The County Engineering Department has completed a revi,ew of
the above ref erenced pro j ect . The f ol lowf ng inf ormation must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainaqe plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site. 3. Finished grade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
8) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-116-81
C) The following improvements within adjacent Riqht of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
enqineer. Plans must be pregared for the following
streets:
a. Nora Avenue, Typical Roadway Section No. 1,
Access Standard.
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Enqineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a buildinq permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Nora Avenue
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will rreed
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parkinq and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalle shall be in
accordance with standard traffic engineerinq practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been qiven a minimum
requirements list. This list is not incluaive of all the
requirements needed but should be used as a minimtun guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

unprovements will go to the Hearinq Examiner Conuaittee for a vote.
We (Enqineering Dept) will release our portion of the permit after
the results are in from the Commissioners.

derived, do foi• Uiemselves, their heirs, grantees, assigns and successors in interest hereby request and authorlize
Spokane County to include the below described property in a Road Improvement District (RID) and to support
the formation of a Road Improvement District for improvement of the road(s) described below by cequesting and
~ authorizing Spokane County to place their name on a petition for forination of a Road Improvement District
pursuant to RCW 36.88.050, or by requesting and authorizing Spokane County to cast Uheir ballot in favor of
~ a RID being fornted under the resolution method pursuant to RCW 36.88.030, and/or by not filing a protest
against the formation of a RID being formed under the alternative resolulion melhod provided for in RC1N
36.88.065 and Chapter 35.43 RCW.
If a RID is proposed for improvement of the road(s) described below, said owners and successors furthet agree:
(1) that the jmprovements or construction contemplated wilhin the proposed RID are feasible, and (2) tbat the
bp-nefiLq to be derived from the formation of the RID by the property included lhei together tvlth the amount
of any County participation, exceed the cost and expense of formation of ttie R I l), and (3) that the property
wltltin the proposed R!D is sufficienUy developed; provided, themselves, their Iieirs, grantees, assigns and
successors shall retain the right, as autiiorized under RCW 36.88.090, to objec.t to any assessmemt(s) on the
property as a resutt of the improvements called for in conjunctton wilh 11ie foriiiation of a RID by either the
petibion or resolution niethod under Chapter 36.88 RCW and to appeal to the supcrior court the deci9ion of the
Board of County Commissioners confirming the final assessment roll; provided furllier, it is recognized that
actual assessments may vary from assessment estimate so long as they do not exceed a figure equal to the
increased true and fair value the improvement(s) add(s) to the properiy.
It is furiher acknowledged and agreed that at such lime as a RID is created or any county road Improvement
project is authorized by Spokane County, the improvements required sliall be at the sole expense of the owners
of property within the RID or served by Uie i mprovements without any monelary participation by Spokane
County.
The RID waiver contained in this agreement sliall expire after ten (10) years from tlie date of execution below.

The following is intended to amend the original "Stormwater Drainage Design Report"
prepared February 1995 by 1-U-6 ENGINEERS, Inc
Replace Section 3 2 with the following
Grassy swales 5 feet wide along the easteriy side and the first 35 feet of ihe 20-foot paved
driveway will be constructed The swales provide treatment and conveyance to the overflow
drywell pond at the low spot There will be no curb or sidewalk on the project Recently
some nearby government agencies have put maximum slopes of street grade critenon into
their use of continuous grassy swales A maximum 4% slope has been suggested We have
limited the road slope to a maximum of 3% in this development and added berm ponding
dividers at 20" on center The result of this limit of slope and berns reduces the speed and
increases storage of the swale flow, thus allowing for better infiltration/treatment along the
fuli length of swale

driveway in the area of the parking facility The inient is to allaw the overflow stormwater
from the grassy swale area to continue its flow to the designated bas,n
3 91 The design of the stormwater retention pond for the new impervious surface created by the
construction of the new parking area, is in accordance with the Spokane County
Stormwater Guidelines Manual The new pond is designed with an overfiow spillway
constructed with a bottom elevation the same elevation as the nm elevation of the drywell
in pond number two This will enable the treatment of the first 1/2" of runoff of the new
parking surface in the new pond, and allow the overflow to spiil over into pond number two
and continue into the drywell with the overflow from the balance of the site The original
calculattons indicated an excess drywell capacity of 180 c f available, the new parking area
would only require 54 c f which is available with the original designed drywell in pond
two

The Lindal Cedar Horries Project is a model show home for the Lindal line,of Cedar
Homes. The.pioject is located between Pines and Sullivan Road oa Nora Aveaue. Interstate 90
nins parallel to Nora on the north si'de of Nora. The boundary parcel to, the "east is a`rescdence
and the boundary parcel to the west is a horse pasture

Howard Consultanu, Inc., has completed the authonzed limited scope stocmwater
disposa►1 feasibility evaluauon for the proposed Lindal Cedar Homes development to be located
on East Nora Avenue in the Spokane Valley [t is proposed to construct on-site stocmwater
disposal facilities withtn the development to satisfy Spokane County cequirements. The purpose
of our study was to evaluate the subsurface soil and geologic conditions with respect to on-site
stormwater disposal. The scope of our study included the excavaaon and observation of chree
test pits, logging of the subsurface sotl profiles, and provlding this summary letter of our
findings
The geotogy of the stte and vicinity is mapped as Quaternary flood deposits of sand,

Idaho", 1990 by Nancy L. Joseph of the Washington Department of Natural Resources Divis:on
of Geology and Farth Resources. This mapping is consistenc with our subsurface exploration
observauons and site reconnaissance.
The general soil profile encountered tn our subsurface exploration consisted of 0 7
to 0 9 feet of dark brown silty sand topsoil. Thz topsoil was underlain by brown silty sand,
which extended to depths ranging from 2.0 to 3 1 feet below the ground surface Brown silty
gra.vel with sand was encounteted below the silty sand and extended to depths ranging from 4.0
to 4 5 feet below the ground surface. Brown grey sandy gravel was encountered below the silty
gravel with sand and extended to the maximum depth of our exploration at 14 feet. Please note
that large boulders up to 60 inches in size were encountered during our exploration.

The native soils on the site are mapped as Gamson type soils by the United States
Department of Agriculture, SCS. "Soil Survey of the Spokane County Area". The Gazrison
soils are specifically mentioned in the Spokane County "208" Stormwater managemeni guidelines
as soils wtuch do not require field percotation tesang for dryweil design. These soils are
considered by the County to be suitable for che use of Scandard County Type "A" and Type "B"
drywells. The soils encountered in the test pits we observed were consistent with the soils
mapped on the site by the USDA Soil Conservauon Service.
Please note that our assessment for drywell suitability is solely based on the observei
soil types' ability to dispose of stormwater in a timely manner. We can not be held respoasible
if drywells become a future environmental liability if the Washington Department of Ecology's
position on subsurface stormwater disposal changes

FINDINGS OF FACT, CONCLUSIONS AND ORDER
INTRODUCTION
This matter has come befone the Hearing Examiner Conimittee on June 22,1995.
The members of the Committee present are: Verona Southern, Chair, Brenda
Bodenstein aad Jane Niyers.
PROPOSAL
The sponsors, Douglas and Colleen Bsny, request approval of a Change of
Conditions to an existing Urban Residential-22 (UR 22) zone, File No.
ZE-116-81, to delete specific condztions of approval wluch require improvements
to Nora Avenue. Specifically, Condztions N0. 1 and No. 6 of the Spokane County
Enguieenng Department wluch require the applicant to construct cement concrete
curb and sidewalk and pave to the existsng pavement adjacent to the groperty oa
Nora Avenue.
FINDINGS OF FACT AND CONCLUSIONS
1. The property is generally located south of and adjacent to Nora Avenue,
approxlmately 800 feet west of Mamer Road in the SE 1!4 of Secuon 10, Township
25 North, Range 44 EWM, Spokane County, Wastungton.
2. The Committee adopts the Planning Department Report as a part of this record.
3 The exustuag land uses in the area include single faauly residences and professional

4. The proposed use ts compatible with existing uses in the area.
5. The property is located wrttun the Urban caiegory of the Comprehensive Plan and
wrthin the Prlonty Sewer Service Area (PSSA).
6. The proposed change of conditaons does implement and conform to the
Comprehensive Plan
7. The extsting zoning of the property describeci in the application is Urban
Residentia122 ([TR-22) previously established as Residential Office (RO) zoning in
1981 and redesignated to Urbaa Residentia122 (UR-22) on January 1,1991
pursuant to the Program to Implement the Spokane County Zoning Code

origuial zorung of thts area and accorduigly, the proposed change of conditions is
justified. Specifically, changed conditions include adoption of th.e Spokane County
Zoning Code and the Spokane County Comprehensive Plan.
12. The proposed use will not be detrunental to the public health, safety, morals or
welfare especially in hght of the conditions recommended by the reviewing
agencies.

1. All air pollution regulations must be met at all times. SCAPGA is concerned with the
proponents comment that asserts andior unplies tbat'short ierm, localized "nuisance"
condiaons' are acceptable. SCAPCA regulations, particularly those regarding
depostion from particulate matter, are enforceable if a nuisance condition exisLs. The

dust palliauve, however this may not be enough to abate nuisance conditions aad

and excavation projects be controlled This may require use of water sprays, tarps,
sprmklers or suspension of activity dunng certain weather conditions. Haul roads
should be treated, and enussions fram the transfer of earthen matenal must be
controlled, as well as emissions from all other conscrucuoa-related activities.
3. SCAPCA strongly reconunends that all traveled surfaces (i.e., ingress, egress,
parking areas, access roads) be paved and kept clean to auninnize dust enussions.
4. Measures must be taken to avoid the deposition of dirt and mud from unpaved
surfaces onto paved surfaces. If tracking or spills occur on paved surfaces,
measures must be taken immediately to clean these surfaces.
5. Debns generated as a result of this project must be disposed of by means other than
bunung (i.e., construction waste, etc.).
6. All solid fuel burning devices (wood stoves, pellet stoves, etc. ) must coinply anth

a) COUNTY PLANNING DEPARTMENT
1. Approval by the Zoning Administrator of a specific lighting and sign-
ing plan for the described property prior to the release of any build-
ing permits.
2. A specific landscape plan, planting schedule and provisions for main-
tenance acceptable to the Spokane County Zoning Administrator shall
be submitted with a performance bond for the project prior to release
of building permits.
3. Direct light from any exterior area lighting fixture shall not extend
over the property boundary.
4. All current standards of the Residential Office Zone, as amended, shall
be complied with in the development of this site.
5. Appiicant shall comply with 1208' recommendations concerning storm-
water runoff and provide necessary landscaping for runoff.
6. That the provisions of SEPA's NOTICE OF ACTtON pursuant to
Chapter 43.21C.080 RCW and the Board of Spokane County Commis-
sioners Resolution #77-1392 be initiated by the project applicant within
thirty (30) days of final disposition of this application, and prior to
any on-site improvements.
7. The applicant shall comply with RCW 58-17 as amended, and the
Spokane County Platting Ordinances prior to issuance of building
permits.
8. That prior to building permit release on the southerly portion of
this site, annexation procedures to Consalidated I rrigation
District must be completed.
9. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA
Guidelines (WAC 197-10) and the Spokane County Environmental
Ordinance (SCEO), a proposed declaration of non-significance
has been issued at least fifteen (15) days prior to this date; the
official file, written comments and/or public testimony contain
information regarding assessment of the proposat's adverse
impacts tc the physical environment; a finding is hereby made
that no potentially significant adverse impacts upon the physical
environment are anticipated as a result of the project; and a
final declaration of non-significance is hereby to be issued .
10. That, pursuant to WAC 197-10-040 (2)(a) and (20), WAC
197-10-155 and SCEO 11.00.055, the reione is an action subject
to SEPA, but insufficient detail concerning the proposal is avail-
able to permit meaningful environmental analysis at the rezone
level, consequently a detailed site plan, subject to full com-
pliance with Chapter 43.21C RCW, shall be submitted for con-

b) COUNTY ENGINEERING DEPARTMENT
1. Applicant shall construct cement concrete curb and sidewaik and pave
to the existing pavement adjacent to the property on Nora Avenue.
2. Applicant shall submit for approvai by the Spokane County Engineer
road, drainage, and access plans prior to the issuance of a building
permit on the property.
3. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed combined
on-site sewage system plan and surface water disposal plan for the
entire pro)ect prior to the issuance of any building permit on the
property.
4. A parking plan and traffic circulation plan shall be submitted and
approved by the Spokane County Engineer prior to the issuance of a
butlding permit on the property. The design, location, and arrange-
ment of parking stalls shall be in accordance with standard traffic
engineering practices. Paving or surfacing as approved by the
County Engineer, will be required for any portion of the pro)ect which
is to be occupied or traveled by vehicles.
5. The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors.
6. The construction of the road improvements stated herein shall be
accomplished as approved by the Spokane County Engineer.
7. All required improvements shall conform to the current State of
Washington Standard Specifications for Road and Bridge
Construction, and other applicable county standards and/or
adopted resolutions pertaining to Road Standards and Stormwater
Management in effect at the date of construction, unless other-
wise approved by the County Engineer.
c) COUNTY UTI LtTI ES DEPARTMENT

1. The stte is located in Fire District #1.
2. That prior to development of this property that an engineered water
distribution system plan shall be submitted to the Spokane County
Department of Building and Safety. This distribution plan shall
include water main siie, flows, locations, fire hydrant type and loca-
tions, water storage tanks size, and location and design criteria.
3. Reclassification of an existing building shall require an applica-
tion for change of occupancy permit, and subsequent inspection
for approval.

f) WATER PURVEYOR
1. The northerly portion of the project lies within Consolidated I rrigation
District. The southerly portion of the site is not within the District
boundaries but could be annexed to the District and water service
provided.
g) SPOKANE COUNTY FIRE PROTECTION DISTRICT #1
1. Mains and hydrants need to be installed. Access plans for fi re-
fighting equipment around the building shall be approved prior to
building permit issuance.

vn EaSt Nora Avenue in the Spokane Valley. Tt is proposed to canstruct on-site stormwater
disposal facilities within the develapment to satisfy Spokane County requirements. The purpvse
of our study was to eval.uate the subsurface soil and geologic conditions with respect to on-sita
stormwater disposal,. '1'he scupe of ou.t study included the excavarion and abserVatian of ffim
test pits, lvgging Qf the subsutface suil pmfiles, and praviding this sumxnary letter of aur
fintiings.
The geology of the site and vicuuty is mapped as Quaternary fltod deposits of s,and,
gravel* arnd byvidf."Cs 1~ the nG:.olo&4 ~~ap o` the ypukane 1:I00,000 Quadrangle, Washington-
Iciaho", 1990 by Nancy L 1'oseph of the Washingion Department of Natural Resources Divisian
of Geology and Earth Resources. This mapping is consisient with our subsurface explaration
observations and site recvnnaissance.
The general soil profile encacntered in our subsurface exploration coasist+ed of 0.7
tv 0.9 feet af dark brown silty sand topsail. 1"he topsoil was underlain by brawti silty sand,
which extended co degths ranging from 2.0 caa 3.1 feet below the grvund surface. Brown silty
gravel with sand was encountered belaw the silty► sand and extended [Q depths rangmg from 4 0
to 4.5 feet below the ground surface. Brawn grey sarrdy gravel was encountered below the szlty
gravel with sand and extended t+o the nacimum depth af aur exploration at 14 €eet. Plme note
that large boulders up to 60 Znchex in size were encountered dunng our exploration.

The native soils vn the site are mapped as Garrison type soil$ by the United States
Depairtrnent of Agriculture, SCS, "Soil Survey af tfie Spokane County Area". The Garris4n
soils ar+e specxfically rnentioned in the 5pakane County "208" Stannwater manageraent guidelines
as soils wbich do nvt require field perc:olatian testing for drywell design. These svils are
considered by the County to te smtable for the use of Standard Caunty Tyge "A" and Type "B"
drywells. The sails encounberred in the test pits we obsenrec1 were cvnsisterit vvith the sails
magped an the site by t6e USDA Sai.1 Canservation Service.

3.1 Spokane County Stormwater Guidelines Manual.
3.2 Continuous grassy swales 5 feet wnde along both sides of 20-foot paved driveway will be
constructed. The swales provide treatment and conveyance to the overflow drywell pond
at the low spot There will be no curb or sidewalk on the project. Recently some nearby
government agencies have put maxumum slopes of street grade criterion into their use of
contuiuous grassy swales. A maximum 4% slope has been suggested We have limited
the road slope to a maximum 3 0% in tlus development and added berm ponding dividers
at 20' on center. The result of this linut of slope aind berms reduces the speed and
increases storage of tiie swale flow, thus allowing for better infiltration/treatment along
the full length of the swale
3.3 The driveway approach low spot "V" 1' off the property line will be used as the overQow
from basin 2 to basin 1. The driveway approach will be a V-shaped trough with the
bottam of the "V" depressed 15/100 of a foot below edge of pavement to adequately
receive the basin 2 swale overflow. The approach "V" will parallel and follow the slope
(2% to west) of the street gutter line ehminating the aeed for complicated staking. This
will ensure that water vrnll not pond on the uphill side of driveway approach `T" bottom.
3.4 Driveway approach top of concrete "V" vrill be a minimum 5/10 feet above the east basia
2 swale bottom line in order to provide ponding, sedimentation and increased time of
concentration for the first 1/2 inch of nuioff. The calculations for storage incorporate
these storage ponds mathematical volumes. The concrete siab at the drop at the edge of
approach "V" to bottom of basin 1 pond tansition is also importa.nt to eliminate gra,ss
berining and resultant driveway ponds that are now occurring in some projects where
swale bottoms are graded flush vvith edge of driveways approaches even through the
approach is below gutter line.
35 Calculations will show that the continuous grassy swales and pond 1 will provide the 208
treatnent volwne required based on pond storage and berm storage.
3.6 The drywell lid shall be set 5110 of a foot below edge of driveway (pavement) elevations
with the bottom of the storage pond 5/10 of a,foot below ell lid. The drywell shall be
_ installed with a minimum two 6-inch adjustable risors.oa the cone section in order that
field modificatioa of nm elevation can occur if required.
3.7 Due-to the exceptionally,,flat terrain there is virtually no off-site flow coming on to this
site.
38. Nora Avenue will have its own treatmentv system when built. John Pederson of Spokane
County Planning is currently working with,the owner and J-U-B to procure the ability of
the owner to form and R:I.D for the Nora improvements
