Per my telephone conversation with Carolyn Picket on August 31, 1993, I hope I can answer
your questions regarding the homes which are currently under construction within the
subdivision of Woodland Terrace. I have enclosed a map which indicates the location of the
homes. The address of the homes which have recently received building permits are:
- 4406 E 14th Avenue
- 4408 E 14th Avenue
- 4410 E 14th Avenue
- 4412 E 14th Avenue
I have also enclosed the building permits for these homes for your information. All the
permits have been approved.
In regard to the questions we discussed during our telephone conversation:
1) Is a perk test required?
No. The parcels are located within the City Sewer Service Area. These lots will be
sewered. Therefore, perk tests for septic systems are not required.
2) Have permits been obtained for the footings and structures?
Yes. See attached building permits.
3) Is an environmental review required?
No. Woodland Terrace was finalized prior to the requirements for environmental
review. In other word, Woodland Terrace is "too old" to require environmental review.

4) Do water and sewer plans need to be submitted?
No. Again, Woodland Terrace was finalized prior to the requirements for water and
sewer plans.

Dear Mr. Schierman:
A recent inspection at the site of the two above referenced residences disclosed that the driveway approaches from the homes to 14th
Avenue have not yet been constructed. The garages for these homes are located at basement level which is substantially below the
grade of the street. We are very concerned that during periods of snow melt runoff or heavy rains, water from the street may flow
into the garages. A properly constructed driveway approach will reduce the probability of this happening.
At the time the building permits were issued, you agreed to construct driveway approaches that were in conformance with County
Standards. I have enclosed a copy of the approach permit number 93-FNA618. To date the terms and conditions of the permit have
not been satisfied.
We are asking that the driveway approaches be constructed in a timely manner before the weather deteriorates. Please contact the
Engineer's Department prior to the construction of the approaches. An inspector will meet with you to work out the details of the
construction. You can arrange for the meeting by calling 456-3600 and asking for the radio dispatcher. She will put you in contact
the appropriate person so that the meeting can be scheduled.
