Dear Dennis:
With regard to your letter dated November 30, 1993, our response to your
questions is as follows:
1) What is the ability of the existing sewer system to handle the additional
load being placed upon it with the addition of the four homes recently
built and for the planned future development?
2) What is the current situation regarding the downstream condition of the
sewer system if it is a combined system? Is there flooding of basements
and what, if so, is being done to eliminate the situation?
The existing City sewer located in 12th Avenue (14th in County) that
serves the referenced area, discharges to a combined trunk sewer in Freya
Street which flows to the large combined trunk sewer in Hartson Avenue .
These trunk sewers have plenty of dry-weather capacity but have surcharged
under certain wet-weather conditions. The addition of the four homes
would have minimal effect on the overall capacity of this system. The
City has a construction project scheduled for 1994 that will provide
additonal wet-weather capacity to this system to mitigate the surcharge
problem.
3) What is the ability of the existing water system to adequately handle
capacity and pressure to these new homes and future development?
A 12-inch main in 14th (County) and a 6-inch intertie in 13th (City) from
approximately 350 feet east of Cuba to Havana are being constructed by the
developer to serve the four new homes with adequate capacity and pressure.
Future development in this area will require additional looping of the
water system consistent with location of development. Ultimately, a new
12-inch main will have to be constructed from Freya Street to this area to
handle major development in this area.
4) Is there enough water pressure to serve these homes and to provide
adequate flows for fire protection?
With the improvements constructed as discussed under question 3, there
will be adequate capacity and pressure to these homes for domestic use and
fire protection.

5) If there is a problem with the existing utilities in the area, should the
county restrict future building permits for the area?
For the project that has been proposed, we feel that improvements are
being constructed that provide adequate sewer and water service to the
area. Each development that is proposed will be analyzed to insure that
adequate utility service is available. Should there be a problem with a
particular development, it would be our intent to communicate this problem
early in the process so that building permits could be restricted until
such time as the problem could be corrected.
