B) Parking: please find attached a floor plan showinq our area calculation for use in calculatinq required parking, along with the revised parking calculations on the site plan A-1. Kmart Corporation schedules deliveries to the store from their distrfbution center in Sparks, Nevada. There are two trucking companies that deliver to the Veradale store (IQKD Truakinq and Interstate Trucking). K+ID is scheduled to delivery by 10:00 A.M. and Interstate by 11:00 A.M. The worst case is both trucks arrive at the saine time and can be accommodated adequately by the existing two bays. Any additional loading bays would be of little or no use to the store. The store manager has stated that the present situation is perfectly adequate for the store's needs. It was noted that the one (1) hydrant located in the southwest portion of the site is being moved. 3. Setbacks from the rear property line as indicated oa the site plans is 55 feet and needs to be corrected to 60 feet in order to comply with the "Unlimited Area" reyuirements. The applicant stated he had measured a distance of 60 feet to the rear property line just that morning. 4. The proposed shaU meet the muumum requirement of the Regulations for Barnier-Free Facilities. Handicap pm-king needs to be locatred adja,cent to the ~posed and/or existing building, so users do not have to go through vehicle pia tffiic areas. Five (5) handicap pazlaag spaoes are s6awn on the site plans and seven ('n ar+e roquired. Please iadicate on revised site plans, a walkway between the handicap parldng and the building. This wallcway must be flush to the slab, and a minimum of 44 inches wide. Pleaw verify the height of the handicap parking si,gns. Site plans iadicate these signs to be six (6) feet ia height and code allows for only three (3) to five (S) feet in height. I wanted to incorporate the draunage swale into the landscape buffer along Sprague Avenue but it was not possible to drain the pavement towards Sprague Avenue. I then placed the drainage swale along the east property luie and piped the storm water from the roof and the garden shop to the draunage swale. As we discussed in our meeting yesterday, due to the grades, the draiaage swale is quite deep. Please see utility plan. The Health Department will not allow the floor drain runoff from the garden shop to flow into the dramage swale because of a potential ferdlizer spffl. Thns runoff now needs to be directed into the sanitary sewer. Tlus only leaves the east roof drainage and parking lot to dram into the drainage swale. Please review the enclosed grading-drainage and utility plans for the vanance. I ttunk you w111 see it is difficult to get a draunage swale to work suitably oa this site. The waiver is specific to this project and should not be construed as a change in County drainaqe policy. The waiver is allowed due to the necessity of asphalt removal and replacement for the construction of the addition. The following information must be provided in order for us to proceed with our review. A) For ariy new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Manaqement". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes qenerated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. B) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Drainage plan as specified. C) Utility Condition: Permittee is responsi.ble for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. D) The owner oP the property or the authori2ed representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document 3aust be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This docwaent is attached to these comments. Please return the completed Aqreement to your contact person at the Engineers Department. Only after all the inforYnation and requirements listed above are supplied or completed and the necessary review has been accomplished will your building permit be released.
