The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in complfance with
Spokane County "Guidelines for Stormwater Management". At
- a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells propased.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affeated by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-36-87C
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. Spakane County has an approved right of way plan
for Sullivan. Therefore, the applicant shall set-
aside a 5 foot strip of property for future riqht
of way. This right of way will be purchased by
Spokane County as Sullivan is improved. No required
improvements will be allowed in this 5 foot strip.
2. Approach permits must be abtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the followinq streets:
a. Sullivan

the following before we can proceed:

1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illeqal to back out onto the Right of Way.
b. The applicant shall provide documentation that
they have legal right to access the "K-Mart access road".
c. Access to the "R-Mart access road" shall be
viewed as any other commercial approach. The maxiinum width of an
(approach is 40 feet.
d. Applicant shall adhere to an additional 26
foot setback (total setback 61 fEet) on Sullivan Road.
E) Utility Condition: Permittee is responsible for arranqing
for all necessary utility adjustments or relocation as
requixed for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this docwnent is executed. This
document is attached to these comntents. Please return
the completed Aqreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perforrm a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplfshed will your building permit be released.

Atteched please find a revised copy of sheet A 1 . 1 , revision #2, for your review. Also included
is your original project copy of the previously submitted drawings for your records.
The following are our responses to your comments, in your letter of August 22, 1994:
1. Please note the revised benchmark description, located on the plans.
2. Based on our phone conversations and fax communication, the details
and calculations for the gutter piping appear to be satisfactory.
3. Please review the revised elevations indicating the drainage pettern
around the fueling area.
4. Based on our meeting, I believe that the trench drain issue is resolved.
5. Ptease reference revised sheet A1.1, revision #2, for edditional
elevations and cross section through South property line.

Approach Permits are required on all new approaches as well as all
approaches that will be altered. Contact Sylvia Lightfoot at the
County Engineer's Department. Approach permits for county roads
will not be issued until a site plan is approved.
Describe the benchmark on the plans.
A landscape plan is required to ensure there is no conflict with
swale area.
Provide contours or sufficient spot elevations to check site
grades. One-percent is the minimum requirement without special
construction requirements by a licensed engineer.
Correct the spot elevations in the swales.
Provide a traffic barrier on the west side of the property.
Provide details and calculations for the gutter piping network.
Address the fueling area in your runoff analysis.
Show where the trench drains drain to.
Show some elevations or sections to show that drainage will not

A review of the above referenced project has been accomplished. The I,si below is a
summary of the items that need to be addressed. Piease refer to the enctosed check prints
for complete comments.
1 . Provide a benchmark for the elevations. The elevations I have prowded are
based upon the T.B.M. used for the SuNivan Road project (CRP 2533). Please
indicate on the plan the foliowing: "See County Road Project 2533, Sutiivan
Road, for T.B M."
2. Indreate the five feet along Sullivan as right-of-way dedication.
3. Aiso indicate the road improvements that will be done by the County. You can
show just the curb and sidewalk. The back of the sidewalk will be two feet
from the new property line. The width of the sidewalk will be six feet, ptus a
six mch curb.
4. Provide spot elevations as indicated to verify 1% grades and basin break pomts.
5 Label the surfacing as "Asphalt".
6 The plan needs to be siamped prior to final approval.
7. Where is detail 8 applicable? i can not fmd where this is used.
8. The following changes need to be made to the swale cross-section:
a. Call out sod
b. Call out Type 4 Metal Frame and Grate
c. Provide a 4" concrete siab on top of the drain rock (see the
enciosed standard drawrng)
d. You indicate 2'-6" sideslopes on the north swale. The county
is constructing 3:1 slopes along Suilivan, therefore the distance
at ieast aiong Sullivan will be 4'.
9. Indicate where the rniets to the swales will be located. 1 assume you will
be using curb drops. Provide a detail of a typical curb drop. Indicate the
elevation at each drop. Use a Type I curb iniet as shown on the enctosed
standard drawing.

14. The elevations shown in the swales are incorrect. The bottom of swale
elevations should be:
North = 2022.4
South = 2021.0
Therefore the top of drywell elevations will be:
North = 2022 9
South = 2021.5
This will result in revising the other elevations shown on site.
11. Provide a copy of the landscape plan to verify there are no conflicts with the
swales.
12. The access road will not have a radius type approach. A standard concrete curb
cut will be constructed as part of the Sullivan Road project.
13. Provide a copy of easement or agreement that allows this parcel to use the
K-Mart access road.
14. What is located southeast of the canopy? is it the oid sign? Where will it be
relocated?
15. Indicate a standard County approach to the project off of Sullivan.
16. The sign in the north swale can not overhang into County nght-of-way, nor can
the footing be located in the R/V1/. Please reiocate.
17. The B.O.S. elevations shown for the northwest swale are incorrect. The drywell
is at 2022.94, therefore the swale bottom should be at 2022.44.
18. What is being placed on the westem property line to prevent traffic flow across
property Iines1 is the other lot paved? At the time of a site visit there were curb
stops along the property line. Are these stiil there?
19. The canopy area still needs to be addressed in the drainage calculations. Since
the roof is metal it can be piped directly to a drywell. These drywells can be
-located in the pavement as long as they have solid lids. If you use gutters and
pipe it to a drywell, please provide a copy of the UPC tables used to size the
gutters.
20. Is the fueling area under the canopy hydraulically isolated from the rest of the
paving to prevent flow across? How will this area drain and where does it go?
21. Please show the bottom of swale on the site layout plan for each swale.
In your letter you are asking for approval of the overall site concept. At this time it appears
you have provided enough area for your on-site drainage and runoff from Sullivan Road. Until
I get a copy of the landscape plan, I can not determine if this concept is acceptable. As long
as there are no confticts with the drainage it should be acceptable to this office.

This matter having come before the Zoning Hearing Examiner Corrmittee on
October 1, 1987, and the members of the Committee present being Phillip D.
Harris, Chairtnan, and Jirn Schurra and Kathy Carstens.
B. PROPOSAL
The spoRSOr, Dr. Harry Gibbons, is requesting approval of a zone
reclassification, File No. ZE-36-87, AGRICULTURAL to REGIONAL BUSINESS
(B-3) Zone, for the purpose of developing a retail and office site.
C. FIMDINGS OF FACT
1. That the existing land use in the area is single family residential,
tavern, parking and vacant.
2. That the Comprehensive PTan designates this area as appropriate for
Ma jor Comnerci a 1 and Urban devel opment.
3. That the existing zoning of the property described in the application
is Agricultural.
4. That the provisions of RCW 43.21C (The State Environmental Policy
Act) have been complied with, and the Comnittee concurs with the
Determination of Non-Significance.
5. That the proper legal requirements for advertisement of the Agenda
Item have been fulfilled.
6. That the land use in this area is suitable for the proposed use, or
uses within the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have
substantially changed since the original zoning of this area and
accordingly, the proposed rezone is justified.
8. That the proposed use is compatible with existing uses in the area.
9. That the owners of adjacent lands expressed neither approval nor
disapproval of the proposed use.
10. The Hearing Examiner Comnittee finds the proposed use to be in
harmony with the general purpose and will not be otherwise
detrimental to the publ ic health, safety, and welfare. ~

a) COUNTY PLANNING DEPARTMENT
STANDARD:

signing plan for the described property prior to the release of
any building permits.
2. A spec if i c 1 andscape p 1 an, p 1 ant i ng schedu 1 e and provi si ons for
raaintenance acceptable to the Spokane County Zoning
Administrator shall be submTtted with a performance bond for the
project prior to release of bui lding permits. Landscaping shal l
be installed and maintained such that sight distance at access
points is not obscured or impaired.
3. The applicant shall develop subject property generally in
accordance within the concept presented to the Hearing Exarniner
Conanittee. Variations when approved by the Zoning Administrator
wi 11 be permi tted, i nc 1 ud i ng, but not 1 imi ted to the fo 11 owi ng
changes: Building location, landscape plans, and general
alloweble uses of the permitted zone. All variations must
conform to regu 1 at i ons set f orth i n the ZONI NG CODE FOR SPOKANE

maintained.
4. The specific development plan will be subrnitted for Planning
Department review and approval prior to issuance of building
permits.

6. That the present proposal is not detailed enough to determine
whether or not the use of or materials stored on the site are in
compliance with Chapter 4.16A (Aquifer Sensitive Area Overlay
Zone) of the SPOKANE COUNTY ZONING ORDINANCE. Accordingly, as a
condition of approval, the sponsor/applicant shall be required
to file with the Spokane County Auditor, within thirty (30) days
of the signing of Findings and Order of the final decision in
this matter, a"Notice to the Public" which shall provide in
material as follows:

7. Applicant shall comply with '208' recomnendations concerning
stormwater runoff and provide necessary landscaping for runoff.
8. Any division of land for the purpose of sale, lease or transfer,
shall comply with RCW 58-17 and the Spokane County Platting
Ordinances prior to issuance of bui lding permits.
SPECIAL:
9. That the front yard setback for all structures shall be 61' from
the existing property line to allow for future acquisition by
the County Engineering Department.
10. That the area within the easterly 26' (designated as future
acquisition by the County Engineer) of the subject site shall
not be used for parking, ' 208' , drainfield, or landscaping
requirements and no advertising signs are allowed within the
area. If any of the above are pTaced within this area, as
excess, removal at the time of widening of Sullivan Road shall
be at the owner's expense.
b) COUNTY ENGINEERING DEPARTMENT
Prior To The Issuance Of A Building Permit Or Use Of The Property As
Proposed:
STANDARD:
1. Access perrnits for approaches to the County Road System sha11 be
abtained from the Spokane County Engineer.
2. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed
combined on-site sewage system plan and surface water disposal
plan for the entire project or any portion thereof, if the
development is to be phased.
3. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer. The design,
location, and arrangement of parking stalls sha11 be in
accordance with standard traffic engineering practices. Paving
or surfacing as approved by the County Engineer, will be
required for any portion of the project which is to be occupied
or trave 1 ed by veh i c 1 es .
4. To construct the road improvements stated herein, the applicant
rnay, with the approval of the County Engineer, join in and be a
willing participant in any petition or resolution which purpose
is the formation of a Road Improvement District (RID) for said
improvement pursuant to RCW 36.88, as amended. Spokane County
wi 11 not participate in the cost of these improvernents.

b) COUNTY ENGINEERING DEPARTMENT (continued)
5. As an alternative method of constructing the road improvement
stated herein, the applicant may, with the approval of the
County Engineer, accomplish the road improvements by joining and
participating in a County Road Project (CRP) to the extent of
the required road improvement. Spokane County will not
participate in the cost of these improvements.
6. All required improvements shall conform to the current State of
Washington Standard Specifications for Road and Bridge
Construction, and other applicable County standards and/or
adopted resolutions pertaining to Road Standards and Stormwater
Management in effect at the date of construction, unless
otherwise approved by the County Engineer.
7. Applicant shall construct a paved and delineated access
approach(es) to meet the existing pavement on Sullivan Road.
8. Roadway standards, typical roadway sections and drainage plan
requirements are found in Spokane 6oard of County Commissioners'
Resolution No. 80-1592 as amended and are applicable to this
proposal.
9. Applicant shall sign and record Spokane County Notice to the
Publ ic #6 which specifies the fol lowing:
The owner(s) or successor(s) in interest agree to authorize the
County to place their name(s) on a petition for the formation of
a Road Improvement District (RID) by the petition method
pursuant to Chapter 36.88 RCW, which petition includes the
owner(s) property, and further not to object, by the signing of
a ballot, the fonnation of a RID by the resolution method
pursuant to Chapter 36.88 RCW, wh i ch reso 1 ut i on i nc 1 udes the
owner(s) property. If a RID is formed by either the petition or
reso 1 ut i on inethod, as prov i ded f or i n Chapter 36.88 RCId, the
owner(s) or successor(s) further agree: (1) that the
improvements or construction contemplated within the proposed
RID is feasible, (2) that the benefits to be derived from the
formation of the RID by the property included therein, together
with the amount of any County participation, exceeds the cost
and expense of formation of the RID, and (3) that the property
within the proposed RID is sufficiently developed. Provided,
further, the owner(s) or successor(s) sha11 retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s)
on the property as a result of the improvements called for in
conjunction with the formation of a RID by either petition or
resolution method under Chapter 36.88 RCW.

10. The County Engineer has designated Typical Roadway Section
Number One, t1a jor Arteri a 1 standard for the irnprovement of
Sullivan Road which is adjacent to the proposed development.
This will require the addition of approximately 4 to 6 feet of
aspha lt a 1 ong the f rontage of the deve 1 opment. Curb i ng and
sidewalks inust also be constructed.
11. Applicant shall adhereto an additional 26 foot setback (total
setback 61 f eet ) on Su 11 i van Road. Th i s wi 11 f ac i 1 i tate road
right of way acquisition when further improvements are
constructed.
c) COUNTY UTILITIES DEPARTMENT
STANDARD:
1. Any water service for this project shall be provided in
accordance with the Coordinated Water System Plan for Spokane
County, as amended.
2. Make connection to Valley Sewer at Main and Sullivan Road.
Applicant inust sign Developer Connection Agreement.
d) COUNTY HEALTH DISTRICT
STANDARD:
1. Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County.
2. Water service shall be coordinated through the Director of
Utilities, Spokane County.
3. Water service shall be by an existing public water supply when
approved by the Regional Engineer (Spokane), State Department of
Social and Health Services.
4. A public sewer system will be made available for the project and
individual service will be provided to each lot prior to sale.
Use of individual on-site sewage disposal systems shall not be
authorized.
5. Use of private wells and water systems is prohibited.
e) COUNTY BUILDING AND SAFETY DEPARTMENT
STANDARD:
1. The site is located in Fire District #1.

2. Fire hydrants shall be located so as to be accessible to fire
apparatus and not be obstructed by any structure or vegetation
or have the visibility iMpaired for a distance of fifty feet in
the direction of vehicular approach to the hydrant.

4. Comnercial dumpsters and containers with an individual capacity
of 1.5 cubic yards or greater shall not be stored or placed

5. The applicant sha11 provide verification from the Fire District
to the Department of Building and Safety that provisions have
been made for adequate fire protection prior to the release of
bui lding permits.
6. Exterior wa11s of any existing or proposed building shall have
fire resistance and opening protection froin the property line as
set forth in the Uniform Bui lding Code.
f) WATER PURVEYOR
1. Water Purveyor is Vera Water and Power, and they will supply the
site with adequate water for domestic, fire and irrigation uses,
although satisfactory arrangements have not been made to serve
this proposal.
g) COUNTY AIR POLLUTION CONTROL AUTHORITY
STANDARD:
1. Air pollution regulations require that dust emissions during
deinolition, excavation and construction projects be controlled.
This may require use of water sprays, tarps, sprinklers, or
suspension of activity during certain weather conditions. Haul
roads should be treated and emissions from the transfer of
earthen material rnust be controlled as well as emissions from
all other construction related activities.
2. Measures rnu st be taken to avo i d the depo s i t i on of d i rt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved surfaces, measures must be taken
immediately to clean these surfaces.
3. A11 travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean.

4. Some objectionable odors will likely result during the
construction phase of the project and from motor vehicles using
the site following completion of the project and from occupants
of the proposed project.
5. SCAPCA Regulation I, Article VI and SCAPCA Regulation II,
Article IV addresses emission standards. Al1 emission standards
mu st be met.
6. Demolition and renovation projects must comply with the
requirements of CFR 40 Part 61, Subpart M. Intent to Demolish
and Renovate forms are available at the SCAPCA office.

toqether with their heirs, successors, and assiqns a perpetual non-
exclusive easement for vehicular and pedestrian traffic, and for
underground utilities over, upon, under, and across a 25 foot strip
of land legally described as follows:

Tract 64 of Vera, EXCEPT the West 226 feet thereof and EXCEPT

The Grantors, George E. and Phyllis M. Vanhof, f, reserve unto
themselves, their successors, and assiqns the riqht to use this
non-exclusive easement area for inqress and eqress and utilities to
and from Sullivan Road from their adjoininq property.
This easement is solely for the benefit of this praperty now
owned by Grantees and may not be expanded or burdened by additional
property owned or acquired by Grantees or their successors and
assigns. Grantees shall barricade any contiguous properties to
prevent access and use of this easement by additional properties.
The Grantees shall bear all expenses for installation,
maintenance, and repairs of utilities in the easemeat area.
The Grantors shall siqn-off on any documentation required by
Spokane County Governmental Entities as required by trie County to
enable the Grantees to obtain buildinq permits; provided that the
Grantors are not required to assume any burden or financial
liability or exposure.
2. Grantee, Fairco, Inc., is hereby qranted a license to
connect to the Spokane County Sewer Connection at the Northeast
corner of Grantors' property. This license shall terminate when a
Spokane County Sewer connection is available on Grantee's property.
Grantee, Fairco, Inc., shall bear any expense incident to this
license.

3. The parties are aware that the prior non-exclusive

The Grantees shall bear all expenses for installation,

4. No party to this aqreement will erect, maintain, place,
or leave any obstruction, fence, or barricade of any nature
whatsoever on the easement area thereby maintaininq free access for
inqress and egress of vehicular and pedestrian traffic over and
across the easement to and from Sullivan Road. To control the
speed of vehicles, Grantors at their sole and exclusive optioa may
install speed control devices including "speed bumps" if neaessary.
The Grantors hereby reserve the right to barricade or fence
thefr property ad j acent to the easement to prevent vehicular and
pedestrian access to the remainder of the Qrantors property
contiquous with the easement area.
5. The Grantees agree to indemnify the Grantors and hold
them harmless from any claims or demands of any nature whatsoever
arising out of the Grantees use of the easement area. Said
indemnif ication is joint and several in nature and shall include
attorney's fees and all costs of any nature whatsoever which may be
incurred by Grantors concerning the Grantees' use of the easement.
6. In the event of a dispute amonq the parties to this
aqreement, the substantially prevailinq party shall be entitled to

Attached please find a copy of the approved Right of Way (R.O.W ) plan for
CRP 2533, Sullivan Road from Broadway to Sprague. Aiso attached is a
copy of ZE-36-87 Findings and Order, page 3 The property referred to in
these findings is parcel #4 on the R.O.W. plan
As you can see, the total R.O.W. for this project will be I '14 feet wide. This
amount exceeds the Artenal Road ptan requirement for Suliivan Road by 10
feet. !n addition, we will be purchasing "208" grassed percoiation easements
from various properties These 208 easements will vary in width, depending
on the size of grassed percolation area required.
ZE-36-87 Planning Condition #10 requires 'That the area within the easterly
26' (designated as future acquisition by the County Engineer ) shall not be

This agreement made and entered this ~ day of March, 1994
between Pat Fair'banks, doing business as FAIRCO MINIMART and
Spokane County Engineers is for the purpose of allowing both parties to
jomtly utilized the areas on Sullivan Road to construct the 208 swates.
1. Spokane County wdl ailow FAf RCO M tN I MART to place their 208
Swate adjaoent to the area utilized by the County's 208 Swale for
road drainage. The shared area wili have a common bottom.
FAIRCO MINIMART access drive will be forty feet in width, centered
on the property.
2 Landscaping may be placed wtthin the 208 swale only to such an
extent that it wiil not prohibit the peculation process
3 One Type B Drywell wiil be required in each 208 Swale North and
South of forty foot drive
Spokane County shafi construct the 208 Swale to include sloping and
placement of the two drywells. Spokane County will pay for the r.ost
of one drywell and placing the spnnkler heads and pipe and lawn turf
in their area at the swales. FAIRCO MINIMART %nnll be responsible
for the cost of one drywell, spnnkler heads and pipe and connecting
the County sprinklers to their system FAIRCO MINIMART agrees to
maintain the Swale and Spnnkler System.
4 The five feet of acquisition area will be purchased by Spokane
County at market price per square foot. The easement area for the
208 Dramage will be purchased by the County at one half (1/2)
market pnce of the land Easement area will be 17' x 60' on North
Swale and 14' x 60' on the South Swale.

Documents for a Right of Way for Public Works purposes over property described in said documents
have been delivered to Omer Entel, Right of Way Agent, as escrow agent, with instructions to deliver
said documents to the County Engineer's Depaztment. On delivery to the Spokane County Engineer's
Department, a copy of this agreement properly executed by the duly authorized representative will be
returned to the undersigned orantor.
In consideration of the foregoing and other considerations hereinafter set forth, it is mutually agreed by
the parties hereto as follows:
1. Said Right of Way is granted free and clear of all Iiens and encumbrances and partial release for
said Right of yVay shall be furnished to the Spokane County Engineer's Department, and the
total amount in castl settlement shall be paid to the Grantor, Except such portion thereof as the
Grantor fnay assign to a lienholder in obtaining the partial release.
2. All work performed under this agreement shaU conform to aU applicable laws, ordinances, and
regulations relating to such work, and shall be done in a good and workmanlike manner.
3. All structures, improvements, or other facilities that are removed, relocated or reconstructed by
the Department, it's Contractors and/or Assigns, (for which the Grantor iS not being
compensated) will be replaced or reconstructed to as close to the original condiflon as practical.
4. No work, improWements, alteration, or maintenance by the Department, its Contractors andlor
Assigns will be performed other than that provided for in this agreement.
5. In full, camplete, and final gayment aad setdement for the title or interest conveyed or granted,
as fully set forth in the aforementioned documents dated

Attached please find revised copies of Sheet A1.1, addressin8 your previous
comments. We have expanded on the information on the site plan and included some
of the grades and elevations, which you requested.
At this time, we are submitting basicaliy for preliminary site plan review. Pat
Fairbanks would like to request some approvai on the overall concept for draina8e,
208, and site layout. There has been some minor change to the buildjng size and
grading from the plan, which you originally reviewed a month to six weeks ago. If a
written, preliminary approval of the site plan could be received, work will proceed on
the building permit drawings for the project. It is my belief that at that time, final site
plan and building drawings will be available for review, by all county depanments.

The above-referenced letter deals with the required right-of-way future acqWsition area, for
BP 23-94. Given the Engineers' letter aad the fact that our aroerial road plan width is met by
the cuirent 110 foot right-af-way now owned by the County oa Sullivan Road, the requirement
for future right of-way set aside is hereby ardministratively removed.
This project of oourse notes that Snllivaa Road has been relocated a litde to the east, and 110
feet will certainly meet the foreseeable County requdrements. Tharrefore, the County Planning

Dear Mr. Connor:
I have reviewed the enclosed site layout plan to determine how the site wiil accommodate
the treatment of on-site runoff as well as runoff from Sutlivan Road. The layout you have
presented to us appears to meet the requirennents for both. I did not conduct a complete
review of the site pian, because many requirements are not provided.
The elevations of the swale has been set usmg the plans for the improvements on Sullivan
Road. From this plan we have set the swale bottorm elevations at those indreated below.
North Swale bottom elevation - 2022.38
South Swale bottom elevation - 2020.98
These elevations are based upon a temporary benchmark descnbed as follows: "Spike m
high voltage transmission power pole #2/11, 32' LT of Sta 16 +00". This station is
relative to the road plans for the Sullivan Road project. You should use this information to
determine vanous spot elevaUons on-site as well as the building and pumping area
elevations.

Our office is in receipt of your review comments, on the above referenced project, dated August 2,
1994. Attached ptease find revised sheet A 1.1, for your addidonal review. We have corrected
deficiencies noted, which we feel are appropriate.
The following are responses to your comments:
1. The approach permit for this project will be requested of the contractor for this
project. It should also be noted that the mam Sullivan Rd. approach will be
provided by the County under the agreement with the property owner. The
South property is into e private access road end does not require an epproach
permit.
2. The temporsry benchmark, as indicated on the site plan, references the county
road project #2533, Sullivan Rd. This was included at the request of your
office during previous reviews.
3. Please reference revised sheet for additional landscapmg information.
4. Please reference revised sheet A1.1, revision 1, dated August 9, 1994, for
additional spot elevations and grading notes.
5. At this time I am unsure ebout your request to conect the spot elevations in the
swales. Reference revised sheet A 1. i, revision 1, indicating revisions to swale
elevations. We are assuming that your request is to provide a level bottom of
swale elevation.
6. Please reference revised sheet A 1 . 1 , revis,on 1, for the addition of wheel stops
along West property line and the location of existing wheel stops directty West

7. Gutter piping for metal canopy end esphelt bwit-up roofing will be provided es
part of the plumbino plan, to be submitted'to ttie County at a later da#e. This
is a metai roofin8 system and is not required to be included in the swale
calculabons.
8. In e previous discussion and agreement with the County, the area under the
csnopy is not being figured in our run-off analys+s. it` should be nated that no
drainege, due to the elevetions indicated, crosses this aree snd therefore, is not
reqwred to be calculated in the run-off calculations.
9. Please reference revised sheet A 1.1 for the indications of piping, for the two
trench drains.
10. Please reference revised sheet A1.1 for additional spot elevations of adjacent
properiies, where available. It should be noted that not all spot elevations were
available at the time that the survey was compteted.
11. Pleese reference revised sheet A1.1 for additional elevation indications for~
standard curb inlet.
12. Pleese reference revised sheet A1.1 for the addition of the curb inlets from
Sultiven Rd. It shoufd `be noted that these are being provided by, and
coordinated with, the County road project.
The mark-up copy of the last review has been returned to your office upon your
request. Also included, is a copy of our survey for your information.
