FRAMING —after all yram/ng, bracing and blocking is in p|aoe, and prior to concealing. 4. INSULATION --prior to the installation of drywall. 5, PLUMBING after rough-in, before covering, and final. 6. ISSUE The question is whether a Class A manufactured home, as allowed in the Urban Residential- 3.5 (UR-3,5) zone and the Urban Residential-7 (UR-7) zone has to be "new" to be allowed. B. ANSWER Class A manufactured homes in the UR-3.5 and UR-7 zones shall be new as noted by date of manufacture or shall meet all the appearance standards of being new as determined by the Planning Director or designee. C. JUSTIFICATION It is the intent of the Spokane County Zoning Code to encourage affordable housing in our residential areas. The Class A manufactured home standards as defined in the Zoning Code under Section 14,808.060 are meant to assure acceptable similarity in exterior appearance between manufactured homes and dwellings that have been or might be constructed on adjacent lots. Generally, "new"manufactured homes meet the Mobile Home Construction and Safety Standards of the Department of Housing and Urban Development and meet acceptable similarity standards for residential homes. The term "new" in the instant case of a particular manufactured home is very difficult to define and is only pertinent as it relates to aesthetics and appearance. A manufactured home constructed in 1989 is not necessarily "new"in 1991,even if it were never occupied. if the 1989 manufactured home meets all the Class A standards and the exterior appearance is new, then not allowing its use defeats the affordable housing goal of Spokane County. D. SUMMARY • Class A manufactured homes that are emplaced on a lot within one year of their manufacture . date are considered as meeting all the requirements of"new."
