is beside the point : Eir. Price-: There is no neeessity of bringing this business here in the £irst plaee. It is in a residential district and why should we let him • come in here? Let him find anather location. He doesn't live here in the f i rst p lacea ' i!4r. litalker: Mr. Price, we are not in Court• I don't believe ive should sit here and listen to you crous-examine him. Mr. r-leenach: Please tell the Board your objection, if any. Mr. Price: What are you going to do? This description is on another piece of property. Mr. Meanach: He put in an application in good faith. I dontt thinlc he rneans to do any harm by it. 14r. Price: Mr. Parrott asked me if I had any objections of this going in. Certainly I have ob jections to it. He said I tQlked so much out there. Pfir. Parrott :lVhat was that remark Qgain? ~.~hr. Price : But you did ma?ce the statement that I was the most stubborn man in Spo?-ane VQlley and I haci done more to retard the businesses in Spolrane Valley than any other mRn, didnft you Mr. Parrott? lllr. Parrott: I did not. I had two witnesses with me. ?°ir. Price : But you did mal:e that statement. IvIr. Parrott o I didn't make the sta.tement, I s ai d I heard you we re, but I didn't say you had. I+4r. Ileenach : Let t s not get into a quarell now. Mir. Wall:er: How far do you live from him? 1.ir. Price: I am 150' west of the.t property. This plat was made when Mr. Hawley came out as'ring if we would tal:e our time getting this district zoned. (Showing Plat.) This property in question is directly in the center of the are a. He re a re s ome of the hou s e s in that are a e Tr ey are s ome of the prettiest homes in that area. (Shaws pictures of the homes.) TAr. Meena ch : I think that is sufficient, Alr. Price o I thitilc you have covered your point. Eqra Barth: Just north of Walnut is a residential ai-ea. No temporary living quarters should be useci while the structure is being erected. Any busxness should be on t he south side of the highway. I have a petition signe d by the 4 p rerty owne rs on my s ide and 4 mo re v!~e st of the Highti~~ay. Others are up to 174 of a mile and I have 17 signa.tures there. (IVIr. Hawley read the petition. ) Mr. r.Reenaeh: Is there anyone else to speak for or against the granting of this application? il+ir. Hoffman: I otivn the property Mr. Parrott is interested in and I haven't very much ta say, but there are a few f'acts I ivould lil:e to present• ~ r 4. PARROTT STORE Continued d ~ I don't aant to stimulate any activity that tivill not be an asset to the Community. Tir. Parrott is interested in a piece of property I own. It is i.n tr,at particu~ ar district around Farr & University. I have had a lot of inquiries about that piece of property. llany pEOple have asked me if that was for sale, with the idea of busir, ess purposes. I don't see Nvhy it isntt. I don't want any nuisance businesses out there. Iir. Parrott contacted me and presented his intentions to me and I thought it viill be a nice building on that piece oP property, due to the fact that the Valley as residential property in that Iocation has substantially decreased the last few years. It is business property there. There are at least 15 businesses on that street between tJniversity & Farr. Seven of them have gone in since the zoning has been in. Business is growing into Spokane Valley. I want to see my piece of property in good hands and Ikiow it tvill be an asset rather than a detriment. It would give me capital to go ahead and improve all my buildings. Then they will all be nice. This piece of property has been lying idle and it will continue to lie idle if you donf t let anything go in out there. I am interested in a nice place out " there and I knoipr NIr. Parrott tivill keep it nice. Iwould much rather sell to him than to someone later on who won't take care of it. I hope your ~ Board tvi11 ta.ko that into co-qsideration. Mr. Fosseen: Hovi much ground do you have? 1,4r. Hoffman: I have 3251 all together. Around 150t where my structure is on and 177.2' where this is to be. Mr. Fosseen: How close will this be to you? Mr. Hoffman : It will be about 54' to the westd I+:1r. Anderson: How far will that building be from the west line of your p rope rty? Mr. Hoffman : It will be about 100' f rom ITalnut Road east. I'alr. Anderson: I meaii the same property. Is it approximately 100= to the east of h+Ir. Barth t s home" Tdr. Hoffman : I ~rvould say about 125 t. Mr. Barth: The fact that this is a business disagreement be-tzveen PAr. Hof.~ man and myself, there is nothing personalo It is not the factory I am opposing to, it is the type of building that will be close to my homeo You have granted permits where they say they are going to have a nice building, and before long they are vacated and are nothing but shacks. You have a permit for some cabins and now they have vacated, and I believe some church is now occupJing it. I think it is mis].eading to see there is a demand for business there. If you would take all the businesses and strectch them out on the hightivay, they tvouldn't reach from the city limits to Dishman. Mr. Price : I don't want to cross-examine anyone, but I understood the gentle- man to say something about his first building. Iwould like to have that explained. i!Ir. Meenach: Any question about a. second building? l1Ir. Parrotto I am buying 136t, naturally I couldn't let that piece of ground set idleo V;hether or not I vErill expand dependS upon my business after I get it started. P,irs. Frazer: I war_ted to say that out in the Valley, Frazer Park was named aPter use It took a lot of time to fix that park and now that it is fini- shed, there are children spending their time there. L'je don't vJant anything . near it that would ruin it. Dr. Epton e I have my clinic on the corner of ApplotJay and '.'alnut Road. Some ti-qe ago, I received a permit to enlarge my building. Hoivever, tve feel that the lot is residential and not for business purposes. s'de feel that any s+eps of business on that lot would danger the property, and our neigh- bo~. For that reason, we have given up thc idea of building the clinic an that '_ie are looking for a piece of property in an unrestricted Rrea 4vith tht idea of continuing our structure there. jVe will then move our st ructuM r-LVa,y f rom that si-te. - 5- Y . Howe for a Special Permit to operate a cabinet shop in the 15900 Block on East Valley- way bettiveen Conklin R Sullivan. It is in an established Agricultural Zone District. All advertising gnd posting have been completed and 36 property owners were notified by mail of the timo and place of the hearing. A perm3t was issued to Ivlr. Howe on October 15, 1947 for a home tivork shop. He now desires to exparnd his business commercially. The building is 28 x 60 and made of concrete blocks. The cost of remodeling will be about $1,000.00. Ik/Ir. Howe is present to make his presentation. . . Mr. HoeJe: I think 1.2r. Haiuley has explained my intensionso I already have a permit for a home work shop. The building is 28 x 60. My shop is in back of my home. I don't plan on building any on to it, but I plan on hiring some help. Iuiy perrnit for a home tivork shop doesntt entitle me to hire any extra help. It is north of the Appleway approximatcly 400 yar~ls, I have neighbors on both sides that like the idea of expanding my business and would Iike to see me do its i:r. Anderson: You donit plan to expand, just hire help to da your extra work? Iy4r. hovie : I won't expand, but I want to paint the building and malce a p re- sentable looking building out of it. Idr. Anderson: It sets back quite aways from the street and it doesn't inte rfe re in any way. Te.lr. i~;ieenach: Is there anyone present to speak for or against this applica tion? If not, the matter will be taken under advisement and we will let you know the decision.
