tir. Hawle : This is the public hearing on the application of Donald H.
Mcdombs for the operation o' a dog keanel e,t the corner of 1'rogress dc
Sprague in the Veradale district. The structures have previously been
ereated. The site of the kennel is in Qn established Agricultura.l Zone
District. All posting and advertising has been accomplished and 31 adja- ~
oent property owners have been notified by mail of the time and place of
the hearing. The project has the approval of the County Health Unit.
lhirty-two letters from individuals have been reaeived favoring the grnxlt-
ing of the permit. No protests were received until this morning. Five
letters were received opposing the kennels, reading as follows: (Mr.
Hawley read the letters. )
T.Y. Ftter: 1.4r. Fiawley has given you a very £air outline of the procedure.
f4r> 2:cCombs bought this property a year and a half ago. He bought it to
operate his dog kennel there. He hQS al ready two 1 ittars of pups. Mr.
Hawley wrote I:1r. IRcCombs and told him he had to have a Special Permit to
raise his dogs there. Pdr. McCombs came down to see him the minute ho found
out he had to have a Spe c ial Po mit. In one and one-half ye ar s only one
complaint was i.ssuvd. That should have same consideration on granting the
permit. Those people who wrote in opposing it for no reason, I would be
happy to ask them the reason for any ob3ection in this case. The Prosecut-
ing Attorney has a right to abate a nuisance. There are three factors to
keep in mind. (1) The dogs being a nui sanee, (2) if they bark and howl
all tho time and, (3) if a dog is vioious. I bought a Collie before my
firat child r,ras born. I noiT have 4 childron. That dog has been trained
end is more intelligent than any girl that has taken care of aur children.
I think those factors should be oonsidered. No residences are closa$
except a f'ew business }iouses, and they are a few blocks away. Most of the
people around there didn't even know there were doge Qround. The dogs
didn't make any noise. It is true the Commission had comp2aints with dogs
~ before. These dogs ara not Great Danes. They are Collies. I think it is
• a case with a number of circmstances. I think a permit should be issued.
' Remember the three factors. I think you need them to give it consideration.
I think rdr. McCombs is entitled to a permit, e►nd I think you should give
it to him. I than3t you very much.
Mr. Meenach: Let's hear from those who are oppoaed. Ss there anyone here

114r. Gillespie: I live at 122 North Adams. I xi.sh to op-ose the issuence
of a permit for the dog kennel. It is not the right place in the comunity for one. We have about 2 blocks of residential property with the purpose
of rnaki-ng homea on it. With the noise these dogs make, auld I persvnally
heard them, I couldntt sell my property £or residential purpvses. I don't
think he should be all.owed to continue.

Mr. Uillespie : Yes, there is a.nother kennel on Progress & Appleway. Mrs.
Joaos has a kennel there, and the Comanission denied them a permit a year
ago and she is -still operating.
Mr. Etter: How many times have you heard the dogs ba►rk at night?
~Ir. Gillespie: It so happens I was spending some time there. I happened
to be ill. I waa there £or two hreeks during the time I was ill. I heard
thoae dogs many a time and they kept me awake.

happened when I we,sn't thore. That noise is sufficient to awa.ken anyone.

I love them. I think they are fine animals. Hawever, Y have property

ing the issuance of the Speczal Permit.

nar:ies to be removod. vle still hove a. great numbar of bonafide lotters.
~ Thore is not much chance in getting them uniformly opposed. We are t ryin6
to carry the wish af the maiority of the peoplo.
Mr. Lawa : I live at 323 North Sullivan. I s igned this petition, not giving
it very much thought. It was the thought of being a good r_eighbor. After
thinking it over, I certainly am opposed to dog raisir.g in t his area.
Mr. Cheney: I live at 222 'North Progress. I signed the petition for hium
raising dogs, but I certai.--Iy am opposed to any dog raising close to my
residence. I like dogs. His dogs haven't botherQd me as I haven't paid
much attention to than. I am defirsately against raising dogs on a' -
Commercial basis.
Mr. Sheridan: I live at 322 I'Torth Progress. Thosedogs are always barking.
They bark at cars that go by and all the kids. You can hear them for a
mile away. I thought the Valley would be a nice placo to live, but those

We do not believe tha t there should be dog kennels in this
neighborhood and therefore we are not in faYOr of it.
