Mr. Hawla : Consideration of the preliminary Plat of Skyview Terrace
~ presented~y C. F. Griggs, Engineer, on behalf of Mr. Larson, is Iocated
in the W.1~ of Section 19, Township 26 North, Range 43, E.V1.1I9, Spokane
County, Washingtan. On the west side oF bYall Street, end approzimately
Vl miles north of the City Limits. The sketch and preliminary plat has
had the attention of County Engineer Chaffins and Plat Cor.miittee Chairmen
State.
Mr. Griggs: This is the plat of a portion of Five-Mile Prairie, on E. Five-
111i1e Road. Zt is east of Five-'_Iile Prairie. 'k'ie propose to subdivide it
into 21 tracts. Tracts la, 19 and 20 have been so1d, but the purchasers
of these tracts, we hope, vrill join in the dedication.
11r. I`eenach: Do they have to join?
Flr. 6riUs:'They would have to sign in order to be included in the plat.
They have sold by metes and bounds. I contacted saane of the ores that
bought the other trects and tlley agreed to join in the dedication in order
to get the proper building restrictions. WQ hQVe no proper water supply.
V7e have no water on these tractss except a well on Tract No. 1. 17e have
s 171 right-of-vray at the top of tho hill as you come to the cliff.
T`r. Mcenach: This is the prelimina.ry plat, of course the f inal will not
be accepted until the water is in.
r.ir. Griggs : 1'fe would like to have the preliminary plat approved, eind on
the final plat we will show the tivater syatem, but there is no aasurance
of water on the land. r'Ir. Larson is trying to forrn a cooperati.ve agree•
ment in order to set aside a cortair. ariount of money in order to install
the water s,ystem.
Mr. lieenach: We can't go ahead on the final plet until the water is ta:en
care of.
1.4r. Grijr s: Could the owmer get a bond similar to the other plats to assure
The lanning Comtnission that he will sell these lots aubjeot to the water
on the land?
• Mr. Meenaoh: I think a bond will require that the water be put in.
Bro drigGs: There has been other plats where the tracts are sold subjeet
• to the water. I turned thet plat project down on account of water on Rim+
rock Drive.
iir. YYalker: With those regulations, we can't aacept them. It is mandatory
to us.
1: r. Gri&Ls: Z have j ust c ompleted a Plat ir. Pie rce County; 176 Lots. They
are all outside the limits of anv town. The county doesn't even require
water on those lots. They would, however, require that the streets be
gradeci.

It is possible that where a person is buyin; by contract that his name would
not appear on the assessment rolls; consequently, he would not be noti£ied of
